Abstract

ABSTRACK Kedonganan Tourism Attraction is one of the pillars of the village economy, the majority of which work in the tourism sector. Kedonganan Tourist Attraction consists of Kedonganan beach, cafes along the Kedonganan beach, and Kedonganan fish market (mina wisata). This has undergone significant changes due to the impact of the Covid-19 pandemic. Kedonganan Tourism Attraction has experienced a decline in tourists, resulting in the non-operation of the tourism attraction area for two years. Community resilience is needed as an effort to deal with a change in the order of people's lives due to a disaster. This study aims to determine the resilience of Kedonganan Village in the Development of Tourist Attractions in Badung Regency in the New Normal Era. This study uses qualitative research methods with data collection in the form of observation, interviews, and documentation. Community resilience theory according to Norris et al. (2008) is used as the basis for this research analysis. The results of the study show that Kedonganan Village has succeeded in achieving a resilient community as evidenced by indicators of economic development, social capital, information and communication, and community competence which show the level of survival and adaptation of a community in Kedonganan Village. Abstract

ABSTRACT Public services are an important aspect of the government system, because the government is basically a servant of the community. Population Administration Services are one of the basics of the public service system, however, the problem of heterogeneous conditions causes problems for the community in population administration services. Therefore, DISDUKCAPIL Buleleng Regency implemented the SIMELIK program with a pick-up and drop-off system in population administration services. This research was conducted in 8 sub-districts in Buleleng Regency. The informants for this research consisted of 1) Head of SIMELIK's population administration and civil registration services in Buleleng Regency; 2) Head of population registration services; 3) Coordinator of SIMELIK population administration services; 4) the target community for the SIMELIK program. Data collection techniques were carried out by conducting interviews and observations. The data analysis technique used was qualitative descriptive analysis. The results of this research show that the program implementation has been running effectively and efficiently because it has been able to increase service targets to the community. The community can be reached more widely and more evenly through scheduled services. However, there are obstacles in implementing the program where the socialization carried out does not reach a wide range so that most people do not know about the program being implemented. Another obstacle is that the equipment used is classified as old, so it is necessary to rejuvenate the equipment used to provide services. Another obstacle is the lack of energy used so that it has not been able to reach a wider and optimal reach.

Abstract

Program Keluarga Harapan (PKH) merupakan program perlindungan sosial bersyarat yang memberikan bantuan tunai kepada Rumah Tangga Sangat Miskin (RTSM) dan bagi anggota keluarga diwajibkan melaksanakan persyaratan dan ketentuan yang telah ditetapkan di bidang pendidikan, kesehatan dan kesejahteraan sosial. Tujuan penelitian ini adalah untuk melihat Efektivitas Program Keluarga Harapan (PKH) dalam Meningkatkan Kesejahteraan Masyarakat di Desa Pemecutan Kaja. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian di lapangan, efektivitas PKH yang diukur menggunakan teori efektivitas Campbell J.P yaitu: Keberhasilan Program, Keberhasilan Sasaran, Kepuasan Program, Tingkat Input dan Output, dan Pencapaian Tujuan Menyeluruh. Berdasarkan teori tersebut dapat dilihat bahwa program ini telah berjalan dengan baik namun belum maksimal dimana pelaksanaan Program Keluarga Harapan sudah tergambarkan secara baik dan sesuai dengan Peraturan Menteri Sosial Nomor 1 Tahun 2018 tentang Program Keluarga Harapan sehingga dapat mengarah pada kesejahteraan masyarakat, namun masih terdapat permasalahan pada beberapa indikator seperti masih terdapat keluhan-keluhan yang disampaikan keluarga penerima manfaat dari adanya program ini. Kurangnya kesadaran KPM, dimana mereka enggan melaporkan diri (Graduasi) padahal mereka sudah tidak memiliki komponen PKH. Penelitian ini menghasilkan rekomendasi perbaikan pelaksanaan Program Keluarga Harapan dalam Meningkatkan Kesejahteraan Masyarakat di Desa Pemecutan Kaja Kecamatan Denpasar Utara Kota Denpasar. Kata Kunci: Efektivitas, Program Keluarga Harapan, Kesejahteraan Masyarakat Abstract The Effectiveness of the Family Hope Program in Improving Community Welfare in Pemecutan Kaja Village, North Denpasar District, Denpasar City The Family Hope Program (PKH) is a conditional social protection program that provides cash transfers to Very Poor Households (RTSM) and for family members are required to carry out the terms and conditions set in the fields of education, health and social welfare. The purpose of this study was to see the Effectiveness of the Family Hope Program (PKH) in Improving Community Welfare in Pemecutan Kaja Village. This study used descriptive qualitative methods with data collection techniques in the form of observation, interviews, and documentation. Based on the results of research in the field, the effectiveness of PKH measured using Campbell J.P's effectiveness theory are: Program Success, Target Success, Program Satisfaction, Input and Output Levels, and Overall Goal Achievement. Based on this theory, it can be seen that this program has been running well but not optimally where the implementation of the Family Hope Program has been well described and in accordance with the Minister of Social Affairs Regulation Number 1 of 2018 concerning the Family Hope Program so that it can lead to community welfare, but there are still problems in several indicators such as there are still complaints submitted by beneficiary families from the existence of this program. Lack of awareness of KPM, where they are reluctant to report themselves (Graduasi) even though they no longer have a PKH component. This research resulted in recommendations for improving the implementation of the Family Hope Program in Improving Community Welfare in Pemecutan Kaja Village, North Denpasar District, Denpasar City. Abstract

