Abstract

PT. Macmahon Mining Service Batang Toru maintains the quality of telecommunications services and fleet management through the activities of Fleet Management System by IT / FMS Department. Based on the results of interviews with FMS Senior Engineer, said that the FMS department governance had never been evaluated, FMS activities had not all been documented in a company document, lack of SOPs that discussed actions in dealing with problems, and inability of FMS departments to assist services and assessment quickly in the field. Capability analysis of IT governance in the internal control process using the COBIT 5 framework will produce an overview of the current level of IT governance capabilities and recommendations for future improvements. The first step is doing data collection through questionnaires to selected respondents based on the RACI Chart, then conducted observations, interviews, and documentation. Then conducting a self-assessment process that resulted in the capability level of IT governance in the internal control of IT / FMS department is at level 1 at 84%. Furthermore, doing a gap analysis, where the target level is 2 so as to produce a gap is 1. The last stage is to prepare recommendations for improvement that focus on planning and making standard internal control documents, comparing results of performance with other departments, documenting every main risk and nom-main risk, and increase the number of personnel.

Abstract

The Department of Communication and Information (DISKOMINFO) of Batu does not yet have a specific method for estimating the development of information systems or applications, the thing that is used as a reference is the standard operating procedure that contains the application development flow with 3 months of time being carried out with assistance only. This raises several problems such as the lack of time from 3 months to develop the application. This research was conducted to analyze the comparison of estimation using the Fuzzy Use Case Point method with actual conditions. There are 6 applications that become case studies in this study. Data collection was carried out by observation, interviews, and the use of assessment sheets with respondent Head of Application Development Unit of DISKOMINFO Batu. Estimation using the Fuzzy Use Case Point method produces a smaller estimate compared to the actual condition with the average value of percent error is 36.62% for the duration of work and 69.99% for the total cost. Scheduling for each application development is represented in the Work Breakdown Structure (WBS) and then arranged into a Gantt Chart, based on predetermined activities.The results of this study can be taken into consideration for DISKOMINFO of Batu to carry out an analysis of resource estimates that are useful for improving standard operating procedure or also when collaborating with vendor in terms of agreement on estimating resource for application development.

Abstract

The Regional Personnel Agency (BKD) of Malang is the overshadowed body in the data management of all Civil Servants (PNS) in Malang. The main problem currently being faced by BKD Malang is that the process of submitting letters from civil servants is still ineffective. The reason for this is because every file submitted by PNS to each work unit and to the BKD directly is still in the form of paper documents, for example a copy. This causes the BKD still has to do the process of scanning every file submitted by the PNS so that it slows down the documentation process and the process of submitting the legalization of the submission of letters to the leadership. So that causes the length of the process of approving each of the problems raised by civil servants. The current submission process can be completed with an average period of one to 2-6 months. From these problems SIMAS will be developed to facilitate the process of submitting letters by way of civil servants can directly upload digital documents to speed up the process of submitting the required documents. Submissions that exist in this system are Submission of Periodic Salary Increase, Employee Card, Husband / Wife Card, and Model C. From the process of needs analysis, 55 functional requirements and 1 non-functional need will be obtained. After the design and implementation process will be carried out testing will be carried out by testing whitebox and blackbox for functiounal requirements and testing competibility testing for testing non-functiounal requirements. Whitebox testing consists of unit testing to test three methods that produce valid valuus ​​on all existing test pathways and integration testing to test two integrated methods and produce valid values ​​on all existing test paths. Blackbox testing will be done by testing validation of 55 functional requirements and producing valid values ​​in all test cases so that the sistem can run well and as expected. Compatibility testing is done useng the Sortsite tool and produces that the sistem can run properly on various browsers and there are no results that have critical issues.
