Abstract

This paper elaborates the issue of agricultural resources management processes based on local institution called pa’totiboyongan in the Village of Ballatumuka, Mamasa. This research employs a power analysis framework to analyze the management processes in distributing agricultural resources. In a practical level, the agricultural resource management processes have involved various actors who have different roles and interests. These different roles and interests reveal the patterns of power relations among the actors in forms of conflct, resistance, persuasion, and collaboration. Furthermore, the inflence of power relations among the actors on preserving the existence of pa’totiboyongan is clearly apparent. The result shows that the agricultural resources management processes are based on three important aspects: economics, ecological, and social-culture of  society.

Abstract

Indonesia is known as an agricultural country that rich in agricultural resources. Talking about agrarian problems, can not be separated from the study of the agrarian tenure systems, especially land. During the past years, known as one of the land tenure system is communal tenure systems. In a village located in the province of Central Java, Ngandagan Village, such mastery system is also available and applied. To be interesting to analyzed when communal land tenure system is transformed into a tenure system that contains the values of innovation tenure in Ngandagan Village, through the role of a village leader. This paper aims to review and analyze the current context Ngandagan village conditions. Review and analysis are based on two bookswhich telling abaut past condition and contemporary condition of Ngandagan village. In particular, this report is organized to identify and analyze some of the main things that happened in the village of Ngandagan, namely: agrarian change, the situation or circumstances behind the change in the agrarian, the agent who plays a role in the agrarian change, kind of impact arising from the agrarian change to the distribution of land ownership and to the socio-economic aspects of society. The agrarian changes related to the control system of agrarian resources and agrarian relationship.Soemotirto headman is someone who leads a government organization in Ngandagan, has been successfully using its strengths as a headman to make a few changes in the village. The impact of a agrarian change in Ngandagan can be viewed from two aspects, namely the impact on the distribution of land ownership and the impact on socio - economic aspects. The impacts make equity of access to the resources,remove of exploitative agrarian relationship and makethe increase of economic conditions with an increased level of well-being and more evenly.

Abstract

The purpose of this study was to analyze the satisfaction of service quality at the Department of Population and Civil Registry of Bengkalis Regency. The research carried out is a descriptive qualitative study, in which the researchers not only distribute questionnaires but also conduct in-depth interviews with the heads of related units at the Bengkalis Regency Population and Civil Registry Office. In general, all the 14 assessment indicators got an average score of 72.4 which means good. While the service element that gets the highest score is service procedure of 3.24, and the lowest is service security. This study provides an overview that can be used by the Department of Population and Civil Registry of Bengkalis Regency to evaluate all units related to community services. Community satisfaction in this study uses the Community Satisfaction Index (CSI) and the Importance Performance Analysis (IPA) which has been published by the Ministry of Administrative Reform through the Decree of the Minister of State Apparatus Empowerment Number: KEP/25/M.PAN/2/2004. The method used in this research is Servqual, Importance Performance Analysis (IPA), and Customer Satisfaction Index (CSI) with 200 respondents selected by convenience technique.  In general, the value obtained by the Department of Population and Civil Registry of Bengkalis Regency using the Community Satisfaction Index is 2,896 x 25 = 72.4. This means that the performance of the service unit of the Department of Population and Civil Registry of Bengkalis Regency is in service quality "B" with the category "Good".

