Abstract

The rise of radicalism means that the situation and cases and issues trigger horizontal and vertical conflicts so that they become a threat to the country's defense. This study focuses on the threat of radicalism in East Java Province, one of the provinces with a relatively high level of radicalism. The implementation of the deradicalization program carried out by the TNI and Polri and other elements is currently only limited to the recipient level, and is impossible to implement at the frontline unit level, such as at the Koramil, Babinsa or Babinkamtibmas Police Station levels. The purpose of this study is to analyze the synergy between the TNI and related stakeholders in deradicalization in the East Java province. The research was conducted using qualitative methods and data collection was carried out through interviews and document studies. The results of the study show that the synergy between the TNI and deradicalization actors in East Java Province is generally successful but not optimal. The conclusion of the study is that the communication perspective in disseminating information and planning anti-radicalism actions has not been optimal; Coordination of anti-radicalization and deradicalization programs was not carried out optimally. and BNPT synergy that has not yet applied to other agencies such as the TNI, Polri, religious leaders and others. The study aims to create a roadmap for understanding and harmony in combating radicalism among relevant stakeholders and provide budgetary support and add personnel to combat the threat of radicalism.

Abstract

Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam Musyawarah Perencanaan Pembangunan (musrenbang) di Desa Dalisodo Kecamatan Wagir, serta faktor-faktor yang mempengaruhi partisipasi masyarakat dalam musrenbang tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan fokus pada bentuk partisipasi dalam musrenbang dan faktor pendukung dan penghambat partisipasi. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi, dan teknik analisis data menggunakan Miles dan Huberman dan Saldana. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam musrenbang di Desa Dalisodo Kecamatan Wagir sudah berlangsung dengan baik, namun masih ada beberapa hambatan yang menghalangi partisipasi masyarakat secara aktif pada tahap persiapan, pelaksanaan dan pemanfaatan, serta berkaitan dengan kehadiran dan pemahaman yang masih kurang. Faktor pendukung terdapat pada kesadaran diri masyarakat sendiri, sedangkan kendala yang dihadapi dalam partisipasi aktif masyarakat adalah kualitas pendidikan yang masih rendah, sumber daya manusia yang kurang, kesibukan kerja dan rendahnya tingkat komunikasi. Kesimpulan dari penelitian ini adalah partisipasi masyarakat dalam musrenbang belum berjalan dengan baik dan masih kurang aktif, serta diperlukan upaya untuk memotivasi atau mendorong masyarakat untuk berpartisipasi aktif dalam setiap rapat musyawarah perencanaan pembangunan di desa.

Abstract

This research aims to evaluate the implementation of the TNI's Social Communication policy in addressing radicalism in the Kodam III/Siliwangi area, focusing on the effectiveness of the programme, available resources, as well as obstacles and solutions encountered in its implementation. The research was conducted using a case study approach. Data collection techniques were carried out through interviews with informants, namely the Assistant Kasdam III/Siliwangi Cq. Operations Assistant and Territorial Assistant, Bakesbangpol Linmas of West Java Province, Regional Office of the Ministry of Religion and Ministry of Law and Human Rights of West Java Province. This research reveals that the implementation of TNI social communication faces challenges in overcoming radicalism, including a lack of understanding of the mechanisms of radicalism and a lack of participation in deradicalisation initiatives initiated by BNPT. Other factors affecting policy implementation are resource considerations such as personnel, equipment, and financial resources. Improving the capability of local command structures and coordination with relevant partners is required to successfully tackle radicalism. Comprehensive awareness of local culture and the creation of Standard Operating Procedures (SOPs) involving all relevant parties in the regions are also important to improve the effective identification and prevention of radicalism.
