Abstract

Serangan terorisme di Indonesia berevolusi dari penggunaan bahan peledak konvensional seperti ANFO (ammonium nitrate fuel oil) bergeser ke penggunaan bahan kimia, biologi, radioaktif dan nuklir (KBRN) yang dalam skala besar dapat diubah menjadi senjata pemusnah massal (weapon mass destruction). Data menunjukkan selama periode 2011-2019 tercatat 6 (enam) percobaan serangan teror menggunakan bahan KBRN yaitu arsenik dan racun ricin di Polsek Kemayoran (2011); Bom Nitroglyserin di Solo (2012); Bom Gas Chlorin di ITC Depok (2015); penggunaan Thorium Oksida di Bandung (2017); Bom Nitroglyserin, Bogor (2019) dan penemuan racun abrin di Cirebon (2019). Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan studi kasus penggunaan WMD dalam serangan terorisme di Indonesia periode 2011-2019. Konsep teori kontra terorisme, pencegahan kejahatan dan kebijakan publik digunakan untuk menjelaskan strategi pencegahan serangan teroris menggunakan WMD di Indonesia. Makalah ini mengkaji peran Kementerian/Lembaga seperti POLRI, BNPT, BAPETEN, BNPB, TNI, Kemenperin dalam memitigasi dan menanggulangi serangan terorisme yang menggunakan WMD. Dari hasil wawancara dan studi pustaka, diketahui hanya institusi POLRI, BNPT dan BAPETEN yang telah memiliki protokol penanganan serangan terorisme menggunakan WMD namun masih bersifat sektoral. Kesimpulan dari penelitian ini adalah perlunya pengintegrasian protokol penanganan serangan terorisme menggunakan WMD yang ada saat ini serta dilegalkan dalam bentuk produk hukum Lembaga Kepresidenan yang lebih tinggi dan mengikat semua Kementerian/Lembaga terkait.

Abstract

The presence of armed terrorist groups in Poso can threaten security conditions in the country because their activities are considered quite dangerous for the surrounding community. This terrorist group did not hesitate to kill civilians who tried to deny its existence. Therefore, various joint military operations have been launched to crush this armed terrorist group, such as Camar Maleo and Tinombala. However, until now this terrorist group is difficult to destroy, due to the condition of the operating area in the form of dense tropical rainforest and steep slopes. This makes it difficult for troops to carry out chases and hunting. Through smartphone technology, troops can read operating field conditions much more easily and can predict far-field conditions in front of them more quickly. The concept used is the incorporation of raster data, vectors, and DEM which are processed using GIS (Geographic Information System) software with smartphone devices based on Android. The result is a smartphone device that has been inserted geospatial-based data used by troops in the operating field in the hunt for terrorists.

Abstract

This article tries to analyze the threats and risks of Transnational Organized Crime (TNOC) that occurred during the pandemic, especially in the smuggling of narcotics, psychotropics, and precursors (NPP). The closure of borders between countries due to the prevention of the spread of the Covid-19 virus, directly reduces the findings/actions of violations at the Indonesian border. Using a qualitative approach by analyzing data from the literature and documents related to TNOC. This article aims to analyze the data, so that the reduction in the number of prosecutions at the border does not cause bias in interpretation in concluding the threat of TNOC (narcotics). Did TNOC really decrease during the pandemic, or did it just change shape/mode. The results showed that there was no impact of the Covid-19 pandemic on TNOC activities in the circulation of NPP. The data found indicate that there is an equally large threat and risk from TNOC in Indonesia. The impact of the Covid-19 pandemic on TNOC's activities is only in changing the modus operandi of smuggling NPP into Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis pemenuhan hak reparasi bagi korban Peristiwa Talangsari 1989 untuk memperkuat ketahanan nasional  dan  sinkronisasi kebijakan  pemerintah  pusat  dan  daerah  dalam pemenuhan hak reparasi bagi korban Peristiwa Talangsari 1989. Penelitian ini menggunakan metode kualitatif dengan metode wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa pemenuhan hak reparasi yang dapat memperkuat ketahanan nasional di antaranya adalah reparasi materiil berupa pemberian ganti rugi, pemberdayaan ekonomi, bantuan pendidikan seperti beasiswa, pembangunan infrastruktur, serta pemberian layanan kesehatan berupa penyembuhan trauma. Selain itu, reparasi simbolik berupa program memorialisasi juga diperlukan untuk membangun kolektif memori agar peristiwa serupa tidak terulang kembali. Selain itu, penelitian ini juga menunjukkan bahwa hingga saat ini, beberapa kebijakan yang diambil oleh Pemerintah Pusat dan Pemerintah Daerah telah memberikan dampak positif bagi korban Peristiwa Talangsari 1989. Meskipun demikian, terdapat beberapa kelemahan dalam proses pemulihan yang telah dilakukan. Perlu adanya suatu alternatif kebijakan untuk memaksimalkan pemenuhan hak reparasi bagi korban Peristiwa Talangsari 1989 dan dugaan peristiwa-peristiwa pelanggaran HAM berat lainnya di Indonesia.

