Abstract

In implementing child protection, violence against children is still the most serious and disturbing problem in society. Law Number 35 of 2014 concerning child protection. The legal basis that becomes a reference in protecting children from cases of violence. The aim of this research is to determine the implementation of the SISABAR digital innovation program. This research uses the Grindle implementation model. This research method is descriptive qualitative. The results of the research are that the implementation of the SISABAR digital innovation program is optimal, the two dimensions of the Grindle model, namely the content of policy dimension, show that SISABAR innovation is a strategy for the Tangerang district government in the midst of the Covid 19 pandemic in 2020. The desired benefits from implementing the SISABAR innovation program can reduce the number of cases of violence against children because they are digital based. Involving several OPDs such as the Education Service, Social Service, Health Service, Police and Clinical Psychology. However, the context of implementation dimension needs to be optimized, as in the sub-dimensions of compliance and responsiveness of the target group. Abstract

President Joko Widodo officially introduced the State Civil Apparatus (ASN) to core values and employer branding. As a public servant, policy implementer, and unifier of the nation, ASN plays a critical and strategic function, requiring unity of steps in the concept and work methods from the national government to local governments. The goal of these basic principles is to develop civil servants' culture so that they can operate professionally, particularly in the delivery of public services. The mentality issue in dealing with work pressure and change or disruption that necessitates a shift in thought and innovation has not been entirely resolved. A service-oriented mentality is one of the key values. RSUD Banten is one of the public-sector health-care organizations in Banten Province. With the establishment of RSUD Banten, it is envisaged that the needs of public health services in Banten Province can be satisfied to the greatest extent possible, one of which necessitates professional implementing human resources as service providers. The research method uses qualitative methods with a descriptive approach. Data analysis techniques using the model of Miles et al. The results showed that BerAKHLAK's core values have been implemented well by employees at RSUD Banten.

Abstract

Reformasi birokrasi mengharapkan perubahan yang berkaitan dengan mindset, sikap dan perilaku dalam pelayanan publik serta kepedulian birokrasi kepada kebutuhan publik. Tujuannya agar penyelenggara pelayanan mampu untuk memberikan kepastian, meningkatkan kualitas dan kinerja pelayanan sesuai dengan kebutuhan masyarakat. Penekanan dalam konteks reformasi birokrasi salah satunya adalah sosok aparatur birokrasi yang memiliki sikap dan perilaku yang ramah, sopan serta memberikan pelayanan dengan tulus, yang mengedepankan kepentingan warga negara dan pemangku kepentingan. Aparatur birokrasi masih mencerminkan perilaku yang tidak mengarah kebada kinerja (inefektif dan inefisien). Posisi senioritas yang susah mendapatkan perspektif baru akan menghambat kerjasama, koordinasi maupun kolaborasi. Muncul pelanggaran norma-norma etika dan perilaku yang tercermin ketika aparatur berhadapan dengan masyarakat sehingga perlu dilakukan strategi membangun kepercayaan publik (civil engagement dan public trust). Di Indonesia, tuntunan berperilaku ini terdapat dalam nilai-nilai yang terkandung dalam Pancasila sebagai Dasar Negara dan way of life bangsa Indonesia. Artikel ini bertujuan menganalisis respon penyelenggara pelayanan publik berlandaskan nilai-nilai etis yang bersumber dari Pancasila untuk meningkatkan kepercayaan publik.

Abstract

The era of advanced technology and internet access is very easy. But there are both positive and negative impacts resulting from the media. The sophistication of this technology has also been felt in early childhood. The problem that often occurs is the emergence of hoax news and negative content. Service activities aim to provide public understanding of media literacy in the use of gadgets. The method used is education by providing 2 materials, namely media literacy and digital literacy. Participants who participated in this service activity were parents who had early childhood in Cibodas Village, Tanara District, Serang Regency. The result of this activity is that the community feels that they increase their knowledge and understanding of the importance of media literacy for parents in the use of gadgets in children. The recommendation given is that the village government can work with the school on socializing the importance of media literacy for children. Abstract

Infrastructure is an important aspect in supporting the accessibility of public services, especially basic services. Basic services are public services provided by the government to meet the basic needs of the community covering various aspects, including health, education, public housing and residential areas, as well as public works and spatial planning. The ease of accessibility of basic services is supported by the availability and quality of adequate infrastructure. Improving regional infrastructure is one of the development priorities in Serang City. There are still several problems related to infrastructure development that have an impact on the fulfillment of public service accessibility in Serang City, including the problem of road damage that has an impact on flooding, lack of street lighting, not optimal fulfillment of clean water, lack of maintenance of public facilities, uneven and fulfilled green open space (RTH), and still low community participation in infrastructure development. This study aims to analyze infrastructure development in fulfilling the accessibility of public services in Serang City by using the theory of Gibson et al (1997) which consists of four dimensions in assessing the success of infrastructure development, namely physical availability, physical quality, suitability, and utilization. Using qualitative methods, the results show that infrastructure development in Serang City is good and supports the accessibility of basic services. This is because it is supported by the policies of the Local Government of Serang City and the commitment of all authorized Regional Apparatus Organizations (OPD). However, the availability of infrastructure needs to be improved evenly in each sub-district in Serang City and its maintenance needs to be carried out on an ongoing basis so that the benefits can be optimally felt by the people of Serang City. Abstract

Kemampuan pemerintah daerah dalam mengelola sumber pendapatannya menjadi salah satu indikator penting dalam mendorong tercapainya kemandirian keuangan daerah. Upaya ini dilakukan melalui optimalisasi berbagai sumber pendapatan, termasuk Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2). Pemerintah Kota Serang menetapkan Peraturan Daerah Nomor 1 Tahun 2024 tentang Pajak Daerah dan Retribusi Daerah sebagai dasar hukum dalam meningkatkan penerimaan dari sektor pajak daerah. Namun, implementasi pemungutan PBB-P2 di Kota Serang masih belum berjalan optimal. Permasalahan mencakup belum optimal dalam pemungutan di seluruh kecamatan, kurangnya sosialisasi serta kurangnya koordinasi yang dilakukan oleh stakeholder terkait. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan pemungutan pajak bumi dan bangunan perdesaan dan perkotaan (PBB-P2) di Kota Serang dengan menggunakan teori implementasi kebijakan George C. Edwards III. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data dari wawancara, studi dokumentasi, dan observasi dengan analisis data menurut Miles & Huberman. Hasil penelitian dalam implementasi kebijakan pemungutan PBB-P2 di Kota Serang belum berjalan dengan optimal. Dalam dimensi komunikasi, kurangnya pemanfaatan berbagai media komunikasi dan kurangnya koordinasi dari Bapenda kepada Kelurahan. Dimensi sumber daya, akurasi data masih perlu ditingkatkan agar pemungutan dapat berjalan lebih efisien. Dalam dimensi disposisi, dedikasi dari aktor implementor terhadap kebijakan ini juga belum optimal. Dalam dimensi struktur birokrasi, belum terdapat SOP/regulasi tertulis dalam pemungutan dan pendistribusian SPPT. Peneliti menyarankan Bapenda Kota Serang perlu meningkatkan komitmen dengan memperkuat peran monitoring dan evaluasi terhadap pelaksanaan kebijakan pemungutan pajak di tingkat kelurahan.
