Abstract

After the reform, many fundamental changes regarding the rights and obligations of the people underwent redefinition. Previously, very few political rights were enjoyed by the people. In the midst of reform, it seemed as if the people were allowed to determine their own political rights, but the awareness of their obligations actually receded. Such an open political condition allows many parties to form political parties, the people have broad political channels through various platforms. Likewise, Mass Organizations and NGOs of various forms grow like mushrooms in the rainy season. Some of them even go beyond their roles and functions to a certain extent, as if they have become a formal political institution like a political party or at least become a "certifier/stamp", a certain political force. Some circles really want Muhammadiyah not to be "ignorant" or "shy", taking advantage of such an opportunity and momentum. However, Muhammadiyah has remained consistent as a religious mass organization that prioritizes national politics or high politics even though it has had contact with political parties, as a special member of Masjumi and gave birth to Parmusi and even in the reform era it is considered to have contributed to the founding of the National Mandate Party. However, Muhmmadiyah has never turned into a political party and consistently maintains the core of Muhammadiyah as an Islamic da'wah movement that works in the field of human and social life, has no organizational relationship with and is not affiliated with any political party or organization. Every member of Muhammadiyah according to their human rights, may not enter or enter other organizations, as long as they do not deviate from the AD/ART, and other provisions that apply in the association.

Abstract

Latar belakang dari penelitian ini adalah terlihat dari pelaksanaan program Gerakan Sumsel Mandiri Pangan (G-SMP) bagi kelompok pembudidaya Ikan di Kelurahan Saung Naga belum berjalan dengan baik. Output dari pelaksanaan ini terlihat dari hasil panen ikan yang hanya sekali panen dan habis begitu saja. Masyarakat tidak mampu membeli benih lagi karena bantuan tersebut hanya sekali saja sehingga tidak ada program berkelanjutan. Untuk menganalisis hasil implementasi kebijakan tersebut, peneliti menggunakan teori Edwards dengan 4 indikator yang menjadi acuan dalam penelitian seperti komunikasi yang baik, sumber daya yang memadai, sikap penerima sasaran program dan struktur birokrasi yang tidak berbelit-belit. Tujuan dari penelitian ini adalah untuk menganalisis implementasi program G-SMP bagi kelompok budidaya ikan di Kelurahan Saung Naga. Penelitian ini dilakukan pada bulan Desember 2023 di Kelurahan Saung Naga Kecamatan Baturaja Barat Kabupaten Ogan Komering Ulu. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Sumber data yang digunakan adalah data sekunder. Adapun hasil penelitian ini menunjukkan bahwa program G-SMP bagi kelompok pembudidaya ikan di Kelurahan Saung Naga gagal. kegagalan tersebut disebabkan oleh masyarakat yang kurang paham dalam membudidayakan ikan, ketidaktepatan sasaran penerima bantuan, kurangnya komunikasi antara pemerintah daerah dengan kelompok pembudidaya, minimnya modal masyarakat dan kurangnya dukungan dari Pemerintah Kelurahan, sehingga belum terwujudnya kemandirian pangan ikan bagi kelompok pembudidaya ikan di Kelurahan Saung Naga. Saran dari peneliti adalah perlu adanya evaluasi, peningkatan komunikasi, pengawasan, penambahan program kerja seperti penyuluh dan bantuan pakan, serta hendaknya Pemerintah memberikan bantuan sesuai dengan kriteria target mandiri pangan supaya program tersebut dapat berkelanjutan.

Abstract

ABSTRAK Program Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan Program Strategis Nasional untuk percepatan pendaftaran dan sertifikasi tanah seluruh wilayah di Indonesia, memberikan kepastian hak dan perlindungan hukum, mengurangi kasus sengketa pertanahan serta untuk meningkatkan taraf hidup masyarakat. Kasus sengketa pertanahan di masyarakat masih saja terjadi, akibat dari mahalnya biaya pengurusan sertifikat, serta lambatnya proses pendaftaran dan pembuatan sertifikat mengakibatkan masyarakat memilih untuk tidak mengurus sertifikat tanah. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Ogan Komering Ulu yang dilaksanakan 31 Oktober 2023 sampai dengan 22 November 2023. Metodologi yang digunakan adalah Kualitatif, indikator yang dipakai berdasarkan teori Van Meter dan Van Horn antara lain tujuan dan sasaran program, sumber daya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial, politik dan sikap pelaksana/penerima program. Hasil penelitian menunjukan bahwa implementasi program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Ogan Komering Ulu belum berjalan maksimal dibuktikan dengan persentase realisasi SHT (surat hak atas tanah) sebanyak 71,54% (tujuh puluh satu koma lima puluh empat persen) sebanyak 28,46% (dua puluh delapan koma empat puluh enam persen) belum dapat terealisasi target SHT nya. Dilihat dari 6 (enam) indikator mengukur implementasi program bahwa indikator paling lemah pada bagian komunikasi antar organisasi dan kurangnya (SDM) tenaga ukur lapangan yang dimana pada saat sosialisasi masih banyak terjadi masalah dan hambatan. Saran dalam penelitian ini perlunya penambahan kebutuhan sumber daya manusia (SDM) pada bagian petugas ukur lapangan serta perlu membuat jadwal dan materi sosialisasi yang mudah dipahami masyarakat.

Abstract

The South Sumatra Independent Food Movement Program was a program launched by the provincial government to improve the welfare of people from cities to villages. The research was carried out from March to April 2024. Based on the results of the research, the effectiveness of the South Sumatra Mandiri Pangan Movement Program in Lubuk Batang Baru village could be seen from 4 indicators 1) Accuracy of program targets, indicating that the accuracy of targets for distribution of aid in the South Sumatra Mandiri Pangan Movement Program had been achieved. effective. 2) Program socialization, socialization that had been carried out by the village government has been implemented optimally because there are extension workers in every sub-district in OKU Regency. 3) Program Objectives: The Government of Lubuk Batang Baru Village, Lubuk Batang District, Ogan Komering Ulu Regency, in implementing the South Sumatra Independent Food Movement Program has been quite effective, because the results obtained from this program were in accordance with the initial objectives that have been set, although there were still things that are not yet clear. maximum was reached. 4) Program monitoring, that the assessment of the effectiveness of the South Sumatra Independent Food Movement Program is seen from the program monitoring indicators that it was effective. Because there was maximum effort made by the village government in collaboration with Agricultural Extension Officers in monitoring the South Sumatra Independent Food Movement Program, namely by empowering extension officers in each sub-district and also seed distribution staff who go directly to the field to check the implementation of the program. Program activities and monitoring have been carried out effectively but must be optimized, especially the speed of response from the extension team and the village government regarding the obstacles experienced by aid recipients.
