Abstract

This paper discusses the implementation of Field Work Practices (PKL) at the TPI Class II Immigration Office behind the desert. The street vendors succeeded in providing opportunities for cadets to observe and understand the mechanisms and constraints in various sections of the Immigration Office. Problems identified include the efficiency of passport collection, the effectiveness of passport applicant complaints, violations of residence permits for foreigners, and procurement of goods for the Immigration Office. However, through cooperation between officers, these problems can be overcome, so that the best service is still provided to Indonesian citizens and foreigners in Indonesia.

Abstract

This research aims to enhance the quality of M-Passport services through a netnographic analysis of user comments on Instagram of the Karawang Non-TPI Class I Immigration Office. This qualitative study collected data from online user interactions, analyzed using the concept of e-government maturity. The method used in this research was qualitative netnography to explore user experiences and identify challenges encountered. The findings indicate that there are various challenges within the M-Passport application that affect user satisfaction, particularly at the transaction stage, primarily related to technical and administrative processes. Penelitian ini bertujuan untuk meningkatkan kualitas layanan M-Paspor melalui analisis netnografi terhadap komentar pengguna di Instagram Kantor Imigrasi Kelas I Non TPI Karawang. Penelitian kualitatif ini mengumpulkan data dari interaksi online pengguna yang dianalisis menggunakan konsep kematangan e-government. Metode yang digunakan dalam penelitian ini adalah kualitatif netnografi untuk mendalami pengalaman pengguna dan identifikasi kendala yang dihadapi. Hasil penelitian menunjukkan bahwa terdapat beragam kendala pada aplikasi M-Paspor yang mempengaruhi kepuasan pengguna terutama pada tahap transact, umumnya kendala yang ditemukan berkaitan dengan proses teknis dan administratif.

Abstract

This study examines administrative innovations in immigration services, including e-visa systems, biometric-based autogates, online queue management, and foreigner monitoring dashboards. The findings reveal that these innovations improve service speed, transparency, accountability, and public satisfaction. However, challenges such as limited human resource competencies, ICT infrastructure gaps, data security concerns, and bureaucratic resistance hinder implementation. The study also compares best practices from several advanced countries as references for reform. Recommendations focus on strengthening human resources, infrastructure, data security, and change management to sustain digital transformation in immigration services. Further research is suggested to explore socio-economic impacts and emerging technologies in the context of immigration service delivery.

Abstract

The Border Crossings of Indonesia (PLBN) Skouw is one of the main gateways of Indonesia that shares a direct border with Papua New Guinea. To uphold the functions of supervision and maintain national security, the Directorate General of Immigration implements the Border Control Management (BCM) system as the primary instrument in immigration checks. This study aims to evaluate the effectiveness of BCM usage at PLBN Skouw in the context of immigration functions, namely the supervision of foreigners and guarding against cross-border threats. The method used is qualitative descriptive with a documentary study approach and regulatory analysis, supported by secondary data from relevant agency reports. The research results show that the BCM system has supported the efficiency of the inspection and monitoring process of border crossers through the integration of biometric data and facial recognition systems. However, challenges were found in network infrastructure, human resource readiness, as well as the use of unofficial routes by local communities. Therefore, it is necessary to enhance technical capacity, socialize with border communities, and strengthen inter-agency synergy in order to optimize the function of BCM as the main instrument for monitoring and protecting national sovereignty.
