Abstract

AbstrakMekanisme sistem dunia seperti yang diperkenalkan oleh Wallerstein, meletakkan harapan akan adanya kemakmuran dan kesejahteraan serta upaya survive dalam perkembangan dan kemajuan dunia adalah dengan mengikuti sistem dunia yang hadir melalui sistem pasar yang merupakan mekanisme terjadinya globalisasi di dunia. Desentralisasi dengan peletakkan kebijakan pada hak asasi dan partisipasi, akan memudahkan agen negara maju untuk melakukan hegemoni dan penetrasi ke wilayah pertahan terakhir negara-negara yang sedang berkembang seperti Indonesia, dikarenakan lemahnya posisi bargaining pada mekanisme tukar yang dalam konteks ekonomi berdiri pada modal dan investasi atas nama pembangunan. Upaya setiap daerah untuk mengejar pundi-pundi kesejahteraan dengan masuk dalam mekanisme global adalah sesuatu yang terlalu terburu-buru disebabkan kondisi ketidaksimbangan yang dialami daerah dalam mekanisme tersebut. Berbagai aturan, yang dalam konteks politik pemerintahan negara pasti akan menempatkan dirinya sebagai bagian yang diuntungkan menyebabkan negara-negara terkebelakang selalu tidak memiliki kemampuan untuk membargaining hasil produksinya melalui diplomasi yang ulet. Organisasi dunia merupakan alat bagi langgeng dan dominanya sebuah kekuatan terlepas bahwa ada sebagian kecil negara yang dapat menikmati hal tersebutmeskipun dalam waktu yang sementara. AbstractMechanism of the world system as introduced by Wallerstein, lay the hope of prosperity and welfare as well as efforts to survive and progress in the development of the world is to follow the present world system through the market system is the mechanism of the onset of globalization in the world. Decentralization by laying down the policy on human rights and participation, will allow agents to perform the hegemony of developed countries and penetration into the last defense that countries such as Indonesia is growing, due to a weak bargaining position in the exchange rate mechanism in the context of the economy and capital investment stood at over name of development. Any effort to pursue the welfare coffers to enter the global mechanism is something that too in a hurry due ketidaksimbangan conditions experienced in the area of such a mechanism.Various rules, which in the context of the political government of the country would have established itself as the beneficiary causes backward countries always lack the ability to membargaining its products through a tenacious diplomacy. World organization is a tool for lasting and dominanya a force notwithstanding that there is a small country that can benefit all the time while though.

Abstract

This research is about the implementation of livestock control program policies in Sigi Regency, Central Sulawesi Province. This type of research is descriptive, with the number of informants as many as 7 people, whose determination uses the Purposive technique. In addition, in the data collection technique in this study through observation, interviews, and documentation. With the method of data analysis with three steps, data condensation, data display, and conclusion drawing and verification. Based on the results of the study using the Edward III theory, it was concluded that the livestock control program policy in Sigi District, Central Sulawesi Province had not been carried out optimally. This is caused by several aspects that are still not working well, such as in the aspect of communication which shows that the distribution of all information related to policies to the community is still considered to be running less optimally. In the aspect of resources, it is also not going well because the number of policy implementers is still minimal, with relatively minimal human resources, of course it is very difficult to accommodate all livestock control activities in a number of sub-districts in Sigi Regency. In addition, the condition of the resources in the form of supporting facilities for Livestock Control activities is still considered to be inadequate. But besides that also in the other two aspects namely disposition and bureaucratic structure has been running quite well, where the implementers of the policy have a high commitment in carrying out their duties, implementing policies which in this case are the Civil Service Police Unit of Sigi Regency guided by clear regulations namely Perda Number 1 of 2017 concerning Animal Control, in the dissemination or distribution of responsibilities of this policy has also been running well and according to their respective duties and functions in implementing this policy.

Abstract

The research aims to analyze the Implementation of the Program Keluarga Harapan  for empowering beneficiary families   in Central Bungku sub-district, Morowali district. The research method used is descriptive qualitative method and data collection techniques by means of observation, interviews, and documentation. The main theory as the reference in this research was adopted from George C. Edward III with four dimension, namely communication, resources, disposition, and bureaucratic  structure. The selection of informants with a purposive technique. by following procedures namely data reduction, data presentation and conclusion (verification). The results showed that the Implementation of the Program keluarga Harapan for empowering beneficiary families in Bungku Tengah Subdistrict, Morowali District was not optimal, where from the Communication aspect, the PKH Implementer in Bungku Tengah Subdistrict, Morowali District had established communication between the parties, however socialization was not routinely carried out to StakeHolders, especially cross officials agencies that need that information. Where officials often change personnel because of the transfer of positions at a certain time, or when the distribution of information is carried out is unable to attend. From the aspect of resources (Resouces), PKH Human Resources (SDM) are sufficient in terms of quantity and capability and knowledge but have not yet been supported by the amount of sharing funds that should be provided by the Regional Government at least 5 (five) percent according to the Social Minister's circulation of PKH facilities and infrastructure. in Morowali district. As for the aspect of the Implementing Attitude, from the Loyalty side, the Commitment and honesty of the implementer in implementing the Family Hope Program has been carried out in accordance with the code of ethics established by the institution, and from the aspect of the Bureaucratic Structure. , also the distribution of authority and hierarchy has been running quite synergistically between the unit of government units involved.