Pendaftaran Daring Administrasi Kependudukan dan Pencatatan Sipil (TARING Dukcapil) is one of the digital-based public service innovations initiated by the Denpasar City Population and Civil Registration Service. This digital-based public service was launched to assist the public in processing the necessary population documents effectively, efficiently and optimally. The research method used is qualitative with a descriptive approach. The data used in this research was obtained through observation, interviews and documentation. This research was analyzed using the dimensions of effectiveness by Sutrisno which consist of program understanding, right on target, on time, achievement of goals and real change. The results of this research illustrate that the implementation of the TARING program as a digital-based population administration service at the Denpasar City Population and Civil Registration Service has been going well, but it cannot be said to be fully effective because there are several things that are not yet optimal. Therefore, steps to strengthen these five dimensions are needed so that the implementation of digital-based public services through the TARING program can be improved. Abstrak Pendaftaran Daring Administrasi Kependudukan dan Pencatatan Sipil (TARING Dukcapil) merupakan salah satu inovasi pelayanan publik berbasis digital yang dicetus oleh Dinas Kependudukan dan Pencatatan Sipil Kota Denpasar. Pelayanan publik berbasis digital ini diluncurkan guna membantu masyarakat dalam mengurus dokumen kependudukan yang diperlukan secara efektif, efisien dan optimal. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data yang digunakan dalam penelitian ini didapatkan melalui observasi, wawancara dan dokumentasi. Penelitian ini dianalisis dengan menggunakan dimensi efektivitas oleh Sutrisno yang terdiri dari pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata. Hasil dari penelitian ini menggambarkan bahwa pelaksanaan program TARING sebagai pelayanan administrasi kependudukan berbasis digital di Dinas Kependudukan dan Pencatatan Sipil Kota Denpasar sudah berjalan dengan baik, namun belum dapat dikatakan efektif sepenuhnya dikarenakan terdapat beberapa hal yang belum optimal. Oleh karena itu, diperlukan langkah-langkah penguatan terhadap kelima dimensi tersebut agar pelaksanaan pelayanan publik berbasis digital melalui program TARING dapat ditingkatkan. Abstract

This study aims to understand the development strategy of spiritual tourism in Tirta Empul Temple. Kecamatan Tampak Siring, Gianyar. This research uses descriptive qualitative method with data analysis using SWOT matrix analysis. The results of this study indicate that there are still indicators that have not been maximized. SWOT analysis shows that Tirta Empul Temple has great potential but also faces challenges such as management that needs to be improved and competition with similar destinations. The development strategy involves improving facilities, services, and promotion through digital media. Sustainability is integrated in the management to involve local communities and preserve the environment. The implementation of this strategy is expected to increase spiritual tourist visits, maintain the comfort of tourists, create economic opportunities for local communities, and maintain cultural heritage. Collaboration with relevant parties is required to support this development. With a holistic approach, Tirta Empul Temple is expected to become a model of a sustainable spiritual tourism destination that benefits all parties involved. Abstrak Penelitian ini bertujuan untuk memahami strategi pengembangan pariwisata spiritual di Pura Tirta Empul. Kecamatan Tampak Siring, Gianyar. Penelitian ini menggunakan metode deskriptif kualitatif dengan analisis data menggunakan analisis matriks SWOT. Hasil penelitian ini menunjukan masih adanya indikator yang belum maksimal. Analisis SWOT menunjukkan bahwa Pura Tirta Empul memiliki potensi besar namun juga menghadapi tantangan seperti pengelolaan yang perlu ditingkatkan dan persaingan dengan destinasi serupa. Strategi pengembangan melibatkan peningkatan fasilitas, pelayanan, dan promosi melalui media digital. Keberlanjutan diintegrasikan dalam manajemen untuk melibatkan komunitas lokal dan melestarikan lingkungan. Implementasi strategi ini diharapkan dapat meningkatkan kunjungan wisatawan spiritual, menjaga kenyamanan dari wisatawan, menciptakan peluang ekonomi bagi masyarakat setempat, dan menjaga warisan budaya. Kolaborasi dengan pihak terkait diperlukan untuk mendukung pengembangan ini. Dengan pendekatan holistik, Pura Tirta Empul diharapkan dapat menjadi model destinasi wisata spiritual yang berkelanjutan dan bermanfaat bagi semua pihak terlibat. Abstract

