Abstract

Penelitian ini untuk mengetahui dan menganalisa ; aspek kemampuan sumber daya manusia, Sarana dan Prasarana Administrasi Pelayanan publik, Prosedur dan Hambatan Administrasi Pelayanan Publik di Kantor Kelurahan Turen Kecamatan Turen Kabupaten Malang.Penelitian yang digunakan adalah menggunakan jenis penelitian kualitatif bertujuan mengamati, mengetahui, mengamati fenomena sosial, serta mengembangkan konsep dalam mengatasi suatu permasalahan. Teknik analisa data Data primer dikumpulkan dengan metode wawancara (tanya jawab) yang didukung oleh narasumber sesuai kebutuhan penelitian. Analisis data penelitian menggunakan analisis interaktif model Miles dan Huberman (1992) yang terdiri dari data collection, data display, data reduction dan conclusions ; drawing/verifying.Simpulan: . Aspek sarana dan prasarana yang dimiliki oleh Kantor Kelurahan Turen baik dari segi jumlah dan kondisinya untuk saat sekarang dinilai cukup memadai dalam menunjang pelaksanaan administrasi pelayanan publik, namun pemanfaatan sarana dan prasana yang ada tersebut masih kurang optimal sehingga belum mampu mendukung tertib administrasi dalam pelayanan publik. Aspek Prosedur dan Hambatan Administrasi Pelayanan Publik maka kendala yang di hadapi dalam administrasi pelayanan kependudukan adalah masih cukup banyak masyarakat yang kurang mengetahui dan memahami proses dan prosedur pelayanan administrasi kependudukan

Abstract

Expertise or professionalism will be determined from the ability of a person to do work according to their duties. The results of work achievements are reviewed in terms of output according to plan and realization, routine in the same or different situations or conditions. This study aims to analyze the professionalism of employee performance (ASN) in serving the public in the District of Malang Regency. The type of study used is a qualitative study, analysis of study data using interactive analysis, namely; collecting data, reducing data, presenting data and drawing conclusions. The expertise or professionalism of employees in serving the public in the District of Malang Regency, from the aspect of knowledge based on a sufficient and adequate level of education. According to the data, that the ASN sub-district is capable and responsive to its duties, working until finished. The service runs quite effectively with professional support in work, according to the established procedures. The time limit for the service provided to the District is maximized, ASN's responsibility for work in service activities is optimal, where employees work according to procedures. For professional apparatus, they are able to avoid bad practices, violating ethics and morals. As able to respect, appreciate, obey and comply with the regulations, and be able to carry them out well. Increasing capacity competency towards professionalism must be developed, efforts to increase capacity are directed at the professionalism of the apparatus carried out systematically and continuously, so as to produce a professional apparatus with high quality performance.

Abstract

The Kayutangan area in Malang City is one of the cultural heritage areas that has historical value and is synonymous with the architecture of interesting old buildings. However, currently the area faces challenges related to the use of the road body as an extensive vehicle parking area. This can damage the beauty and authenticity of the cultural heritage area of Malang City. This study uses Campbell's theory of effectiveness which states that effectiveness measurement includes program success, target achievement, satisfaction, input and output levels, and overall goal achievement. The purpose of this study is to identify and analyze the use of road bodies as parking areas in the Kayutangan Area, as well as their supporting and inhibiting factors.  This research method uses a qualitative descriptive approach with data collection through interviews, observations, and documentation studies. The informants in this study are the chief coordinator of EKOSDA Malang City, transportation service partners, the people of Kayutangan Tourism Village, tourist visitors, businessmen, and parking attendants. The results of the study show that the Malang City Government has issued a policy related to the use of road bodies as parking areas, but its implementation has not been optimal, causing the policy to be ineffective and requires follow-up actions.