Abstract

Pemilihan Umum (Pemilu) dan Pemilihan Kepala Daerah (Pilkada) merupakan inti dari demokrasi yang mengukuhkan kedaulatan rakyat. Implementasi kebijakan sosialisasi, pendidikan pemilih, dan partisipasi masyarakat oleh Komisi Pemilihan Umum (KPU) Kota Palu pada Pemilihan Walikota dan Wakil Walikota Palu Tahun 2020 menjadi fokus penelitian ini. Penelitian ini bertujuan untuk mengungkap bagaimana implementasi kebijakan tersebut berdasarkan konsep implementasi kebijakan Marilee S. Grindle yang mempertimbangkan aspek "content" (isi) dan "context" (kondisi lingkungan). Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data primer diperoleh melalui wawancara mendalam dengan berbagai pihak terkait di KPU Kota Palu dan data sekunder dari dokumen dan arsip terkait. Analisis data dilakukan dengan teknik pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun KPU Kota Palu telah melakukan upaya maksimal dalam sosialisasi dan pendidikan pemilih, partisipasi masyarakat dalam pemilihan hanya mencapai 63,06%, yang menunjukkan adanya tantangan dalam implementasi kebijakan tersebut. Faktor seperti pandemi COVID-19, alokasi sumber daya yang terbatas, dan keberagaman karakteristik masyarakat setempat mempengaruhi proses sosialisasi dan partisipasi. Kesimpulannya, implementasi kebijakan sosialisasi, pendidikan pemilih, dan partisipasi masyarakat memerlukan perhatian lebih terhadap koordinasi lintas instansi, peningkatan akses teknologi informasi, dan strategi yang lebih inklusif untuk meningkatkan efektivitasnya di masa depan.

Abstract

Penelitian ini mengevaluasi kebijakan sosialisasi pendidikan pemilih dan partisipasi masyarakat dalam Pemilihan Gubernur dan Wakil Gubernur Sulawesi Tengah 2020 di Kabupaten Parigi Moutong. Menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui observasi, wawancara, dan dokumentasi dari lima informan yang dipilih secara purposif. Evaluasi berdasarkan enam kriteria dari teori William N. Dunn: efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Hasilnya menunjukkan efektivitas kebijakan belum optimal karena kebijakan dan lingkungannya belum sepenuhnya diterima masyarakat. Responsivitas rendah karena persyaratan sulit dipenuhi masyarakat. Ketepatan kebijakan terhambat oleh kultur dan stigma tradisional yang menyebabkan kebijakan belum diterima sepenuhnya. Namun, efisiensi dianggap optimal karena usaha sosialisasi KPU sudah sesuai pedoman. Indikator kecukupan dan pemerataan juga optimal berkat sosialisasi daring, luring, dan media sosial oleh KPU Kabupaten.

Abstract

This research examines the Implementation of the Policy for Appointment and Dismissal of Village Officials at the Community and Village Empowerment Service of Pasangkayu Regency by studying the Appointment and Dismissal of Village Officials in Bulubonggu, Dapurang sub-District using George C. Edward III's policy implementation model which departs from the phenomenon of post-election appointment and dismissal of Village Apparatus. Village Heads simultaneously. The research method uses a qualitative descriptive approach and determines informants using purposive sampling. The research informants were the Head of Service and staff at the Postingkayu Regency Community and Village Empowerment Service Office, the Secretary of the Dapurang District Head, the Head of Bulubonggu Village, and the Chair of the BPD of Bulubonggu Village. Data collection uses observation, interviews and documentation. Data analysis uses Miles and Huberman's interactive model approach, namely data collection, data reduction, data presentation, and conclusion verification. The research results show that: (1) The Pasangkayu Regency Government has not carried out special outreach regarding policy material for the appointment and dismissal of village officials. (2) There is no budget specifically allocated to implement the policy on appointing and dismissing Village Officials. (3) There are no Standard Operating Procedures made in the form of Regent's Regulations which serve as a reference for implementers at the Village level. Based on the dimensions of policy implementation, the George C. Edward III model is an inseparable system, so if there are still things that are not fulfilled among these systems, it can be concluded that the implementation of the policy has not been effective.

