Abstract

As one of the villages that fall into the category of extreme poor, Melikan Village in Klaten Regency must start using data in planning development. This study aims to explore how the Melikan Village Government utilizes the SDG's Village data in preparing development plans. The method used in this research is qualitative with an interpretative approach. The informants selected were the Village Head, Village Secretary, Heads of Affairs and Section Heads, BPD Chairs and Members, youth leaders and community leaders. The results showed that the Melikan Village Government did not know from where the data sources used by the supra-village government in determining the village poverty level came from. Even the village head questioned the source of the data used to determine Melikan as a village with an extreme category. The real conditions in Melikan Village do not show any indicators of extreme poverty. In development planning, Melikan Village has not been based on data because it prioritizes the village deliberation process. Melikan Village conducts the SDG's Village data collection process which can be used as a basis for future development planning by prioritizing the first goal of SDG's Desa, namely a village without poverty.

Abstract

This study aims to determine the effect of information system quality and service quality of distance learning system on user satisfaction during the Covid-19 pandemic at the Financial Education and Training Agency of Makassar. This study uses a quantitative approach with multiple regression analysis techniques and frequency distribution. The results of the study found that the quality of the information system has a positive and significant effect on user satisfaction and the quality of system services has a positive and significant effect on user satisfaction. The two variables simultaneously have a positive and significant effect on the satisfaction of distance learning system users at the Financial Education and Training Agency of Makassar. In addition, in general the indicators of information system quality, service quality, and user satisfaction of the distance learning system at the Financial Education and Training Agency of Makassar were considered very good by the learning participants. Financial Education and Training Agency of Makassar as the technical implementer of BPPK is expected to be able to maintain the quality of the system and services provided in order to obtain the maximum of user satisfaction. When users are satisfied with the existing system, the achievement of learning outcomes is also expected to increase.

Abstract

The idea of a smart village encompasses various aspects of rural life in the modern digital era, with a key focus on information technology infrastructure. The aim of this study is to explore the hopes and requirements of rural residents and assess the level of preparedness of village authorities to leverage technological advancements towards creating smart villages. The research method used is the qualitative research method. The research was conducted in Melikan Village, Klaten Regency, Central Java. The research used several main data sources: village officials and the Melikan Village community. The data collection techniques used were interviews, observation, and FGD. The results show that information and communication technology is vital for the Melikan Village community, but the village government is not yet sufficiently prepared to fulfil the community's expectations. The village government is encouraged to collaborate and be creative with parties that can develop digital services. Community empowerment can technically be done by using application software or websites to open up opportunities for information channelling and support overall rural development. However, the successful implementation of smart villages is highly dependent on the motivation of village leaders, active community participation, and potential village resources. The implication of this research is that the Melikan Village government needs to immediately overcome the obstacles that hinder the adoption of innovations in government services towards smart villages.

Abstract

The purpose of this study is to identify and discuss collaborative governance during times of crisis at the local level by taking case studies of accelerated COVID-19 vaccination services in the Province of the Special Region of Yogyakarta (DIY). Collaborative governance of accelerating COVID-19 vaccination in DIY involves government actors, both central and regional governments, entrepreneurs including corporations on various scales from international, regional, national and local as well as business associations, as well as civil society with a membership base that varies from professional expertise to religion. This study used a qualitative method with data collection carried out through a desk study. Collaborative governance allows the exchange of resources between actors that are cross-sectoral and the flexibility of mobility between actors to accelerate people's access to vaccines as a public good. Collaborative governance is a potential solution for building and developing a better service system for public needs.

