Abstract

Services provided to the public (community) with good ethics will bring satisfaction to service users. Public service ethics is one of the elements that greatly determines the satisfaction of the public served as well as the success of the public service organization itself. The purpose of this study was to determine the effect of public service ethics on community satisfaction in Pau Village, Manggarai Regency. This research was conducted using a quantitative research method which aims to determine the effect of public service ethics (variable X) on community satisfaction (variable Y) in Pau Village, Manggarai Regency using a correlation approach. The primary data of this study are the people of Pau Village with a sampling of 100 respondents. The results showed that public service ethics had a positive and significant effect on community satisfaction in Pau Village with an R2 result of 0.780, this means that community satisfaction was influenced by public service ethics by 78%. The results of simple linear regression calculations show that every 1% increase in the public service ethics of Pau Village, Manggarai Regency, will increase community satisfaction by 57.2%. Based on the results of the significance test, the tcount of 18.614 is greater than the ttable (1.987) with a significance level of 0.000, this shows that public service ethics has a positive and significant effect on community satisfaction in Pau Village, Manggarai Regency.

Abstract

The purpose of this study was to determine the performance of the Social Service in handling elderly people with disabilities through the District Social Welfare Worker (TKSK) program in Denpasar city. This research uses qualitative research with a descriptive approach. The data sources used are primary and secondary data sources. The results showed that the Denpasar City Social Service in handling elderly people with disabilities through the District Social Welfare Worker (TKSK) program was declared not optimal by referring to the following 5 indicators (1) productivity indicators that are not optimal due to lack of quantity of human resources and limited budget, (2) indicators of service quality, responsiveness, responsiveness of the Denpasar City Social Service which can be said to be optimal, (3) accountability indicators which are said to be not optimal and require transparency through publications related to funding to the public. Suggestions for the Denpasar City Social Service can overcome indicators that are not optimal in a way that human resources can be added so that the quality of service can run optimally while for budget problems it can make budget refocusing and in making transparency of budget accountability reports to the public in the form of LkjiP can be accessed by the public so that the public can monitor the amount of budget used in the District Social Welfare Worker (TKSK) program this is done so that the performance of the Denpasar City Social Service can run optimally. Abstrak Tujuan penelitian ini untuk mengetahui kinerja Dinas Sosial dalam menangani penyandang disabilitas lanjut usia melalui program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) di kota Denpasar. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Sumber data yang digunakan adalah sumber data primer dan sekunder. Hasil penelitian menunjukkan bahwa Dinas Sosial Kota Denpasar dalam menangani penyandang disabilitas lanjut usia melalui program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) dinyatakan belum optimal dengan merujuk pada 5 indikator berikut (1) indikator produktivitas yang belum optimal karena kekurangan kuantitas SDM dan terbatasnya anggaran, (2) indikator kualitas layanan, responsivitas, responsibilitas Dinas Sosial kota Denpasar yang dapat dikatakan optimal, (3) indikator akuntabilitas yang dikatakan belum optimal dan memerlukan transparansi melalui publikasi terkait dengan pendanaan kepada masyarakat. Saran pada Dinas sosial Kota Denpasar dapat mengatasi indikator yang belum optimal dengan cara pada SDM agar dapat ditambah sehingga kualitas pelayanan dapat berjalan optimal sedangkan untuk permasalahan anggaran dapat membuat refocusing anggaran dan dalam melakukan transparansi laporan pertanggung jawaban anggaran kepada masyarakat dalam bentuk LkjiP dapat diakses oleh masyarakat sehingga masyarakat dapat memantau jumlah anggaran yang dipakai dalam program Tenaga Kesejahteraan Sosial Kecamatan (TKSK) hal ini dilakukan agar kinerja Dinas Sosial Kota Denpasar dapat berjalan secara optimal. Abstract