Abstract

Jumlah mahasiswa ke suatu institusi sangat penting. Jika jumlah siswa bertambah, maka lembaga harus menyiapkan ruang kelas dan fasilitas yang dibutuhkan, bahkan guru dan lainnya. Begitu pula sebaliknya, akan terjadi sesuatu yang tidak kondusif bagi fasilitas dan tenaga kerja yang tersedia. Semua harus ditangani dengan bijaksana dan hati-hati. Tujuan dari penelitian ini adalah untuk memprediksi jumlah mahasiswa baru di tahun mendatang dan untuk dapat mengambil keputusan tentang jumlah mahasiswa baik dari segi sikap maupun tindakan ke depan. Metode exponential smoothing dan minimum square adalah metode yang mampu memprediksi data masa depan dengan melihat data masa lalu dan saat ini. Metode penghalusan eksponensial yang digunakan hanya menggunakan metode penghalusan eksponensial tunggal menggunakan bobot alfa (α) mulai dari 0,1 hingga 0,9

Abstract

This study aims to analyze the implementation of Rural and Urban Land and Building Tax (PBB-P2) collection in North Morowali Regency as an effort to optimize local revenue. A qualitative descriptive approach was applied, with data collected through observations, in-depth interviews, and document analysis. The findings reveal that policy implementation remains suboptimal. Communication with taxpayers is limited, as information dissemination is only conducted through village officials without direct community involvement. While physical resources are generally adequate, human resource shortages—particularly tax bailiffs and auditors—hinder legal enforcement procedures. The disposition of tax officers, including assignment and incentives, is in accordance with applicable regulations and has been effectively managed. The bureaucratic structure reflects essential characteristics, including Standard Operating Procedures (SOPs) and inter-agency coordination. Internal constraints include limited staff capacity and low tax competence, while external challenges involve a lack of taxpayer awareness. On the other hand, supporting factors include strong leadership, adequate infrastructure, and regulatory reinforcement through Regional Regulation No. 9 of 2023. The study recommends strengthening public communication and enhancing human resource competence to improve the effectiveness of PBB-P2 collection.

Abstract

Penelitian ini bertujuan menganalisis implementasi Peraturan Pemerintah Nomor 94 Tahun 2021 tentang Disiplin Pegawai Negeri Sipil di LPP TVRI Stasiun Sulawesi Tengah. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara mendalam, dan dokumentasi. Informan dipilih secara purposive, terdiri dari pejabat struktural dan staf yang terkait langsung dengan pelaksanaan kebijakan. Analisis data mengikuti model Miles & Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan, disertai triangulasi untuk validitas. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum optimal. Komunikasi dilakukan secara informal tanpa sosialisasi menyeluruh, sehingga pemahaman pegawai terhadap peraturan masih rendah. Sumber daya fisik memadai, namun pelaksana kebijakan terbatas dan kurangnya ketegasan pimpinan menjadi hambatan. Sikap pelaksana belum sepenuhnya mendukung, ditunjukkan oleh resistensi terhadap penegakan disiplin. Struktur birokrasi telah membentuk Satuan Tugas Penegakan Disiplin, namun belum berfungsi maksimal akibat belum adanya SOP formal dan lemahnya pengaruh terhadap budaya kerja pegawai. Kesimpulannya, pelaksanaan kebijakan disiplin menghadapi berbagai kendala, mulai dari komunikasi internal, keterbatasan sumber daya manusia, lemahnya komitmen pimpinan, hingga ketiadaan SOP. Oleh karena itu, diperlukan sosialisasi formal, penguatan peran pimpinan, serta penyusunan SOP sebagai panduan pelaksanaan.

Abstract

This study aims to understand how the village fund allocation is managed in Timbong Village, Central Banggai Subdistrict, Banggai Laut Regency. The research utilizes George R. Terry's theory, which divides management into four basic functions: planning, organizing, actuating, and controlling. A qualitative approach with a descriptive type is employed in this study. Data collection techniques include observation, interviews, and documentation, with the selection of seven informants chosen purposively. The findings indicate that the management of village fund allocation in Timbong Village, Central Banggai Subdistrict, Banggai Laut Regency, is hindered by insufficient communication among the village government, the Village Consultative Body (VCB), and the community, resulting in incomplete oversight by the Village Consultative Body and the community.
