Abstract

A self Reliant village is a program of the Central Java Provincial Government to complete poverty. Community participation is essential to run the Desa Berdikari program. The purpose of this research is to know and describe the participation of the community in the implementation and supporting factors and inhibiting the participation of the community in the implementation of the self-reliant village program in Ngrapah village in the implementation year 2016-2017. The method used in this research is qualitative with the test of data validity using source triangulation. The results of the study that the way the community participates in a self-supporting is a program of the Central Java Provincial Government program is divided into three, namely based on the organization, based on the stages of the program, and based on the shapes. Supporting factors consist of factors wanting to build the potential of Ngrapah Village and the factors of a self self-reliant village program, supplementing income and adding activities, Family support, raising the potential and development of Ngrapah Village, Assisting group members and raising village potential and learning in groups. The inhibiting factors for Kader Desa Berdikari and the people who are members of the productive economic business group are procedural factors, and funding, while the self-reliance of the community and the general public is the attention of the village government is lacking, public awareness is lacking.

Abstract

Salah satu daerah yang mengalami banjir rob cukup parah adalah Kabupaten Pekalongan. Oleh sebab itu, Pemerintah Kabupaten Pekalongan berusaha menanggulangi potensi banjir rob tersebut dengan sejumlah kebijakan penanggulangan banjir rob. Rumusan masalah dalam penelitian ini adalah: (1) apa saja bentuk kebijakan penyelenggaraan penanggulangan banjir rob di Kabupaten Pekalongan? (2) bagaimana implementasi kebijakan penyelenggaraan penanggulangan banjir rob di Kabupaten Pekalongan? Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif. Jenis data yang digunakan adalah data primer dan data sekunder. Teknik pengumpulan data menggunakan metode wawancara, observasi, dan dokumentasi. Teknik analisis yang digunakan ialah teknik analisis kualitatif model interaktif yang meliputi penyajian data, reduksi data, dan kesimpulan data. Hasil penelitian menunjukkan: (1) bentuk kebijakan penanggulangan banjir rob di Kabupaten Pekalongan adalah Peraturan Daerah Nomor 8 Tahun 2017 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Pekalongan 2016-2021; kesepakatan Bersama Nomor 614.11/9/MoU/2017 tentang Pengendalian Banjir dan Rob di Kabupaten dan Kota Pekalongan; dan Roadmap Penanganan Rob Kabupaten Pekalongan; (2) Implementasi kebijakan penanggulangan rob berdasarkan tahap implementasi Hogwood dan Gunn: (a) tahap persiapan kebijakan dengan memasukkan persoalan rob sebagai agenda prioritas pembangunan di RPJMD Kabupaten Pekalongan; (b) tahap pelaksanaan kebijakanberupa daftar kebijakan yang tercantum dalam Roadmap Penanganan Rob; (c) tahap evaluasi kebijakan dilakukan oleh pihak masyarakat, pemerintah, dan kalangan akademisi. Saran yang diberikan adalah diperlukan kebijakan berbasis lingkungan secara menyeluruh, serta perencanaan penggunaan tata ruang di wilayah tanggul. One area that has experienced severe tidal floods is Pekalongan Regency. Therefore, the Government of Pekalongan Regency is trying to overcome the potential of the tidal flood with a number of tidal flood control policies. The formulation of the problems in this study are: (1) what are the forms of policies for managing the tidal flood prevention in Pekalongan Regency? (2) how is the implementation of the policy of tidal flood management in Pekalongan Regency? The research method used in this study is qualitative. The type of data used is primary data and secondary data. Data collection techniques using interviews, observation, and documentation. The analysis technique used is a interactive model of qualitative analysis technique that includes data presentation, data reduction, and data conclusions. The results of the study show: (1) the form of the tidal flood prevention policy in Pekalongan Regency is Regional Regulation No. 8 of 2017 concerning the Medium-Term Development Plan for Pekalongan Regency 2016-2021; Joint Agreement Number 614.11 / 9 / MoU / 2017 concerning Flood and Rob Control in Pekalongan Regency and City; and the Rob Pekalongan District Roadmap for Handling. (2) the implementation of the rob countermeasure policy is based on the implementation phase of Hogwood and Gunn: (a) the stage of policy preparation by including the rob issue as a priority development agenda in the Pekalongan Regency RPJMD; (b) the policy implementation stage in the form of a list of policies listed in the Rob Handling Roadmap; (c) the policy evaluation stage is carried out by the community, government, and academics. The advice given is that a comprehensive environmental-based policy is needed, as well as planning for spatial use in embankment areas.

Abstract

One of the rights of children are getting education so that they have enough opportunity to develop their selves and talents in accordance to their talents and interests. Normatively, the Republic of Indonesia ensure the welfare of children, including the right of children to get a decent education and teaching. But, the fact shows that the dropout rates in Indonesia, including that experienced by street children, are still high. A phenomena in the city of Semarang is the growing number of street children. Ironically, the existence of street children is often overlooked and ignored by most people. During this time, the government’s efforts in addressing the problem of street children do not look up to. RPSA Gratama is one of the shelter that concerned about the fate of street children in Semarang. One of the programs is educational assistance program. RPSAs Gratama faces many challenges. this program. This study tries to find out the implementation of educational assistance programs in RPSAs “Gratama” for street children in Semarang.

Abstract

Misconceptions about free speech often led to digital crimes. In Indonesia, cases of defamation and hate speech on social media continue to increase. Especially during this COVID-19 pandemic, where people are doing more online activities. Therefore, students should learn media literacy to not be part of the crimes. In this quasi-experimental research, media literacy material was integrated with Pancasila and citizenship education at the senior high school level in Semarang District. The control group used expository learning with a video conference application such as Zoom and uploaded their assignment to Google Drive. The experimental group used discussion-based learning and posted assignments on their Instagram accounts. In this study, ten multiple-choice questions presented digital contents that were proven to have violated the Electronic Information and Transaction Law. Students should identify the violations committed and choose the correct answer. Both groups showed similar pre-test (6.00 and 5.82) and post-test (6.47 and 6.00) scores. However, the experimental group showed attitudes change in the discussion. Many of them commented, "be careful in commenting" which is the best way to avoid online violation. This study recommends teachers conduct democratic learning through social media to provide students with real experiences and improve their social skills.

Abstract

The main purpose of establishing a state is to provide welfare for the community. However, this condition is difficult to achieve due to the problem of poverty, not least in DKI Jakarta Province. Responding to this condition, the DKI Jakarta Provincial Government then adopted a policy of fundamental poverty alleviation that tries to affirm the poor through the KJMU program. This study aims to describe the strategy and the factors that can influence the DKI Jakarta Provincial Government’s improving community welfare based on pro-poor policies in the KJMU program. This study uses a qualitative approach with data collection methods such as interviews, observations, and documentation. The analysis of study data is carried out using an interactive data analysis model with stages of data collection, data reduction, data presentation, and conclusion. The results show that the DKI Jakarta Provincial Government carried out a strategic management process with strategy formulation, strategy implementation, and strategy monitoring and evaluation. All these stages are supported by the application of principles of good governance and pro-poor budgeting. However, some factors influence the strategy in the form of the use of DTKS not being maximized; the accuracy of KJMU recipient data; the lack of human resources for program managers; information on the KJMU program that has not been well received by the community; and the discovery of violations of obligations to the KJMU program.