Abstract

Undang-Undang merupakan peraturan berbentuk hukum tertulis yang digunakan untuk mengatur kehidupan bersmasyarakat, berbangsa dan bernegara serta diharapkan dapat menyelesaikan berbagai masalah yang sudah, sedang, atau akan terjadi di masa mendatang. Sebagai sebuah bentuk kebijakan, Undang-Undang hanya akan mejadi catatan elit saja apabila tidak diimplementasikan. Undang Republik Indonesia Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak (UU SPPA) dibuat untuk menyelesaikan permasalahan anak yang harus berhadapan dengan hukum sekaligus melindungi hak asasi anak. Penanganan Anak Berhadapan Hukum tersebut diamanatkan oleh UU SPPA kepada beberapa pihak / instansi, salah satunya adalah Dinas Sosial Tenaga Kerja dan Transmigrasi Kota Yogyakarta sebagai instansi yang merupakan pengampu ketugasan Pekerja Sosial Profesional dan salah satu pelaksana program perlindungan sosial, rehabiliasi sosial, dan reintegrasi sosial. Tulisan ini akan menyajikan hasil penelitian tentang bagaimana Dinas Sosial Tenaga Kerja dan Transmigrasi Kota Yogyakarta mengimplementasikan UU SPPA tersebut.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi politik yang dijalankan oleh pendatang baru dalam memenangkan pemilihan kepala desa tahun 2019 di Desa Wasileo, Kabupaten Halmahera Timur dan di Desa Kedungsari Kabupaten Kulonprogo pada tahun 2021. Metode penelitian yang digunakan adalah menggunakan pendekatan deskriptif kualitatif dengan jenis studi kasus. Metode ini dipilih untuk mengemukakan sebuah makna dari suatu persoalan atau permasalahan dalam penelitian. Teknik pengumpulan data menggunakan tinjauan pustaka dan observasi berdasarkan realita yang terjadi. Sedangkan analisis data pada penelitian ini menggunakan penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dalam penyelenggaraan pemilihan kepala desa di Desa Wasileo Kabupaten Halmahera Timur, dan di Desa Kedungsari, Kabupaten Kulonprogo, para kandidat disinyalir sama-sama menggunakan politik uang, dan politik identitas. Politik uang dan politik identitas memiliki pengaruh yang besar untuk memperoleh dukungan dari masyarakat. Namun dalam pemilihan kepala desa tersebut, politik uang lebih mendominasi dari pada politik identitas, karena sebagian dari masyarakat Desa Wasileo dan Desa Kedungsari memilih pemimpin berdasarkan kriteria pada kekayaan dan juga dari tingkat pendidikan. Sehingga strategi yang dilakukan oleh pendatang baru tersebut tergolong dalam strategi bujukan atau inducement strategy. Inducement strategy dinilai cocok bagi pendatang baru yang akan bertarung dalam kontestasi politik khususnya di Desa Wasileo Halmahera Timur dan Desa Kedungsari di Kulonprogo.

Abstract

Artikel ini berfokus pada kemanusiaan dan kesejahteraan anggota Taruna Siaga Bencana (TAGANA) Kota Yogyakarta dalam menjalankan Permensos Nomor 29 Tahun 2012 tentang TAGANA. Adapun tugas TAGANA adalah membantu pemerintah melaksanakan penanggulangan bencana pada saat prabencana, tanggap darurat maupun pascabencana. Pendanaan kegiatan TAGANA di kabupaten/kota bersumber dari APBD sesuai kemampuan daerah masing-masing. Menjadi ironi, ketika semangat kemanusiaan harus berhadapan dengan sisi kesejahteraan. TAGANA sebagai sukarelawan dituntut siaga jika sewaktu-waktu dibutuhkan, sementara juga harus tetap mencari penghasilan sehari-hari. Penelitian ini menggunakan metode kualitatif deskriptif. Pengambilan data dengan studi literatur, observasi, wawancara, dan dokumentasi. Informan terdiri dari 1 orang Ketua aktif, 2 orang Ketua demisioner, 4 orang Anggota Tagana Kota Yogyakarta dan 1 pegawai Dinsosnakertrans Kota Yogyakarta. Hasil penelitian menunjukkan kemanusiaan anggota TAGANA Kota Yogyakarta dapat diandalkan melalui peran TAGANA dalam beberapa kegiatan seperti assessment kejadian bencana, pendirian dapur umum lapangan, dan Tagana Masuk Sekolah. Terkait kesejahteraan, tali asih dari Kemensos dan uang operasional dari Dinas Sosial tidak berpengaruh. Mereka dihadapkan pada pilihan untuk tetap bekerja seperti biasa jika di saat yang bersamaan ada giat TAGANA. Kegiatan TAGANA Kota Yogyakarta masih berjalan karena sisi kemanusiaan yang dimiliki, terlebih adanya backup dari anggota yang waktunya fleksibel dalam melaksanakan ketugasan TAGANA hingga sampai saat ini.

Abstract

The strategy process for developing Village-Owned Enterprises (BUMDesa) is an important step to advance and develop village economic potential. As stated in the function of BUMDesa according to Law Number 06 of 2014 concerning Villages, it is as a driver of the village economy, as a business institution that generates original village income (PADesa) and as a means to encourage accelerated improvement in village welfare. With the presence of BUMDesa, it is hoped that the Village will become more independent and able to improve the community's economy and be able to contribute to increasing Village income and meeting the Village's basic needs. The Village Government's strategy in developing BUMDesa Madaparama Jaya, the Village Government must identify and analyze the various approaches taken by the village government to advance BUMDesa Madaparama. in accordance with the objective conditions of the existing environment in implementing the strategy to develop BUMDesa Madaparama, but in fact the lack of competent human resources and community involvement is an obstacle in implementing the village government's strategy for developing BUMDesa Madaparama. The research method used in this research is descriptive qualitative with data collection through observation, interviews and documentation. Data analysis techniques use data reduction, data presentation and conclusions. The results of this research are that researchers found that the village government's strategy in developing BUMDesa has been carried out well, even though there are still shortcomings and obstacles such as lack of human resource competency, minimal budget funds provided and low community participation in supporting the Village Government's strategy in Madaparama BUMDesa development will be even better in the future.