Abstract

Customs-Excise duties and functions are very vital in maintaining the country's economic resilience. At the same time, customs and excise also cannot be separated from the many threats and risks that can harm the customs and excise agency as an organization (Direktorat Jendral Bea dan Cukai/ DJBC) and as a country. Using mixed methods, this study conducted a survey of 400 member/employee respondents to maping threats and risks in the era of globalization and digitalization. While interviews from 4 sources in the field of customs and excise as qualitative data. The results of this study indicate that the highest threats include smuggling (physical and administrative), resistance to DJBC officers, trade-based money laundering and trans-national organized crime. The existing threats are very risky to the DJBC function related to revenue collection, trade facilitation, industrial assistance and community protection.

Abstract

Based on the latest data from the Covid-19 Task Force Team on March 30, 2020, there have been 1,414 cumulative positive cases, with 122 people dying, and 75 people being declared cured. Through the mapping of global coronavirus updates by John Hopkins University, the death rate for Covid-19 patients in Indonesia is highest in Southeast Asia and far surpasses neighboring countries. The increasingly widespread distribution causes high pressure from the public to immediately take extreme steps to prevent the spread from spreading further. Through the Twitter social media platform, there was a cyberwar between netizens to form arguments and discourses that could influence public opinion. Freedom of expression in the use of social media is used as a gap for buzzers to agitate and propaganda to win a cyberwar.

Abstract

One of the threats from international trade is trade circumvention (TC) schemes with the aim of avoiding antidumping rules or restrictions on the number of incoming goods (quotas). This paper tries to explore the phenomenon of TC in Indonesia through a qualitative approach. Using the literature study method by studying the literature and related documents, this paper analyzes the threats and risks of TC to Indonesia from the perspective of law enforcement intelligence. The results of this study indicate that Indonesia's main threat is being dragged into a situation as a third country or destination country in the TC cycle. The risks faced are not only detrimental from an economic perspective related to trade and state revenues, but also Indonesia's bilateral relations with other countries. Meanwhile, in terms of law enforcement intelligence, prevention of TC in Indonesia requires appropriate laws or regulations to make it easier for relevant agencies or institutions to take action against TC practices. Data integration between related agencies or institutions is also very decisive in preventing TC practices in the future.

Abstract

In West Java, which is one of the food barns In Indonesia, crime in the food sector is a separate problem that hinders the realization of food security. The West Java Police, especially the Intelkam Directorate, has an obligation to carry out early detection of potential food crimes. This study uses a qualitative approach. The results of the study are: (1) In West Java, throughout 2020 there were 7 cases recorded with 12 suspects. Meanwhile, throughout 2021 from January to September there was 1 case with 2 suspects. The drastic reduction in food crime in West Java is due to the West Java Police through the Intelkam Directorate carrying out early detection activities and preventive measures to suppress food crime, namely as many as 23 activities consisting of counseling, monitoring prices through market operations, coordinating with stakeholders, and various other activities. (2) The potential for food crime in West Java is analyzed through Strategic Intelligence Applications Down McDowell.

Abstract

The Malacca Strait is a waters prone to the smuggling of various goods. The smuggling crosses the borders of Indonesia and Malaysia. Since 1994, the two countries have cooperated in the form of a coordinated patrol (PATKOR KASTIMA) to deal with smuggling in the Malacca Strait. Customs intelligence support is needed by both countries for the optimization of coordinated patrols. This study uses qualitative methods, data collection is carried out by literature studies and interviews with competent resource persons at the Directorate General of Customs and Excise (DGCE) and the Royal Malaysian Customs Department (RMCD). The results show that customs intelligence carried out by Indonesia and Malaysia during coordinated patrols is a tactical intelligence activity that produces strategic intelligence and supports strategic decisions of the two countries at the national, regional and global levels.

Abstract

This study discusses the efforts of the POLRI Intellegence Division in carrying out the role of supervision and control related to the misuse of the function of commercial explosives for the remaining commercial explosives through strategic intelligence analysis. This study uses a qualitative method that begins with a descriptive approach to analyze the existing conflict. The theories and concepts used are strategic intelligence analysis and security intelligence theory. This study analyzes the monitoring efforts to prevent the misuse of commercial explosives functions and the problems of the presence of commercial explosive residues. The results of research related to regulations show that there is a debate about the effectiveness of policies, regulations, and the proposed establishment of a Law on Commercial Explosives. In addition, the governance structure shows that there are problems regarding the weakness of the supervisory mechanism, low capacity of employees, and weak coordination, as well as the formulation of the Supervisory Agency as a substitute for the Explosives Supervisory Team.Strategic Intelligence Analysis in Monitoring Efforts on Potential Misuse of Commercial Explosives
