Abstract

Bonus demografi adalah keadaan di mana jumlah penduduk usia produktif di suatu negara lebih besar daripada jumlah penduduk usia non-produktif. DKI Jakarta memiliki bonus demografi yang diharapkan dapat meningkatkan pertumbuhan ekonomi dan menambah lapangan kerja. Namun, tingkat pengangguran di DKI Jakarta masih relatif tinggi, menunjukkan bahwa bonus demografi belum memberikan dampak yang signifikan terhadap peningkatan lapangan kerja. Tujuan dari penelitian ini adalah untuk meninjau literatur tentang pengaruh bonus demografi perkotaan terhadap pencari kerja di DKI Jakarta. Metode yang digunakan adalah literatur review dengan metode content analysis dan systematic review, di mana penulis mencari dan mengevaluasi berbagai penelitian dan artikel terkait dengan topik ini. Hasil penelitian menunjukkan bahwa bonus demografi sendiri tidak cukup untuk meningkatkan lapangan kerja. Beberapa faktor yang juga mempengaruhi termasuk pendidikan, keterampilan, dan investasi dalam infrastruktur. Penelitian juga menunjukkan bahwa ada kesenjangan antara kebutuhan tenaga kerja dengan keterampilan yang dimiliki oleh pencari kerja di DKI Jakarta, sehingga perlu adanya program pelatihan untuk meningkatkan keterampilan. Kesimpulannya, bonus demografi dapat memberikan potensi untuk meningkatkan lapangan kerja dan pertumbuhan ekonomi, namun perlu ada upaya untuk meningkatkan keterampilan dan investasi dalam infrastruktur agar bonus demografi dapat dimanfaatkan dengan baik. Penelitian ini dapat memberikan kontribusi pada perencanaan dan pengembangan kebijakan terkait dengan bonus demografi dan penciptaan lapangan kerja di DKI Jakarta.Kata kunci: bonus demografi, usia produktif, pencari kerja, lapangan kerja.

Abstract

Pembangunan Ibu Kota Negara (IKN) direncanakan sebagai kawasan representatif bagi penyelenggaraan pemerintahan dan bentuk transformasi budaya kerja yang extraordinary. Kawasan IKN menjadi model pembangunan kota-kota masa depan Indonesia menuju Indonesia yang adil dan makmur pada tahun 2045. Namun, perencanaannya harus berdasarkan kondisi sosial dan budaya masyarakat Indonesia yang sebenarnya. Penelitian ini bertujuan untuk mengkaji perencanaan pembangunan IKN yang tidak hanya mengikuti kebijakan yang sedang tren tetapi dikaji secara mendalam dari segi kebutuhan pembangunan perkotaan yang inklusif bagi masyarakat. Metode penelitian yang digunakan adalah kualitatif dan berdasarkan studi pustaka. Hasilnya menunjukkan bahwa ruang-ruang interaksi sosial, bangunan publik, dan fasilitas yang disediakan menciptakan kohesi sosial sebagai representasi kemajuan bangsa. Kriteria pembangunan IKN didasarkan pada teori bentuk kota yang baik sebagai ukuran kinerja kota berdasarkan 7 dimensi kota yang baik. Dimensi-dimensi kota menjadi kriteria pembangunan perkotaan, yang menjadi acuan dalam merumuskan perencanaan IKN agar sesuai dengan tujuan dan harapan bersama kita untuk menyajikan kota yang inklusif bagi masyarakat.

Abstract

This study aims to analyse a number of multifactorial factors that affect the Human Development Index (HDI) in Depok City, with a focus on Beji and Tapos Sub-districts. This research uses multiple linear regression analysis methods and relies on secondary data from the Depok City Statistics Bureau (BPS). The results explain that there are factors that have a significant interrelated influence on HDI in the two sub-districts, namely education, health, and per capita expenditure. In addition to these factors, there are also other factors that have a more limited impact on HDI, such as the unemployment rate and the level of urbanisation. This research is intended to provide valuable input for policy makers in an effort to improve HDI in Depok City, especially in Beji and Tapos Sub-districts.

Abstract

Economic growth in Central Java Province is influenced by various regional economic factors, such as the Regency/City Minimum Wage (UMK), labour force, Regional Original Revenue (PAD), and investment, which play an important role in increasing Gross Regional Domestic Product (GRDP). However, economic disparities between regions in the province require in-depth analysis to understand how these factors interact with each other and affect GRDP, as well as to formulate more equitable and sustainable development policies. This study aims to analyze the influence of the variables of Regency/City Minimum Wage (UMK), Total Labor Force (Work), Regional Original Income (PAD), Investment (Foreign Investment and Domestic Capital Investment) on Gross Regional Domestic Product (GRDP) per capita in Central Java Province in 2022 and spatial analysis of these factors in 35 Regency / City in Central Java Province. The analysis is quantitative descriptive using regression analysis techniques and spatial analysis with statistical tests on the GeoDa program. The results show that all four variables, namely MSEs, labour force, PAD, and investment, have a significant influence on GRDP with probability values less than 0.05, indicating that these factors directly contribute to economic growth in Central Java. The pattern of economic concentration found mainly around urban areas, such as Semarang City, suggests an economic spillover effect that drives growth in the surrounding areas. These findings reinforce the important role of investment, PAD management, as well as job creation and MSE adjustment in supporting more equitable and sustainable economic development across the province. This study provides strategic insights for more equitable and sustainable economic development planning in Central Java Province.

