Abstract

This article aims to explores the relationship between the Government of Kalurahan Bleberan and BUM Desa Sejahtera using a governance perspective and a hybrid institution perspective. BUM Desa Sejahtera is one of the successful BUM Desa in Kabupaten Gunungkidul in managing resources so it is interesting to researched using a governance perspective and hybrid institutions. The method used in this research is qualitative with a case study approach. The results of the study show that the relationship between the Government of Kalurahan Bleberan and BUM Desa Sejahtera has been well-systemized and patterned as an embodiment of a governance perspective. The governance model of the relationship that occurs between the two parties is in accordance with the decentralized model which is low political authority but has a high level of democracy. Based on the perspective of hybrid institutions, resource management in Kalurahan Bleberan has also involved stakeholders through continuous engagement between the Government of Kalurahan Bleberan, BUM Desa management, the Rancang Kencono foundation, as well as citizena and those are regulated in formal regulations that bind all parties.

Abstract

As one of the villages that fall into the category of extreme poor, Melikan Village in Klaten Regency must start using data in planning development. This study aims to explore how the Melikan Village Government utilizes the SDG's Village data in preparing development plans. The method used in this research is qualitative with an interpretative approach. The informants selected were the Village Head, Village Secretary, Heads of Affairs and Section Heads, BPD Chairs and Members, youth leaders and community leaders. The results showed that the Melikan Village Government did not know from where the data sources used by the supra-village government in determining the village poverty level came from. Even the village head questioned the source of the data used to determine Melikan as a village with an extreme category. The real conditions in Melikan Village do not show any indicators of extreme poverty. In development planning, Melikan Village has not been based on data because it prioritizes the village deliberation process. Melikan Village conducts the SDG's Village data collection process which can be used as a basis for future development planning by prioritizing the first goal of SDG's Desa, namely a village without poverty.

Abstract

Penelitian ini bertujuan untuk melihat dan mengetahui sejauh mana kapasitas pemerintah Desa dalam memerintah. Kapasitas memerintah merupakan hal yang sangat krusial dalam konteks pemerintah desa saat ini, seiring dengan perubahan pengaturan tentang desa melalui regulasi Undang-Undang No. 6 Tahun 2014 tentang Desa. Undang-Undang ini memberi kesempatan emas bagi desa-desa di Indonesia untuk menjadi lebih maju dan sejahtera, menata pemerintahan desa dengan segala potensi lokal bersama dengan masyarakat. Penelitian ini berfokus pada kapasitas pemerintah Desa Melikan, Kecamatan Wedi, Kabupaten Klaten. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Data primer yang diperoleh secara langsung dari informan melalui teknik wawancara. Data sekunder yang diperoleh dari studi kepustakaan yang berupa buku, peraturan perundang-undangan, dokumen-dokumen resmi, dan laporan ilmiah yang berhubungan dengan permasalahan yang diteliti. Hasil penelitian ini menunjukkan bahwa Kapasitas Memerintah Pemerintah Desa Melikan belum maksimal dalam mengatur pemerintahannya. Dalam membuat peraturan desa yang menjadi tugas pokok dan fungsi Badan Permusyawaratan Desa dan pada pengelolaan potensi lokal desa dimana Pemerintah Desa Melikan sebagai Pelaksana Pemerintahan belum dapat menjalankan roda pemerintahan secara maksimal dengan masyarakat untuk mengelola potensi lokal yaitu kekayaan wisata budaya gerabah. Apabila hal tersebut dikelola oleh desa dengan baik maka potensi lokal desa tersebut akan dapat mensejahterakan masyarakat desa Melikan.

Abstract

Many Village Regulations are not preceded by academic studies. As a consequence, the village regulation becomes sociologically incompatible and even contradicts the laws of a higher degree. Departing from this rationale, it is urgent that mentoring activities be carried out for Village Governments in carrying out the preparation of ideal Village Regulations. This method of mentoring activities is carried out by advocating grids both pre-drafting, during preparation, and post-preparation. It is expected that from the assistance activities for the preparation of Village Regulations for Village Governments in Melikan Village, Klaten District, Central Java, there will be outputs in the form of sensitivity of village officials, members of the Village Consultative Board, Community Leaders to increase the knowledge of village officials, members of the Village Consultative Body and Community Leaders to encourage synergistic performance between village officials, members of the Village Consultative Body and Community Leaders in producing village regulations.