Education is very important for a person and is required as a basic need that can be achieved in educational units. The quality of education in educational units in various regions still has educational gaps. Due to this, BPMP Bali Province has the task of guaranteeing and improving the quality of public elementary school education in Denpasar City through quality mapping, quality planning, quality implementation, and evaluation in improving quality. The type of research used by the author is qualitative, using research indicators proposed by Agus Dwiyanto (2006), namely Productivity, Service Quality, Responsiveness, Accountability and Accountability. The results of this research show that BPMP Bali Province's productivity in terms of productivity has met the set targets. In terms of the quality of BPMP Bali Province services, it is still not optimal due to a lack of human resources so that the services provided are less than optimal. The next indicator is the responsiveness of BPMP Bali Province which has carried out its obligations but the impact has not been felt significantly. Responsibility indicators have been running quite well because while running the program, the Bali Province BPMP worked in accordance with the applicable SOPs. Then, the accountability indicators are said to be running well, which is proven by the existence of an accountability report made. Abstrak Pendidikan merupakan hal yang sangat penting bagi seseorang dan dituntut sebagai kebutuhan dasar yang dapat ditempuh pada satuan pendidikan, kualitas pendidikan di satuan pendidikan di berbagai wilayah masih terdapat kesenjangan pendidikan. Adanya hal tersebut BPMP Provinsi Bali memiliki tugas untuk melakukan penjaminan dan peningkatan mutu pendidikan Sekolah Dasar Negeri di Kota Denpasar melalui pemetaan mutu, perencanaan mutu, pelaksanaan mutu, dan evaluasi dalam peningkatan mutu. Adapun jenis penelitian yang digunakan penulis adalah kualitatif, dengan menggunakan indikator penelitian yang dikemukakan oleh Agus Dwiyanto (2006), yakni Produktivitas, Kualitas Layanan, Responsivitas, Responsibilitas, dan Akuntabilitas. Hasil dari penelitian ini menunjukkan Produktivitas BPMP Provinsi Bali dalam hal produktivitas telah memenuhi sasaran yang ditetapkan. Dalam hal kualitas layanan BPMP Provinsi Bali masih belum optimal karena kurangnya sumber daya manusia sehingga layanan yang diberikan kurang maksimal, selanjutnya adalah indikator responsivitas BPMP Provinsi Bali sudah menjalankan kewajiban tetapi dampaknya belum dirasakan secara signifikan. Indikator responsibilitas sudah berjalan dengan cukup baik karena selama menjalankan program, BPMP Provinsi Bali bekerja sesuai dengan SOP yang berlaku. Kemudian Indikator akuntabilitas yang dikatakan sudah berjalan baik yang dimana hal ini dibuktikan dengan adanya laporan pertanggungjawaban dibuat. Abstract