Abstract

Police discretion is central to community policing, influencing how law enforcement officers interpret and apply the law in everyday interactions. In Harare Metropolitan Province, police discretion is particularly visible in informal market areas and at urban roadblocks, where enforcement practices often appear inconsistent. Although statutory frameworks guide police authority, a gap remains between legal expectations and the practical application of discretion, contributing to community mistrust and weakened police legitimacy. This research examines: (1) the nature of discretionary policing in Harare, (2) the institutional and socio-political factors influencing discretionary decision-making, and (3) the effects of discretionary practices on police–community relations. Understanding these dynamics is important for strengthening democratic policing and promoting public trust. A qualitative research design was adopted, utilizing secondary data from academic literature, legal documents, policy reports, and recent empirical studies relevant to policing in Zimbabwe. Findings show that police discretion is shaped by resource limitations, weak oversight mechanisms, and socio-political influences. In areas such as Mbare Musika, Machipisa, and major commuter routes within Harare Metropolitan Province, police discretionary decisions frequently lack consistency and transparency, leading to perceptions of selective law enforcement and diminished community cooperation. Discretionary policing practices have significant implications for public trust and the effectiveness of community policing. Strengthening accountability systems, improving law enforcement officers' training, and enhancing collaborative police–community engagement are recommended to restore legitimacy and support safer community environments.

Abstract

Mass fights disrupt urban security, and the government cannot handle them alone. This study aims to analyze the Jakarta Guard Task Force as a collaborative governance model based on the Decree of the Governor of the Special Region of Jakarta Number 997 of 2025 in an effort to prevent mass fights in the Special Region of Jakarta. The research uses a qualitative approach with the Systematic Literature Review (SLR) method through the study of academic literature, policy documents, and relevant regulations. The analysis was conducted using Ansell and Gash's Collaborative Governance theory which includes starting conditions, facilitative leadership, institutional design, collaborative process, and intermediate outcomes. The results of the study show that the Jakarta Guard Task Force represents a collaborative governance model that integrates local governments, security forces, intelligence elements, regional apparatus organizations, and the community in one urban security management system. Collaboration is realized through cross-sector coordination, information exchange, early detection of social conflicts, joint patrols, and community involvement in efforts to prevent mass fights. In conclusion, the implementation of collaborative governance in the Jakarta Guard Task Force has the potential to increase the effectiveness of preventing social conflicts through strengthening inter-agency coordination, increasing community participation, and developing a more preventive and participatory security system. The implications suggest that collaborative governance is relevant for complex urban security and can serve as a reference for other regions.

Abstract

This study aims to analyze the impact of the Rumah Tidak Layak Huni (Rutilahu) program on the quality of life of the community through the improvement of healthy housing in Bekasi Regency. Using the World Health Organization Quality of Life–BREF (WHOQOL-BREF) approach, information was obtained on the effectiveness of housing renovations for uninhabitable houses from health, psychological, and social perspectives. This study conducted a comparative analysis between beneficiaries of the Rutilahu program and non-beneficiaries to evaluate the program’s actual impact on the community’s quality of life through improvements in healthy housing standards in Bekasi Regency. This study uses a qualitative method with a descriptive approach. Data were collected through observation, documentation, and in-depth interviews with six informants consisting of beneficiaries and non-beneficiaries of the Rutilahu program. The results of the study show that the renovation of uninhabitable houses has not made an optimal contribution to the development process and has not been effective in reducing the number of low-income residents or affecting the rate of population growth in Bekasi Regency. Analysis using the WHOQOL-BREF approach indicates that Rutilahu not only improves housing quality in terms of sanitation, ventilation, and structural safety but also has a positive impact on the quality of life of its beneficiaries.

Abstract

Food waste is the largest contributor to municipal solid waste in Jakarta. Data from Indonesia's National Waste Management Information System (SIPSN) in 2023 indicate that food waste accounted for 49.87% of the city's total waste generation, equivalent to approximately 1,566,740 tons annually. Food waste management by the Jakarta Provincial Government has largely relied on a technocratic, end-of-pipe approach, while upstream prevention strategies, such as food rescue and food redistribution, have yet to be explicitly incorporated into local policies. This study aims to examine the limitations of Jakarta's current food waste management policies and to explore the role of community-based innovation through the food rescue and redistribution practices implemented by FoodCycle Indonesia as an alternative strategy for reducing urban food waste. A qualitative case study approach was employed, with data collected through in-depth interviews, field observations, document analysis, and a review of relevant policies issued by the Jakarta Provincial Government. The findings reveal that FoodCycle has developed a food rescue and redistribution model that remains outside the formal municipal waste management system. Its activities include rescuing edible surplus food, redistributing it to vulnerable communities, and fostering cross-sector collaboration among businesses, social organizations, and volunteers. Throughout 2024, FoodCycle rescued approximately 160 tons of edible surplus food, distributed it to 63,431 beneficiaries, and prevented an estimated 596,112 kg of CO2 emissions. These findings demonstrate that community-based food banking innovation not only contributes to reducing food waste but also has the potential to serve as a complementary governance model within Jakarta's urban food waste management system.
