Abstract

Penelitian ini dilakukan dengan tujuan untuk mengetahui tentang pengaruh indeks pembangunan manusia dan tingkat pengangguran terhadap pertumbuhan ekonomi di Provinsi Aceh. Penelitian ini menggunakan data sekunder Indeks Pembangunan Manusia dan Tingkat Pengangguran tahun 2017-2021 yang diperoleh dari Badan Pusat Statistik Provinsi Aceh. Adapun alat analisis yang digunakan adalah regresi data panel 23 Kabupaten/Kota di provinsi Aceh menggunakan eviews 10. Berdasarkan hasil penelitian diperoleh variabel Indeks Pembangunan Manusia dan variabel Pengangguran tidak berpengaruh signifikan terhadap variabel pertumbuhan ekonomi, disebabkan adanya hubungan negatif antara Indek Pembangunan Manusia dengan Pertumbuhan Ekonomi terdapat ada faktor lain yang mempengaruhinya dimana pertumbuhan ekonomi tumbuh disebabkan dipengaruhi oleh sektor konsumsi. Sedangkan variabel pengangguran juga tidak berpengaruh signifikan terhadap variabel pertumbuhan ekonomi, meningkatnya pengangguran berdampak pertumbuhan ekonomi menurun karena daya beli masyarakat turun juga dipengaruhi oleh faktor keamanan sehingga mengakibatkan kurangnya minat bagi pengusaha untuk berinvestasi oleh karena itu pemerintah harus berupaya untuk mencari investor dan menjaga keamanan yang stabil serta program pemerintah harus ada peningkatan terhadap sumber daya manusia sehinggai nilai IPM lebih meningkat

Abstract

Essential oil is one of the export commodities that has high value. Aceh Province is one of the suppliers of essential oils to the world market, but the development of essential oil potential has not been carried out optimally due to ego sectoral factors, lack of coordination, lack of budget, lack of business development assistance and the absence of policies to support business development and lack of innovation. The purpose of this study is to build a collaboration strategy between agencies, academics and the community in managing essential oil potential so that the development of innovation and empowerment of essential oils in Aceh Province can be carried out optimally. This study was conducted using a qualitative approach, and analyzed in two stages using PETEL and SWOT analysis. The results of the study 1) the development of essential oil potential is carried out using analysis of political, economic, social, technological, environmental and legal factors. Based on the PETEL analysis, it was found that to develop essential oil potential, an active role of the government is needed through collaboration between related agencies and the community starting from the planning, implementation to evaluation stages with a commitment to the development of Aceh; 2) the results of the study using SWOT analysis obtained a strength-threat strategy, namely maximizing the use of potential to minimize threats. The method is to use Pancasila economics which is implemented with the contribution of all stakeholders, maximizing the role of the community, creating a design plan and collaborative governance.

Abstract

This research aims to find out what are the issues of implementing right access to justice in Indonesia and what are the possible solution to overcome the issues. This research used normative and doctrinal research method. The collection of legal materials was conducted by using literature and field research. The results of this research find out that there are at least four issues in implementing access to justice for people with disabilities in Indonesia. The issues are limited access to information regarding right access to justice; physical barriers; limited access to information regarding right access to justice and; lack of support and accommodation. Possible solution to overcome those issues such as providing regular training for legal enforcement regarding treatment for persons with disability, adjusting infrastructure to be accessible for persons with disabilities, utilizing technology to ease communication in all accessible format and providing services and reasonable accommodation based on personal assessment for persons with disabilities who are encountering legal cases.

Abstract

This research objective is to determine the effectiveness of implementing supported decision-making (SDM) in elections for persons with disabilities in Indonesia. Thus, there are two research questions: how is the current implementation of supported decision-making in Indonesia, and second, what are the issues Indonesia has encountered in implementing Supported Decision-Making (SDM), and what are the strategies to implement SDM effectively to fulfill the political rights of persons with disabilities in Indonesia. The research method is qualitative; we interviewed several relevant stakeholders to obtain primary data and used relevant literature and reports to obtain secondary data. Thus, the result of the research shows that currently, Indonesia has implemented SDM, which is known as guardianship, specifically for persons with intellectual and mental disabilities during the elections. However, several issues hamper the implementation, such as the lack of understanding or awareness from the families and providers regarding SDM, lack of regulations, and the dilemma of autonomy and secrecy. Thus, there must be some strategies to implement effective SDM, such as providing specific regulations on providing reasonable accommodation for election, providing training for the providers on the election, open accessible information to the public and persons with disabilities regarding SDM, and collaboration with Disabilities Organization.
