Abstract

This research aims to determine the optimization of irrigation management services carried out by the Water Resources Coordinator for the Glenmore region through the regional interpreter with HIPPA for the Tegalsari region. Research conducted at the Glenmore regional Water Resources Coordinator used a qualitative descriptive approach. The data collection techniques used were direct observation, in-depth interviews and secondary sources (documents, theses, journals). From the survey that has been carried out, the research results show that irrigation management services in the Tegalsari area carried out by Juru together with HIPPA in the Tegalsari area are less than optimal. The Tegalsari area is included in the work area of ​​the Glenmore regional air resources coordinator which is in the downstream area and has quite extensive raw rice fields but the water supply in the area is inadequate, causing a shortage in air demand. Apart from that, the results of this research found that the large area of ​​Tegalsari causes irrigation management services to be not optimal, and the distribution of water discharge in farmers' fields is not timely. In conditions like this it is very important to manage air sources and irrigation water distribution systems. KORSDA through the HIPPA joint interpreter and farmers in the Tegalsari area need to hold regular meetings for socialization and coordination regarding irrigation management and drawing up plans for the distribution of needed irrigation water. The water mill system is one way to distribute irrigation water.

Abstract

This research discusses how the communication strategy implemented by the Grogol Village Government in running the Smart Village application program as a form of digital-based public service innovation. The background of this research departs from the importance of utilizing information technology to improve the quality of community services at the village level. This application is expected to simplify the administrative process, as well as provide faster and more efficient access to services for residents. However, its implementation in the field still faces various obstacles, such as the lack of public understanding of digital technology, limited supporting facilities, and a strong conventional service culture. This research was conducted using a descriptive qualitative approach and relied on data collection methods in the form of observation, in-depth interviews, and documentation. The results show that the communication strategy implemented by the village government reflects the five main elements of communication according to Harold Lasswell, namely: who conveys (communicator), what is conveyed (message), through what channel (media), to whom (message receiver), and what impact is caused (effect). Although various forms of socialization have been carried out, the effectiveness of communication has not fully reached all elements of society. Therefore, a more effective communication strategy is needed that actively involves the community, and is in line with social conditions and digital capabilities and digital capabilities of villagers. Increasing digital literacy and providing adequate infrastructure are important supporting factors for the success and sustainability of the Smart Kampung application so that it can be maximally utilized.

Abstract

The governance of craft-based tourism villages requires adaptive leadership that simultaneously motivates artisans, drives innovation, and secures resources under fiscal volatility. Previous research has examined village head leadership roles in isolation, without integrating Sondang P. Siagian’s three functions in a context of sudden budget reprioritisation and external resource mobilisation for bamboo craft tourism. This study aims to analyse how the Gintangan Village Head enacts the motivator, innovator, and facilitator roles and utilises Corporate Social Responsibility (CSR) funding to offset a village budget reduction, thereby developing a new adaptive facilitation framework. A qualitative case study approach was employed, involving in-depth interviews with the village head, the Tourism Awareness Group chairperson, and fifteen artisans, complemented by participatory observation and document analysis. Results indicate that the innovator role, epitomised by the Gintangan Bamboo Festival, strongly enhances destination branding; however, the motivator role is undermined by information asymmetry that excludes independent artisans, and the facilitator role creatively channels CSR to sustain infrastructure development. The study concludes that inclusive communication systems, formalised CSR partnerships, and off-peak tourism programming are essential for equitable benefit distribution and long-term resilience of village tourism governance.
