Abstract

Kementerian Koordinator Pembangunan Manusia dan Kebudayaan Republik Indonesia merupakan Kementerian dalam pemerintah Indonesia yang membidangi koordinasi, sinkronisasi dan pengendalian urusan Kementerian dalam penyelenggaraan pemerintah di bidang pembangunan manusia dan kebudayaan. Dalam mengelola data dan menyebarkan informasi kepada masyarakat luas, kendala yang dihadapi divisi Sistem dan Teknologi Informasi Kemenko PMK RI ialah kurangnya jumlah personil dalam menggunakan dan menangani permasalahan terkait teknologi informasi. Untuk mengukur nilai pada sumber daya manusia, sumber daya teknologi informasi dan kegiatan dalam operasional dilakukan penilaian capability level dengan menggunakan domain EDM04 (Ensure Resource Optimisation) dan APO07 (Manage Human Resource) dari kerangka kerja COBIT 5. Penilaian capability level sendiri dilakukan secara berturut dari level 0 Incomplete Process sampai level 5 Optimizing Process dengan disertai bukti dokumen. Penilaian ini didukung juga dengan hasil wawancara dan observasi disaat penelitian. Hasil kegiatan penelitian didapatkan nilai capability level pada EDM04 (Ensure Resource Optimisation) terdapat pada level 3 dan pada APO07 (Manage Human Resource) terdapat pada level 3. Rekomendasi didapatkan dari hasil Gap Analysis dari level yang diinginkan sebesar dua tingkat yaitu berfokus pada perlindungan, penetapan sumber daya, menambah personil dan kebijakan kontrak staf.

Abstract

Dinas Kependudukan dan Pencatatan Sipil di Kota Malang merupakan dinas pemerintahan yang bertugas melakukan pendataan terkait kependudukan dan pencatatan sipil pada Kota Malang. Tujuan penelitian ini adalah untuk mengetahui tingkat kaabilitas pengelolaan strategi dan pengelolaan portfolio Teknologi Informasi dan Komunikasi (TIK). Proses pada kerangka kerja COBIT 5 yang digunakan sebagai kriteria evaluasi adalah Manage Strategy (APO02) dan Manage Portfolio (APO05). Hasil penelitian menunjukkan bahwa APO02 dan APO05 saat ini berada pada level 1 dan memiliki tingkat kapabilitas harapan sebesar 3. Rekomendasi yang diberikan pada APO02 adalah perlu medokumentasikan proses perencanaan dan pemantauan kinerja TIK organisasi. Pada APO05 perlu membuat dokumentasi portfolio TIK. Abstract

Dinas Pertanian Kabupaten Pulang Pisau merupakan instansi pembantu kegiatan pemerintah yang memiliki tanggung jawab terhadap kewenangan desentralisasi dan dekonsentrasi di bidang Pertanian dan Peternakan. Permasalahan didalam layanan publik pada Dinas Pertanian terutama di Bidang Peternakan adalah belum jelasnya proses yang terjadi didalam Bidang Peternakan karena masih berbentuk deskripsi sehingga rawan terjadi kesalahan pemahaman dari masyarakat tentang aturan dan ketentuan dalam pengurusan perizinan usaha di bidang peternakan. Berdasarkan permasalahan ini maka dibutuhkan sebuah dokumentasi proses yang menjelaskan dengan detil langkah-langkah didalam aktifitas perizinan di Bidang Peternakan. Selain itu dokumen proses ini juga harus disertai dengan keterangan tentang lingkup dari pelaksanaan proses bisnis yang terjadi di organisasi. Dokumen ini dapat menjadi acuan dalam pelaksanaan teknik kegiatan didalam Bidang Peternakan Dinas Pertanian Kabupaten Pulang Pisau. Dokumen proses disusun dengan terlebih dahulu mendefinisikan peran dan tanggung jawab dari tiap stakeholder, mendefinisikan tingkat abstraksi dari proses yang terjadi di organisasi berdasarkan model organisasi, informasi dan data, serta fungsi bisnis. Berdasarkan dua tahapan ini kemudian disusun model proses yang merepresentasikan pola pelayanan perizinan di Bidang Peternakan Dinas Pertanian Kabupaten Pulang Pisau. Abstract

Teknologi Informasi pada masa saat ini sudah menjadi bagian penting dalam Industri, termasuk dalam sektor publik. Dengan berkembangnya teknologi informasi saat ini, masyarakat ingin mendapatkan pelayanan publik yang lebih cepat dan lebih mudah. Oleh karena itu Dinas Komunikasi dan Informatika Kabupaten Mojokerto menggunakan sebuah sistem pelaporan LAPOR SP4N dari Kementerian Komunikasi dan Informatika Republik Indonesia, yaitu sebuah wadah untuk menampung aspirasi baik dalam bentuk aduan/keluhan, saran, pertanyaan dari masyarakat dalam satu tempat. Akan tetapi terdapat beberapa masalah pada proses penerapan sistem LAPOR SP4N ini seperti miskomunikasi antar OPD terkait hingga tidak ada proses pertanggung jawaban yang jelas untuk setiap pelayanan aduan yang masuk dari masyarakat. Oleh karena itu model proses bisnis yang jelas perlu dikembangkan agar menjadi pedoman untuk mengatur alur kerja dan tanggung jawab setiap pemangku kepentingan yang terlibat. Proses pendefinisian peran tiap pemangku kepentingan dapat menggunakan RACI-Chart yang dapat membantu mengetahui pembagian tugas serta tanggung jawab yang jelas pada layanan publik. Serta untuk pemodelan proses bisnisnya menggunakan BPMN sehingga dapat memetakan secara visual, memodelkan, dan mendokumentasikan proses bisnis secara baik. Abstract