Abstract

PT Penjuru Wisata Negeri Cabang Bengkalis merupakan salah satu biro penyelenggara umrah yang ada di Kabupaten Bengkalis yang mengutamakan proses pembinaannya kepada seluruh jamaah melalui penyampaian materi dakwah, agar ketika keberangkatan menunaikan ibadah umrah, jamaah betul-betul paham dan mengetahui hal-hal yang harus dilakukan dan dilarang ketika ditanah suci, sehingga ketika jamaah pulang ketanah air selesai menunaikan ibadah umrah mereka bisa menjadi lebih baik lagi dalam hubungan dengan sang pencipta dan hubungan kepada sesama manusia, kemudian menjadikan hidupnya lebih baik dari sebelumnya. Penelitian ini bertujuan untuk mengetahui proses pembinaan jamaah umrah di PT Penjuru Wisata Negeri Cabang Bengkalis dan untuk mengetahui proses penyampaian materi dakwah dalam pembinaan jamaah umrah di PT Penjuru Wisata Negeri Cabang Bengkalis. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan analisis data kualitatif, sumber data yang digunakan yaitu data primer dan data sekunder dan teknik pengumpulan data dengan teknik wawancara. Hasil dalam penelitian ini adalah proses pembinaan jamaah umrah PT Penjuru Wisata Negeri Cabang Bengkalis yang dimulai dari saat jamaah belum mendaftar, karna para pengurus dan ustadz selalu mensosialisasikan tentang lima pasti umrah yaitu pasti travelnya, pasti jadwalnya, pasti terbangnya, pasti hotelnya, pasti visanya, agar masyarakat khususnya di Bengkalis jangan sampai ada jamaah yang gagal berangkat serta tidak diberikan pembinaan secara baik. Para ustadz yang ada di PT Penjuru Wisata Negeri Cabang Bengkalis selalu menjelaskan bahwa yang efektif adalah yang terbangnya tidak banyak transit ke beberapa Negara lain. Materi dakwah dalam pembinaan jamaah umrah di PT Penjuru Wisata Negeri Cabang Bengkalis yaitu materi dakwah ketika di tanah air berupa tentang aqidah (syarat dan rukun umrah) dan manasik umrah, materi dakwah ketika di tanah suci berupa ibadah (fadilah atau keutamaan umrah), pelaksanaan umrah dan tempat-tempat mustajab, kemudian materi dakwah setelah pulang umrah yaitu perubahan akhlak (perilaku diri sendiri) dan muamalah (perilaku kehidupan sosial masyarakat).

Abstract

Sektor pariwisata merupakan salah satu sektor penting yang termaktub dalam agenda pembangunan nasional. Sektor ini memainkan peran tersendiri dalam menyumbang pendapatan negara. Dewasa ini, tren pariwisata cenderung merujuk pada minat terhadap wisata yang berbasiskan pada keunikan nuansa pedesaan. Salah satu keunikan tersebut terletak pada segi budaya dan nilai-nilai kearifan lokal. Oleh karena itulah, penelitian ini mengkaji tentang bagaimana relasi yang tercipta dalam upaya untuk mengembangkan desa wisata berbasis budaya. Penelitian mengenai relasi aktor dalam pengembangan desa wisata berbasis budaya bertujuan untuk mengetahui secara mendalam tentang pola relasi dan peranan aktor, serta strategi dalam upaya mengembangkan desa wisata berbasis budaya di Kampung Zapin, Meskom, Bengkalis. Penelitian ini mengggunakan pendekatan deskriptif kualitatif. Keseluruhan data dan informasi yang dikumpulkan dalam penelitian ini diperoleh dengan teknik wawancara mendalam, observasi, dan dokumentasi. Kajian tentang relasi aktor dalam pengembangan desa wisata berbasis budaya di Kampung Zapin Meskom menemukan bahwa para aktor yang terlibat terdiri dari aktor internal dan aktor eksternal. Masing-masing aktor memiliki peran dan kepentingan yang berbeda namun saling beririsan satu dengan lainnya. Penelitian ini juga menemukan bahwa strategi untuk mengembangkan desa wisata berbasis budaya dapat dilakukan dengan cara optimalisasi kekuatan, pemanfaatan peluang, kekuatan untuk menghindari ancaman, serta meminimalkan kelemahan dan menghindari ancaman.

Abstract

Tourism is a critical driver of economic growth, with rising demand for rural destinations grounded in cultural heritage. This study analyses actor relations in the development of culture-based tourism villages, using Kampung Zapin, Meskom, Bengkalis as a case. A qualitative descriptive design was employed, combining participant observation, and document analysis. Data were coded thematically to identify patterns of interaction, stakeholder roles, and governance strategies. Results show that internal actors, local communities and village administrations interact with external actors, including government agencies and tourism organizations, through overlapping yet complementary roles. Collaborative efforts focus on optimizing resources, seizing market opportunities, and addressing weaknesses. These findings highlight a governance strategy that integrates local strengths, namely kampung zapin, as a Malay tradition and custom, with institutional support, and offers a replicable model for visiting culture-based tourism villages. Zapin, as part of Malay culture, has proven to attract both national and international tourism. This research contributes to the literature on tourism governance and provides policy insights for enhancing rural tourism competitiveness in Indonesia and beyond.