The purpose of this study was to determine the performance of the Social Service in handling elderly people with disabilities through the District Social Welfare Worker (TKSK) program in Denpasar city. This research uses qualitative research with a descriptive approach. The data sources used are primary and secondary data sources. The results showed that the Denpasar City Social Service in handling elderly people with disabilities through the District Social Welfare Worker (TKSK) program was declared not optimal by referring to the following 5 indicators (1) productivity indicators that are not optimal due to lack of quantity of human resources and limited budget, (2) indicators of service quality, responsiveness, responsiveness of the Denpasar City Social Service which can be said to be optimal, (3) accountability indicators which are said to be not optimal and require transparency through publications related to funding to the public. Suggestions for the Denpasar City Social Service can overcome indicators that are not optimal in a way that human resources can be added so that the quality of service can run optimally while for budget problems it can make budget refocusing and in making transparency of budget accountability reports to the public in the form of LkjiP can be accessed by the public so that the public can monitor the amount of budget used in the District Social Welfare Worker (TKSK) program this is done so that the performance of the Denpasar City Social Service can run optimally. Abstrak Tujuan penelitian ini untuk mengetahui kinerja Dinas Sosial dalam menangani penyandang disabilitas lanjut usia melalui program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) di kota Denpasar. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Sumber data yang digunakan adalah sumber data primer dan sekunder. Hasil penelitian menunjukkan bahwa Dinas Sosial Kota Denpasar dalam menangani penyandang disabilitas lanjut usia melalui program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) dinyatakan belum optimal dengan merujuk pada 5 indikator berikut (1) indikator produktivitas yang belum optimal karena kekurangan kuantitas SDM dan terbatasnya anggaran, (2) indikator kualitas layanan, responsivitas, responsibilitas Dinas Sosial kota Denpasar yang dapat dikatakan optimal, (3) indikator akuntabilitas yang dikatakan belum optimal dan memerlukan transparansi melalui publikasi terkait dengan pendanaan kepada masyarakat. Saran pada Dinas sosial Kota Denpasar dapat mengatasi indikator yang belum optimal dengan cara pada SDM agar dapat ditambah sehingga kualitas pelayanan dapat berjalan optimal sedangkan untuk permasalahan anggaran dapat membuat refocusing anggaran dan dalam melakukan transparansi laporan pertanggung jawaban anggaran kepada masyarakat dalam bentuk LkjiP dapat diakses oleh masyarakat sehingga masyarakat dapat memantau jumlah anggaran yang dipakai dalam program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) hal ini dilakukan agar kinerja Dinas Sosial Kota Denpasar dapat berjalan secara optimal. Abstract

This research aims to optimize the implementation of Bureaucratic Reform on service performance in Airlangga Village. The research method used in this research is descriptive qualitative. Data was collected using observation, interviews and documentation methods. Based on a literature review, this research uses public policy theory with the concept of optimization according to Siringoringo (2005) through 3 (three) indicators, namely: Objective Indicators, Decision Alternative Indicators and Limiting Resource Indicators. The results of the research show that the objective indicators are running well, indicated by the compatibility between the problem and the service activities being carried out. Furthermore, alternative decision indicators have been running optimally, judging from the implementation process, they can help sub-district employees and the community. However, resource indicators that limit the aspects of human resources, support and support are still not optimal. This is indicated by the level of competency or educational background of sub-district employees, facilities and infrastructure as well as supervision during the program. The recommendations that the author provides are: Carrying out training and development for sub-district employees in using information technology, involving the community in the planning and evaluation process for bureaucratic reform, implementing a monitoring and evaluation system, and procuring and increasing the availability of facilities, means and infrastructure to support service performance. Abstrak Penelitian ini bertujuan untuk mengoptimalkan pelaksanaan Reformasi Birokrasi terhadap kinerja pelayanan di Kelurahan Airlangga. Metode penelitian yang digunakan pada penelitian ini adalah deskriptif kualitatif. Data dikumpulkan dengan metode observasi, wawancara dan dokumentasi. Berdasarkan kajian pustaka, penelitian ini menggunakan teori kebijakan publik dengan konsep optimalisasi menurut Siringoringo (2005) melalui 3 (tiga) indikator, yaitu: Indikator Tujuan, Indikator Alternatif Keputusan dan Indikator Sumber Daya yang Membatasi. Hasil penelitian menunjukkan bahwa indikator tujuan sudah berjalan dengan baik ditandai dengan kesesuaiaan antara permasalahan dan aktivitas pelayanan yang dijalankan. Selanjutnya indikator alternatif keputusan sudah berjalan dengan optimal, dilihat dari proses pelaksanaanya dapat membantu pegawai kelurahan dan masyarakat. Namun indikator sumber daya yang membatasi pada aspek sumber daya manusia, penunjang dan pendukung masih belum optimal. Hal tersebut ditandai dari tingkat kompetensi atau latar belakang pendidikan pegawai kelurahan, fasilitas sarana dan prasarana serta pengawasan selama program berlangsung. Adapun rekomendasi yang penulis berikan yaitu Melakukan pelatihan dan pengembangan pegawai kelurahan dalam menggunakan teknologi informasi, Melibatkan masyarakat dalam proses perencanaan dan evaluasi reformasi birokrasi, Menerapkan sistem pemantauan dan evaluasi, dan Pengadaan dan peningkatan ketersediaan fasilitas, sarana dan prasarana untuk menunjang kinerja pelayanan. Abstract

