Abstract

This article explores the dynamics of implementing slum management policies in Indonesia, aiming to contribute to sustainable development efforts. The background highlights the significance of addressing slum areas in achieving sustainable urban development goals. The research objective is to unveil the complexities and challenges encountered during the implementation of slum management policies. A qualitative research approach involving interviews, document analysis, and case studies was employed to gain insights into policy formulation, implementation strategies, and their impact on slum communities. The findings reveal the multifaceted nature of slum management, encompassing social, economic, and environmental dimensions. The study identifies the need for integrated and participatory approaches, improved coordination among stakeholders, and targeted interventions to foster sustainable development in slum areas. These findings contribute to the understanding of effective policy implementation and provide insights for policymakers, practitioners, and stakeholders involved in urban development and slum management in Indonesia.

policies that were adaptive, evidence-oriented, and institutionally sustainable, particularly in localities characterized by social vulnerability and latent network dynamics. Yet, empirically tested cross-ministerial implementation models at the sub-national level with explicit evaluation criteria remained understudied. Objective: This study examined the implementation of terrorism prevention through the Inter-Ministerial/Agency Synergy Programme in Bima City, West Nusa Tenggara, which had been designated as a vulnerability-based priority locus. The study analyzed the determinants associated with suboptimal implementation and formulated a context-sensitive implementation model. Methods: A descriptive qualitative design was employed. Data were collected through in-depth interviews, focus group discussions, field observation, and document review, and were validated through methodological triangulation. The analysis integrated implementation determinants policy substance, implementer behavior, network interaction, target-group participation, and resources—using Soft Systems Methodology (SSM) to translate the diagnostic findings into feasible improvements. Results: The findings indicated that interventions had remained generic; success standards and performance indicators had not been differentiated by target typology; network coordination had been weak and partially siloed; participation had varied across groups and perceived benefits; and resource and data governance had not yet supported evidence-based evaluation. Based on the SSM stages, the study formulated the SAKTI MARA model (Synergy between Ministries/Agencies Based on Radical Community Typology) to strengthen targeting, indicator design, and stratified resource allocation for local-level program implementation. Conclusion: The SAKTI MARA model provides a context-sensitive and adaptive implementation framework for strengthening typology-differentiated counter-terrorism prevention at the local level.

Abstract

The phenomenon occurring in regional government administration, especially the large budgets in regional financial management, has not yet been able to drive economic growth. Central Java Province, which is one of the provinces with the largest regional budget (APBD) in Indonesia, experiences the same situation with economic growth that is not significantly better compared to other provinces in Indonesia. Therefore, the aim of this research is to analyze the extent of the influence of regional financial performance on economic growth in Central Java Province. This study employs a mixed-method approach, with quantitative research conducted initially followed by qualitative research across 35 regencies/cities in Central Java and the province itself. The results of this study indicate that the influence of regional financial performance on economic growth in Central Java during the period 2017-2022 was 0.021285 or 2.1285%, for the period 2017-2019 before the COVID-19 pandemic it was 0.021300 or 2.13%, and for the period 2020-2022 during the COVID-19 pandemic it was 0.089764 or 8.9764%.
