Abstract

Penelitian ini bertujuan untuk menganalisis Implementasi Kebijakan Tunjangan Profesi Dalam menunjang Kinerja guru pada guru pada Sekolah Menengah pertama di Kota Poso. Untuk menganalisis faktor-faktor yang menghambat Implementasi Kebijakan Tunjangan Profesi Dalam menunjang Kinerja guru pada guru pada Sekolah Menengah Pertama di Kota Poso. Populasi dalam penelitian ini adalah SMA di Kota Poso yang terdiri dari 3 (Tiga) SMP. Sampel sekolah dipilih hanya 3 SMP (SMP Negeri 1, SMP Negeri 2 dan SMP Muahmmadiya). Sampel responden dipilih sebanyak 6 (Enam) orang dengan Teknik penarikan sampel menggunakan purposive sampling. Untuk penguatan data dipilih beberapa informan. Teknik pengumpulan data dalam penelitian ini menggunakan metode: observasi (pengamatan), wawancara, kuesioner, dokumentasi. Berdasarkan hasil penelitian tentang Implementasi kebijakan tunjangan profesi dalam menunjang kinerja guru pada sekolah menengah pertama di Kota Poso, dilihat dari aspek komunikasi, sumberdaya, disposisi dan struktur birokrasi dapat dikategorikan berjalan cukup baik. Faktor penghambat Implementasi kebijakan tunjangan profesi dalam menunjang kinerja guru pada sekolah menengah pertama di Kota Poso, adalah; Dana sosialisasi pengelola dianggarkan tapi masih kurang, sarana prasarana kurang mendukung serta masih ada guru yang kurang disiplin dalam melakukan proses belajar mengajar.

Abstract

The purpose of this study is to find out the process of implementing the 5 (five) school days policy in the teaching and learning process of students and teachers at Madrasah Tsanawiyah Negeri 2 Poso, Poso Regency is measured by four existing indicators, namely the condition of the classroom environment, learning time, concentration and responsiveness which are indicators of Presidential Regulation No. 21 of 2023 concerning Working Days and Hours of Government Agencies and State Civil Apparatus. The method used is descriptive qualitative describing the problems that occur at the research location. The techniques used in data collection are observation, interviews and documentation. Data analysis using data reduction, data presentation, and conclusion drawing. The results of this study indicate that in the implementation of the 5 (five) school days policy, students and teachers feel uncomfortable being at school all day due to the density of learning time in the classroom. The factors that influence this study are individual circumstances and learning approaches.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan Good Governance dalam pembangunan desa dengan menerapkan prinsip-prinsip Good Governance, yaitu Akuntabilitas, Transparansi, Partisipasi, dan Responsivitas, di Pemerintahan Desa Tri Mulya, Kecamatan Poso Pesisir Utara, Kabupaten Poso. Selain itu, penelitian ini juga mengidentifikasi faktor-faktor yang mempengaruhi penerapan prinsip-prinsip tersebut. Metode yang digunakan dalam penelitian ini mencakup pengumpulan data primer dan sekunder melalui teknik wawancara dan observasi, yang kemudian diolah dan dianalisis secara kualitatif berdasarkan rumusan masalah. Hasil penelitian menunjukkan bahwa pelaksanaan prinsip Good Governance, khususnya prinsip Partisipasi, belum mencapai tingkat optimal. Hal ini disebabkan oleh minimnya sumber daya manusia di masyarakat Desa Tri Mulya serta sikap apatis masyarakat terhadap informasi dan kegiatan pembangunan. Selain itu, keterampilan aparat desa yang masih perlu ditingkatkan dan kurangnya sarana pendukung dalam prinsip Transparansi menyebabkan masyarakat kurang mendapatkan informasi, yang saat ini hanya tersedia di kantor desa. Oleh karena itu, perlu adanya peningkatan, seperti penyediaan papan informasi di setiap RT. This research aims to find out how the implementation of Good Governance in Village Development uses the principles of Good Governance, namely the Principles of Accountability, Transparency, Participation and Responsiveness in the Tri Mulya Village Government, Poso Pesisir Utara SubDistrict, Poso Regency, and to find out the factors that influence the implementation of the Principles of Accountability, Transparency, Participation and Responsiveness. This research uses primary data and secondary data. The data collection techniques are interviews and observations. The technique of data analyzed based on a qualitative problem formulation. The results of this research show that the implementation of the Principles of Good Governance in Development, especially the Principle of Participation, is not yet optimal. This is influenced by the lack of human resources in the Tri Mulya village community's attitude of not wanting to know, not needing to know about information and development activities. The lack of maximum skill or expertise of Village officials needs to be further improved, and in the principle of transparency there is a lack of supporting facilities which results in the community not knowing enough information, because only at the village office the community can see information, this needs to be improved, such as making information boards in each RT.

Abstract

This study aims to determine the implementation of public information disclosure policies in the Regional Secretariat of Tojo Una-Una Regency The theory used is the implementation of policies by Van Metter and Van Horn which consists of the size and objectives of the policy, resources, characteristics of implementing agents, attitudes of implementers, communication between organizations and implementing activities, as well as the economic, social and political environment. This type of research is qualitative. The informants of this research are the Regional Secretariat of Tojo Una-Una Regency and observers of public information in Tojo Una-Una Regency which are determined purposively. The data collection and collection techniques consist of observation, interviews, and documentation. Data analysis techniques include data reduction, data display, and drawing conclusions. The results of the study show that it has not fully shown good results because from the aspects studied, there are still three aspects that are not yet supportive, namely in the aspect of resources, characteristics of implementing agents, and communication between implementing organizations. However, the aspect of size and objectives has been carried out in accordance with the policy by forming PPID and preparing SOPs. The attitude of the implementers has shown their support because the implementers are trying to do what is mandated in the policy, while in the economic, social, and political environmental aspects have also shown such a thing where the policy has received support from stakeholders because the policy is a policy that provides opportunities for anyone to obtain public information, including the public. Meanwhile, the resource aspect is still experiencing limitations so that it is difficult to implement policies. The characteristics of the implementing agent are also not good because of the eight sections in the Tojo Una-Una Regency Regional Secretariat, only one part carries out policies in accordance with the public information disclosure policy. Communication between implementing organizations is rarely carried out, so that policy implementers do not understand the content of the policies implemented.

Abstract

This study aims to determine the implementation of village head policies in handling social and community problems in Toyado Village, Lage District, Poso Regency and. In this study, a descriptive type of research is used that provides a detailed and clear description of the problem being studied. To find out the value of an independent variable, either one or more variables without making a comparison or connecting one variable with another. The results of the study show that public order is not completely good where theft cases still occur, especially against community livestock in Toyado Village. So that efforts to maintain public order by coordinating with the police and the TNI in anticipating opportunities or potentials that will cause problems with quick handling. Social order in Toyado Village is generally good, but there are still teenagers who deviate from their associations such as juvenile delinquency as a result of the influence of inappropriate use of cell phones. The Head of Toyado Village has carried out preventive measures that are carried out by involving community leaders in overcoming violations that occur. The Head of Toyado Village has implemented sanctions but needs to implement stricter rules which of course involve religious leaders, community leaders, traditional leaders and youth leaders. Factors that affect the implementation of village head policies in handling social and community problems in Toyado Village, Lage District, Poso Regency are the limitations of the ability and skills of village officials and lack of community participation.
