Abstract

Regional governance on natural resources located in border region concerns on whether stakeholders’ decisions to interact one with another are influenced by their predetermined and assigned social and functional roles. This relationship between roles and interactions reveals whether stakeholders’ embedded capacity and formal authority (proxied by role of each stakeholder) would result in effective management and governance of border region. The paper aims to illuminate specific roles of stakeholders that influence and/or impede their interactions with other stakeholders. Drawing from the case of Mount Ijen bordering between Banyuwangi and Bondowoso in East Java, we analyze whether stakeholders’ roles and interactions are shaped by the specific characteristics of the area within the Mount Ijen region that lead to the emergence of particular governance mode. The research uses a qualitative approach with a case study method. The analysis techniques used are pattern matching and stakeholder. Two significant roles are identified: policy creators and facilitators, of which these two were influenced by physical aspects, institutional arrangements and legal binding concerns.

Abstract

Ijen Crater Nature Park (TWAKI) is one of East Java Province's tourism destinations designated as a national tourism strategic area (KSPN). The natural beauty and the phenomenon of blue fire from the Ijen crater are an attraction for local and foreign tourists to visit the area. Also, an area that is prone to volcanic eruptions and fires. Administratively, Ijen is located in two districts, namely Banyuwangi and Bondowoso. The management of the area is carried out by the East Java Natural Resources Conservation Center (BBKSDA). Ijen borders the forest area managed by KPH Bondowoso and KPH Banyuwangi Barat. This potential area is also an attraction for stakeholders to be involved in developing Ijen Crater's natural tourism by their respective authorities. This study identifies the stakeholders' role in developing the TWAKI. The method used is an exploratory case study with pattern-matching analysis techniques. The study's results, namely the stakeholders' role in managing Ijen crater natural tourism, are divided into four categories: policy creators, implementers, facilitators, and conservators.

Abstract

The Mandalika Special Economic Zone (SEZ) in Pujut District is a tourism SEZ with rapid development, projected to absorb 194,293 workers by 2037. However, there are still 7,749 households (37.56%) categorized as pre-prosperous in the surrounding rural areas. This study analyzes rural development strategies using cluster analysis (K-means) with 5 variables: number of pre-prosperous communities, tourism facilities, trade and service facilities, capital access facilities, and SME presence. The research grouped villages into 5 clusters with different focuses: SME and trade development, capital access and trade, tourism and local employment, entrepreneurship training, and optimization of capital access for trade. This clustering aims to streamline poverty alleviation programs around the Mandalika SEZ as a regulatory improvement that pays more attention to the social and economic aspects of the surrounding communities.

Abstract

The Ijen Crater Nature Tourism Park (Ijen Crater TWA) is one of the tourist destinations with the enchanting blue fire that is quite famous in East Java and even internationally. Ijen Crater has a crater lake with a very low pH, making it one of the largest acidic lakes in the world. It also has significant mineral resource potential in the form of sulfur. Not only that, but Ijen Crater is also part of the Ijen UNESCO Global Geopark. The Ijen Crater TWA is administratively located in Bondowoso and Banyuwangi Regencies, but its management is carried out by the Natural Resources Conservation Agency (BKSDA). The distribution of economic benefits tends to be unbalanced because direct fees in the form of entrance ticket sales go to the central government as Non-Tax State Revenue (PNBP). The management plan for Ijen Crater TWA is included in several development and spatial planning plans, such as the Spatial Planning (RTRW) of Bondowoso Regency, the Spatial Planning of Banyuwangi Regency, and the Long-Term Management Plan for Ijen Crater TWA. Based on these conditions, research was conducted on the typology of stakeholder interactions and the factors influencing their management using a qualitative abductive approach and pattern-matching analysis technique. The research aims to identify the interactions occurring in the Ijen Crater TWA area with the various roles held by stakeholders and to identify the factors influencing them. The research results show that the interactions in managing Ijen Crater TWA include coalitions, coordination, cooperation, networking, and coexistence. The findings from the research can be used as a consideration in developing governance strategies in infrastructure planning to spatial planning in conservation areas involving multiple stakeholders.