The main objective of the Bolsa da Mae Jerasaun Foun Program (New Generation Scholarship Program) is to reduce poverty, reduce malnutrition and food shortages as well as strengthen the household economy, and improve the quality of Human Resources (HR), especially in poor community groups. The informants for this research consisted of 1) the Social Security Institute, 2) the main director of Social Solidarity, 3) pregnant women who were recipients of the Bolsa da Mãe program. Data collection techniques were carried out by conducting interviews and observations. The data analysis technique used was qualitative research with a descriptive approach. The results of this research indicate that the implementation of the Bolsa da Mae Jerasaun Foun Program (New Generation Scholarship recipients) has been running well. The Bolsa da Mae Jerasaun Foun (New Generation Scholarship recipients) program can run effectively and can help eradicate existing poverty. This is one of the important factors that can also influence the current level of poverty. The Bolsa da Mae Jerasaun Foun program (New Generation Scholarship recipients) is rightly targeted at recipients who really need it. Abstrak Tujuan utama dari Program Bolsa da Mae Jerasaun Foun (Program beasiswa generasi baru) adalah untuk mengurangi kemiskinan, pengurangan kekurangan gizi dan kekurangan pangan serta penguatan ekonomi rumah tangga, dan meningkatkan kualitas Sumber Daya Manusia (SDM) terutama pada kelompok masyarakat miskin. Informan penelitian ini terdiri dari 1) Lembaga Jaminan Sosial, 2) Direktur utama Solidaritas Sosial, 3) Ibu hamil penerima progam Bolsa da Mãe. Teknik pengumpulan data dilakukan dengan melakukan wawancara dan observasi. Teknik analisis data yang dilakukan adalah penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukkan bahwa pelaksanaan program Efektivitas Program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru sudah berjalan dengan baik. program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru) dapat berjalan dengan efektif maka dapat membantu dalam memberantas kemiskinan yang ada. Ini merupakan salah satu faktor penting yang juga dapat mempengaruhi tingkat kemiskinan yang ada saat ini. Dari program Bolsa da Mae Jerasaun Foun (penerima Beasiswa Generasi Baru) sudah tepat sasaran kepada penerima yang benar-benar membutuhkan. Kata Kunci: Efektivitas, Program Bolsa Da Mae Jerasaun Foun

Abstract

Digital government transformation in bureaucracy can improve interaction between government and society, simplifying two-way communication so as to increase public efficiency. The Precision National SIM Service (SINAR) is a technological breakthrough in the industrial revolution 4.0 amidst the Covid-19 pandemic. This service is national, so that all SIM Administration Units (SATPAS) in Indonesia can implement this innovation. This research uses a qualitative approach. Using Primary and Secondary data sources. This research used a purposive sampling technique. The Driving License Administration Organizing Unit (SATPAS) plays a role in providing services to the community in terms of driving license services. The indicators contained in the theory of Public Service Quality proposed by Fitzsimmons in Zaenal Mukarom & Muhibidin (2015), namely: (1) physical evidence (tangible) (2) reliability (3) response (responsiveness) (4) guarantee (assurance) and (5) empathy (empathy) Based on the results of research regarding the quality of SIM extension services in the National Police Traffic Corps Digital application through the National Precision SIM (SINAR) service feature at the Denpasar Police Station, it is not fully running optimally, so it requires improvements in terms of service applications . Abstrak Transformasi digital government dalam birokrasi dapat meningkatkan interaksi antar pemerintah dan masyarakat, menyederhanakan komunikasi dua arah sehingga agar dapat meningkatkan efisiensi publik. Layanan SIM Nasional Presisi (SINAR) merupakan terobosan teknologi revolusi industry 4.0 ditengah pandemic Covid-19. Layanan ini bersifat nasional, sehingga seluruh Satuan Penyelenggara Administrasi SIM (SATPAS) yang ada di Indonesia dapat menerapkan inovasi iniPenelitian ini menggunakan pendekatan kualititatif. Menggunakan sumber data Primer dan Sekunder. Dalam penelitian ini menggunakan teknik purposive sampling. Satuan Penyelenggara Administrasi Surat Izin Mengemudi (SATPAS) berperan dalam pelaksanaan pemberian pelayanan kepada masyarakat dalam hal pelayanan SIM. Adapun indikator yang terdapat dalam teori Kualitas Pelayanan Publik yang dikemukakan oleh Fitzsimmons dalam Zaenal Mukarom & Muhibidin (2015), yaitu: (1) bukti fisik (tangible) (2) kehandalan (reliability) (3) tanggapan (responsiveness) (4) jaminan (assurance) serta (5) empati (empathy)Berdasarkan dari hasil penelitian terkait kualitas pelayanan perpanjangan SIM dalam aplikasi Digital Korlantas Polri melalui fitur layanan SIM Nasional Presisi (SINAR) di Polresta Denpasar belum sepenuhnya berjalan dengan optimal, sehingga membutuhkan peningkatan dari segi aplikasi layanan. Abstract

