Abstract

ILO found that only 59% of graduates from BLK at the level of UPTD and UPTP - which transformed into BPVP, could be absorbed by industries in 2022 due to the mismatch of competencies with the needs of the labor market. Therefore, the reorientation of the National Vocational Training Development Program is urgently needed to create skilled and competent human resources (HR) in line with the needs of industries and the labor markets. The purpose of this study is, to analyze the issues arising in the management of HR in vocational training institutions in creating skilled and competent HR, along the absorption of BLK graduates into companies/industries. This study uses a descriptive analysis method aimed at analyzing the management of HR in BLK. The results of the study indicate that BLK management has not yet adhered to standardized norms, the level of absorption of BLK graduates into companies/industries is still low, and there is a mismatch between the competencies of BLK graduates and the labor market. The implications of the study results for the Ministry of Manpower are: (1) refocusing training targets based on training needs analysis and national development priorities; (2) standardizing training programs considering the typology of BLK and the distribution of vocational training institutions; (3) identifying potential training needs and revitalizing training resources in vocational training institutions; (4) mainstreaming vocational training and apprenticeships by developing funding patterns and partnership programs between the government and the business/industrial sector, also the central and regional governments.

Abstract

The rise of the gig economy in Indonesia, driven by digital platforms such as Gojek and Grab, has created significant employment opportunities through online motorcycle taxis (ojek online). However, the employment relationship between digital platforms and online motorcycle taxi drivers remains ambiguous. Currently, no explicit regulation defines the status of gig workers within Indonesia's legal framework. The absence of recognition as formal employees leaves these workers in precarious conditions, devoid of social security, minimum wage guarantees, and collective bargaining rights. This policy paper reviews existing regulations, evaluates international approaches, and identifies the benefits and challenges of unregulated gig work in Indonesia. Comparative benchmarks from Spain, the United States, and Malaysia highlight potential solutions to balance worker protection and platform flexibility. This study proposes a hybrid employment relationship that integrates core labor protections while maintaining work flexibility. Key regulatory components include social security access, algorithm transparency, and dispute resolution mechanisms. Short-term (1-year) and medium-term (5-year) strategies are outlined to achieve comprehensive regulations for Indonesia’s gig economy. Ultimately, this research provides actionable policy recommendations for the Indonesian government to establish fair and sustainable employment relations in the digital era.

Abstract

This study aims to provide an overview and address the challenges associated with the implementation of labor protection policies for outsourcing workers in Indonesia. Employing a qualitative approach with a descriptive method, the research delves into a comprehensive and in-depth examination, supported by a literature review. The study's recommendations include reinforcing supervision and law enforcement by actively monitoring outsourcing activities to strengthen oversight and ensure rule enforcement. Implementing stringent measures against outsourcing companies that frequently disregard administrative sanctions by applying penalty rules, such as fines, is also proposed. Enhancing transparency in agreements or Memoranda of Understanding (MoU) between primary companies and outsourcing firms and improving data collection processes are crucial aspects of the recommendations. Beyond policy suggestions, the study aspires to contribute insights to fortify Government Regulations post the enactment of Law No. 6 of 2023. Proposed enhancements involve strengthening operational permit requirements for establishing outsourcing companies by introducing a deposit component, seeking association recommendations for outsourcing companies during the permit application process, specifying sectors for outsourcing, and regulating the technical improvement of outsourcing workers' skills.

Abstract

This research comes from the weakness of vocabulary mastery of students with disability. This researcher used Classroom Action Research (CAR) in integrated classroom to improve vocabulary of the students with disability at the second grade of SMP Diponegoro, Junrejo, Batu in the academic year 2017/2018 by using flashcards. In this research, the researcher becomes a teacher while the English teacher becomes a volunteer or therapist to help, control and manage the class. The result of the study showed that before the implementation of flashcards, all students with disability’ score were under 75, with the lowest score was 50 and the highest score was 70. From six students with disability, no one passed Standard Minimum Criteria (KKM). Therefore, in the cycle 1, all students with disability passed Standard Minimum Criteria (KKM). The lowest score was 80 and the highest score was 100.[Penelitian ini berasal dari kelemahan kosakata siswa berkebutuhan khusus. Peneliti ini menggunakan Penelitian Tindakan Kelas (PTK) dikelas integrasi untuk meningkatkan kosakata siswa berkebutuhan khusus dikelas dua SMP Diponegoro, Junrejo, Batu tahun ajaran 2017/2018 dengan  menggunanakan flashcards. Dalam penelitian ini, peneliti berperan menjadi guru sementara itu guru bahasa Inggris menjadi relawan atau terapi untuk membantu, mengontrol dan mengatur kelas. Hasil dari penelitian ini menunjukkan bahwa sebelum implementasi flashcrads, nilai seluruh siswa berkebutuhan kusus dibawah 75, dengan nilai terrendah adalah 50 dan nilai tertinggi adalah 70. Dari enam siswa berkebutuhan khussu, tidak siswa ada yang melewati Kriteria ketuntatas minimal (KKM). Oleh karena itu, pada siklus 1, semua siswa berkebutuhan khusus melewati kriteria ketuntasan minimal (KKM). Dengan nilai terrendah 80 dan nilai tertinggi adalah 100.]