The main objective of the Bolsa da Mae Jerasaun Foun Program (New Generation Scholarship Program) is to reduce poverty, reduce malnutrition and food shortages as well as strengthen the household economy, and improve the quality of Human Resources (HR), especially in poor community groups. The informants for this research consisted of 1) the Social Security Institute, 2) the main director of Social Solidarity, 3) pregnant women who were recipients of the Bolsa da Mãe program. Data collection techniques were carried out by conducting interviews and observations. The data analysis technique used was qualitative research with a descriptive approach. The results of this research indicate that the implementation of the Bolsa da Mae Jerasaun Foun Program (New Generation Scholarship recipients) has been running well. The Bolsa da Mae Jerasaun Foun (New Generation Scholarship recipients) program can run effectively and can help eradicate existing poverty. This is one of the important factors that can also influence the current level of poverty. The Bolsa da Mae Jerasaun Foun program (New Generation Scholarship recipients) is rightly targeted at recipients who really need it. Abstrak Tujuan utama dari Program Bolsa da Mae Jerasaun Foun (Program beasiswa generasi baru) adalah untuk mengurangi kemiskinan, pengurangan kekurangan gizi dan kekurangan pangan serta penguatan ekonomi rumah tangga, dan meningkatkan kualitas Sumber Daya Manusia (SDM) terutama pada kelompok masyarakat miskin. Informan penelitian ini terdiri dari 1) Lembaga Jaminan Sosial, 2) Direktur utama Solidaritas Sosial, 3) Ibu hamil penerima progam Bolsa da Mãe. Teknik pengumpulan data dilakukan dengan melakukan wawancara dan observasi. Teknik analisis data yang dilakukan adalah penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukkan bahwa pelaksanaan program Efektivitas Program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru sudah berjalan dengan baik. program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru) dapat berjalan dengan efektif maka dapat membantu dalam memberantas kemiskinan yang ada. Ini merupakan salah satu faktor penting yang juga dapat mempengaruhi tingkat kemiskinan yang ada saat ini. Dari program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru) sudah tepat sasaran kepada penerima yang benar-benar membutuhkan. Kata Kunci: Efektivitas, Program Bolsa Da Mae Jerasaun Foun

Abstract

ABSTRAK Pengelolaan pengaduan terhadap partisipasi aktif kelompok rentan tentunya tidak dapat dicapai sendiri oleh pemerintah, melainkan membutuhkan sebuah kolaborasi. Penelitian ini bertujuan untuk mengetahui bagaimana proses collaborative governance dalam pengelolaan pengaduan kelompok rentan pada DISKOMINFO Badung dan Yayasan MBM. Penelitian menggunakan jenis penelitian kualitatif dengan metode deskriptif. Analisis pada penelitian ini menggunakan teori collaborative governance. Hasil temuan penelitian ini menunjukkan bahwa kolaborasi sudah berjalan cukup baik, kendati demikian terdapat beberapa permasalahan seperti tidak adanya pertemuan rutin antar stakeholder, DISKOMINFO Badung belum mengeluarkan Surat perjanjian Kerjasama, SDM pengelolaan pengaduan masih rangkap fungsi, Yayasan MBM memiliki hambatan dalam membangun partisipasi aktif kelompok rentan, sampai saat ini belum adanya pengaduan dari kelompok rentan, serta antara keduanya tidak adanya monitoring dan evaluasi. Adapun rekomendasi yang dapat diberikan yaitu memperkuat komunikasi antara DISKOMINFO Badung dan Yayasan MBM melalui saluran yang teratur dan efektif, penting untuk terus melakukan evaluasi terhadap kolaborasi dalam pengelolaan pengaduan kelompok rentan, dan Masyarakat Kabupaten Badung kelompok rentan diharapkan lebih berpartisipasi aktif dalam kanal pengaduan yang telah disediakan. Kata Kunci: Collaborative Governance, Kelompok Rentan, Pengelolaan Pengaduan ABSTRACT Complaint management towards active participation of vulnerable groups certainly cannot be achieved alone by the government, but requires collaboration. This study aims to determine how the collaborative governance process in managing complaints from vulnerable groups at DISKOMINFO Badung and MBM Foundation. The research uses a type of qualitative research with descriptive methods. The analysis in this study uses collaborative governance theory. The findings of this study indicate that collaboration has been running quite well, although there are several problems such as the absence of regular meetings between stakeholders, DISKOMINFO Badung has not issued a Cooperation agreement letter, human resources for complaints management still have multiple functions, MBM Foundation has obstacles in building active participation of vulnerable groups, until now there have been no complaints from vulnerable groups, and between the two there is no monitoring and evaluation. The recommendations that can be given are to strengthen communication between DISKOMINFO Badung and the MBM Foundation through regular and effective channels, it is important to continue to evaluate collaboration in managing complaints from vulnerable groups, and the Badung Regency community for vulnerable groups is expected to participate more actively in the complaints channel that has been provided.
