Abstract

Penelitian ini bertujuan untuk mengetahui kelayakan media pembelajaran flash player pompa injeksi tipe VE distributor  yang telah dikembangkan Mengembangkan perangkat pembelajaran dapat mengoptimalkan kemampuan siswa sehingga mempermudah dalam pemahaman dan mendapatkan pengetahuan yang baik tentang sistem bahan bakar khususnya pompa injeksi. Penelitian ini menggunakan metode penelitian pengembangan. Model pengembangan yang digunakan adalah model 4-D. Model ini terdiri dari 4 tahap pengembangan, yaitu define, design, develop, dan disseminate atau diadaptasikan menjadi model 4P, yaitu pendefinisian, perancangan, pengembangan, dan penyebaran. Media flash player yang telah divalidasi oleh ahli materi dan ahli media kemudian diuji cobakan kepada guru dan siswa. Hasil respon guru terhadap media flash player adalah 169 dengan 4 guru sebagai responden. Data tersebut kemudian dirata-rata dan diperoleh skor 42,25 dengan kategori respon guru “baik”. Hasil respon siswa terhadap media flash player adalah 1299 dengan 29 siswa sebagai responden, dari data tersebut kemudian dirata-rata dan diperoleh skor 44,79 dengan kategori respon siswa “baik”. Berdasarkan hasil uji coba yang telah dilakukan kepada guru dan siswa dapat diketahui bahwa media pembelajaran flash player pompa injeksi tipe VE distributor mendapatkan respon positif dengan kategori “baik”, sehingga media pembelajaran tersebut layak digunakan dalam proses pembelajaran di MAN Kendal.

Abstract

A criminal act is an act of a person of his own will or of another person carried out by him and the behavior is an act that is prohibited and at the same time gives rise to a criminal responsibility by the perpetrator of the act and the act itself. Every act of criminal abuse and assault results in physical, psychological, sexual and/or neglectful misery or suffering, including threats to commit acts. coercion or deprivation of liberty in an unlawful manner is a criminal act of abuse and assault. A person who commits a crime of allowing, committing, ordering to do, participating in committing violence against criminal acts of abuse and assault must still be responsible because a person cannot be held responsible and sentenced to a criminal offense if he does not commit a criminal act. To be further examined how the regulation of criminal acts of abuse and assault allows, orders to do or participates in committing violence, then based on Indonesian criminal law and how the criminal responsibility of children who commit the crime of allowing, ordering to do or participating in committing violence against criminal acts of abuse and assault. The research method used in this study is the normative legal research method, from the results of the study it was found that the regulation of criminal acts of children who allow, order or participate in committing violence, criminal acts of abuse and mob violence in Article 76C in conjunction with Article 80 of Law Number 35 of 2014 concerning Amendments to Law Number 23 of 2002 concerning Child Protection and criminal responsibility of children who commit criminal acts of allowing, ordering or participating in committing violence against children to death by serving a maximum of half of the maximum prison sentence for adults as regulated in Paul 81 paragraph (2) of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. Clarifying the meaning of acts of violence in the KUI IP. Legislation, Government Regulations, Permenkumham and the Government must form legislation, government regulations, Permenkumham that are even stricter in providing sanctions for perpetrators of criminal acts of abuse and mob violence

Abstract

Purpose: This study aims to analyze the legal basis, implementation, and challenges of Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko/PBBR) as regulated in Government Regulation Number. 28 of 2025 in Indonesia. Methodology/Approach: This study employs a normative empirical approach. Normatively, it examines the administrative law principles underlying PBBR, whereas empirically it analyzes its implementation through the Online Single Submission (OSS) system and its impact on public service efficiency. Results/Findings: This study finds that PBBR represents a significant reform in Indonesian administrative law by applying the principles of proportionality, legal certainty, and public benefit. Empirically, its implementation has improved the efficiency of business licensing services, particularly through faster processing via the OSS system. However, several substantive and technical challenges remain, including inadequate digital infrastructure, overlapping regional and central regulations, and low legal literacy among micro and small business actors regarding risk classification and standard certification obligations. Conclusions: This study concludes that PBBR improves efficiency and legal certainty but is constrained by infrastructure, regulatory overlap, and low MSME legal literacy. Further improvements are needed. Limitations: This research is limited to regulatory analysis and selected empirical observations and does not include large-scale field surveys or quantitative measurement of business performance outcomes. Contributions: This study contributes to the development of administrative law and public policy literature by providing an integrated analysis of risk-based licensing reform in Indonesia and offering practical recommendations for improving institutional capacity and regulatory harmonization.