Competition between companies especially in e-commerce is increasingly fierce nowadays. ABC.com is a website that provides marketplace service, by providing better website it can improve service for their customer. This study aim to identify and prioritize factors that affect marketplace quality at ABC.com. The research approach used is quantitative approach with descriptive analysis. Sample selected from the population of user who have ABC.com account that amount to total 1.700..000 registered user  Sampling method used is convenience sampling that provide 109 respondent. Data collection is done through a questionnaire and provide factors that affect marketplace namely usability, information quality, service interaction quality, and user satisfaction. These factors is in the high category especially in indicator transaction and information security that placed in the A quadrant. While other indicators like performance, timeliness, purchase satisfaction and experience satisfaction placed in low priority (C quadrant). Recommendation for this study are ABC.com should increase their transaction process, information security and performance to obtain customer satisfaction in purchase activities that drive experience satisfaction.

Abstract

The training program aims to improve students’ ability to operate the Git/GitHub application in collaborative computer programming learning. The partners who are the subject of training activities are three Vocational High Schools of the Computer and Informatics Engineering Expertise Program (SMK TKI) in Malang City and Batu City, East Java Province, Indonesia. The training program was developed with the ASSURE model. The learning strategy used by the training team is peer-to-peer learning. Each vocational school determines 40 students as participants in the training program. Training activity success data were collected using knowledge tests, performance tests, self-evaluation sheets, and questionnaires. The analysis design uses One-Group Pretest-Posttest. The data were analyzed with the One Sample T-test technique. The Posttest value (M=74.88; SD=6.68) is higher than the pretest (M=46.62; SD=9.28). One Sample T-test analysis on the Pretest and Posttest scores yielded t(119)=26.28; p 0.01; d=3.50. The Pretest score significantly differs from the Posttest score, where the effect size score is 3.50, and the p-value is smaller than 0.05 (α).

Abstract

Website is an important part of information technology. We can not deny that the role of thewebsite is essential in almost all aspect of life, especially for an organization or company, including thegovernment. Education Department of Malang is one of many goverment agency that implement awebsite. But since 2008 Education Department of Malang website evaluation has not been done so theydon't have any idea which is the website have a good quality or not and the website get a lot complainabout unattractive design and uneffective feature. This study analyzes and measures the service qualityof Education Department of Malang website from enduser point. User data obtained by distributingquestionnaires based on three dimensions at WebQual 4.0 the dimensions of usability, information andservice interaction. Then the results of the questionnaire were analyzed by Importance PerformanceAnalysis (IPA). The analysis showed that Malang Department of Education website does not complywith the expectations of users with the results of analysis of suitability of 94.43% or <100% and theaverage yield gap analysis of-0.1675 or <0. Priority improvement on this website are the attributes ofnumber 9, 13 and 16, which is an attribute in Quadrant A.

Abstract

The process of motorcycle maintenance is the main business process at UD Honda II Kepanjen Ahass 06641. In the process of motorcycle maintenance there are several activities performed, starting from customers come to perform maintenance, motorcycle maintenance work, until the motorcycle maintenance is done . In doing motorcycle maintenance activities occur some activities that are not in accordance with the target company, so it can hamper the existing activities in the company. Therefore, it is necessary to evaluate using Quality Evaluation Framework (QEF) method to know the gap that occurs between the target company with the results of calculations performed in QEF method. The first step is to identify the main business processes in the workshop, then model the business processes using Business Process Model and Notation (BPMN). Next determine the quality factor and target company, then performed calculations in accordance with the equations that is in the QEF method. Then identify the quality factor that is not in accordance with the target company. After finding the gap in the evaluation process, the next step is to do Root Cause Analysis, the purpose is to find the cause and root of the problem of the gap. The result of this research are the causes and effects that occur in the activity or process that has been evaluated.

Abstract

CV. Mulyo Tani Makmur is a manufacturing company engaged in the production of fertilizers. As a company engaged in manufacturing, then the main thing process is the production process. The production process has a major effect on the resulting production. All processes must be done correctly. However, in reality, not all processes are performed in accordance with Standard Operating Procedures (SOP). So that various things or situations can hamper the way the company to achieve targets and at risk of losses to be generated for the company. Based on the indications of emerging problems, this study evaluates the ongoing business process by adapting the Quality Evaluation Framework (QEF) method. The QEF method assists in knowing the non-conformity between the target and the calculated result. The first thing to do is to determine the non-functional requirements and core processes that are modeled using Business Process Model and Notation (BPMN) version 2.0. Then perform the calculations according to the equations in QEF based on predetermined quality factors. The result of the calculation shows whether the quality factors are appropriate or not. The inconsistencies are analyzed using the Root Cause Analysis (RCA) method to find the root cause of the problem. The results of the RCA is expected to assist the company in minimizing the problems in the running business process.
