Abstract

Penelitian ini bertujuan untuk menganalisis tingkat kepentingan dan tingkat kepuasan unit kerja atas kinerja pegawai pelaksana yang bekerja dalam masing-masing unit tersebut di Kementerian Keuangan. Tingkat kepuasan atas kinerja pegawai harusnya sesuai dengan tingkat kepentingannya, sehingga tercapai efisiensi kerja unit organisasi di Kementerian Keuangan. Berdasarkan variabel Pelaksanaan Pekerjaan dan Sikap Perilaku yang terdefinisi dalam penelitian ini, Performance Importance Analysis digunakan untuk membandingkan tingkat kepuasan dengan tingkat kepentingannya. Hasil yang diperoleh, secara umum tingkat kepuasan unit kerja sudah selaras dengan  tingkat kepentingannya. Namun demikian  secara umum, tingkat kepuasan masih berada dibawah tingkat kepentingan. Lebih lanjut terdapat bebrapa variabel yang perlu mendapat perhatian lebih besar udalam peningkatan tingkat kepuasan.

Abstract

Perception Research of Talent to Ideal Workplace Case Study of Final-Year University in Indonesia aims to describe the dominant factors behind the career choice of students and to know the level of student interest for a career in the Ministry of Finance. Respondent surveys are final-year university students, consist of 20 best universities in Indonesia and 5 (five) Universities that manifest affirmative action program as representative from outside East Java / Indonesia. Based on the results, the perception of talent on the selection of the ideal place of work according to the respondent is a company / organization that provides high income, good career opportunities and a comfortable working environment. 80,7% of respondents stated their approval that the Ministry of Finance has a positive image as an ideal workplace according to respondents' choice. Meanwhile, in the competition of the national job market, the Ministry of Finance is ranked second place where the worker is considered ideal and desired by the respondents, under PT Pertamina which is ranked number one.

Abstract

The Public-Private Partnerships Scheme (PPP) has become an important option in overcoming the gap in infrastructure financing needs. From the total number of PPP projects implemented in several countries, it was found that the number of small-scale PPP projects was relatively greater than mega PPP projects. In line with this, in the Indonesian context, regional governments are expected to be able to innovate infrastructure financing, including by using the PPP scheme. The Madiun Regency Street Lighting Equipment (APJ) PPP project is the first small-scale PPP that has completed the auction process and signed the Cooperation Agreement in Indonesia. Using the qualitative method through the relevant case study approach, this research succeeded in identifying several challenges as well as opportunities for more massive implementation potentials of small-scale PPP in APJ in the future as follows: (1) optimal risk allocations; (2) the strong commitment of the regional government as the party responsible for the cooperation project; (3) financial aspects/parameters accepted by the market; and (4) doable projects.

Abstract

Small-scale Public-Private Partnership (PPP) projects offer local governments an opportunity to enhance regional development. However, these schemes are often perceived to incur higher transaction costs compared to conventional PPP projects. This study seeks to identify the factors contributing to increased transaction costs in small-scale PPP projects, using the Madiun City Street Lighting PPP project as a case study. Employing a qualitative research methodology by studying the related literature and interviewing the consultant of the project, this study gathers pertinent information regarding the transaction costs associated with the Madiun City Street Lighting PPP project, which serves as a pioneering example of small-scale PPP initiatives in Indonesia. This paper analyzes that project value, complexity process, coordination, parties’ capacity, opportunistic behavior, and contract change put higher transaction cost on small-scale PPP project proportionally. However, the analysis reveals that the complexity of coordination between local government authorities and the Regional House of Representatives (DPRD) can be effectively managed by the contracting agency (PJPK) of the Madiun City Street Lighting PPP project.

Abstract

The manufacturing sector is one of the economic sectors that plays a crucial role in economic development in Banten Province. This study aims to identify the impacts of the People’s Business Credit (KUR) Program on the manufacturing sector in Banten Province. The methodology used in this study is input-output analysis to determine how the KUR Program may influence the economic sectors, especially the manufacturing sector in Banten Province. The study uses the input-output table released by the Statistics Bureau at the regional level. In Banten Province, there are five sectors with the highest value of KUR. These sectors are Wholesale and Retail Trade, Accommodation and Food Service Activities, Other Service Activities, manufacturing, and Real Estate Activities. The result suggests that the KUR Program may have a good influence on the flourishing of manufacturing sectors in Banten Province. The KUR Program may have the most significant impact on the manufacturing sector when the KUR Program is distributed to the manufacturing sector itself. However, the allocation of the KUR Program to other economic sectors, especially Wholesale and Retail Trade: Repair of Motor Vehicles and Motorcycles, Accommodation and Food Service Activities, and Other Service Activities, may also have significant effects on the manufacturing sector. It may indicate that the KUR Program strategy in Banten Province may be suitable to develop the manufacturing sector in Banten Province.

Abstract

Regional taxes are one of the pillars of state revenue. Regional taxes have a strategic position both for financing development in the regions and regulating community life in the regions. This study aims to investigate the effect of regional tax revenues on public welfare in Indonesia. This study uses a quantitative method with secondary data obtained from the Central Statistics Agency for the period 2019 - 2021. The power taken includes regional tax variables, education level, number of poor people, and availability of basic health facilities. The test results show the following findings. First, regional tax revenues have the potential to encourage socio-economic development but the impact is highly dependent on the effectiveness of budget allocation and management. Second, regional tax revenues have not had a significant impact on reducing the number of poor people. However, these results emphasize the importance of an integrated approach. Third, the development of basic health facilities depends more on the Special Allocation Fund than regional tax revenues.