The Single Roof Administration System for Residential Homes or commonly called Samsat Kerti is a service activity in the context of fulfilling the community's obligations in fulfilling its tax obligations. Socialization of the Samsat Kerti service began to be implemented in December 2019. However, it was only implemented in 2020. This service is carried out on an ongoing basis. take the ball to people's homes as taxpayers. Samsat Services to Residential Homes are implemented to meet the target of motor vehicle tax payment arrears. Samsat Gianyar as a government institution which has the main task in the field of taxation, is very important to approach the community in order to provide effective and efficient services. So that the existence of Samsat Kerti services can increase taxpayer compliance. This research aims to determine the effectiveness of Samsat services to residential homes in increasing taxpayer compliance at the Gianyar Samsat Office. This research uses descriptive qualitative methods with data collection techniques in the form of observation, interviews and documentation. The results of this research show that Samsat Kerti services have been running effectively and efficiently. This can be seen from several indicators used, such as productivity, efficiency, satisfaction, adaptation and development which has gone very well and has had a positive impact on society. AbstrakSistem Administrasi Manunggal Satu Atap Ke Rumah Tinggal atau biasa disebut Samsat Kerti merupakan suatu kegiatan pelayanan dalam rangka pemenuhan kewajiban masyarakat dalam memenuhi kewajiban perpajakannya, sosialisasi pelayanan Samsat Kerti mulai dilaksanakan pada bulan desember tahun 2019. Namun, baru terlaksana tahun 2020. Pelayanan tersebut dilakukan secara jemput bola ke rumah-rumah masyarakat sebagai wajib pajak. Pelayanan Samsat Ke Rumah Tinggal dilaksanakan untuk memenuhi target sasaran tunggakan pembayaran pajak kendaraan bermotor. Samsat Gianyar sebagai lembaga pemerintah yang memiliki tugas pokok dibidang perpajakan, sangat penting melakukan pendekatan ke masyarakat guna memberikan pelayanan yang efektif serta efisien. Sehingga dengan adanya pelayanan Samsat Kerti mampu meningkatkan kepatuhan wajib pajak. Penelitian ini bertujuan untuk mengetahui efektivitas pelayanan samsat ke rumah tinggal dalam meningkatkan kepatuhan wajib pajak di Kantor Samsat Gianyar. Penelitian ini menggunakan metode kualitatif deskriptif dengan Teknik pengumpulan data berupa observasi, wawancara, serta dokumentasi. Adapun hasil dari penelitian ini menunjukkan pelayanan Samsat kerti sudah berjalan secara efektif dan efisien. Hal ini dapat dilihat dari beberapa indikator yang digunakan, seperti produktivitas, efisiensi, kepuasan, adaptasi dan perkembangan sudah berjalan dengan sangat baik dan memberikan dampak yang positif terhadap masyarakat. Abstract

This research aims to find out the extent of implementationCollaborative Governance Based on Pentahelix in Sustainable Tourism Village Development (Case Study: Taro Tourism Village, Tegallalang District, Gianyar Regency). In this research, the author used a qualitative research method with a descriptive approach. The analysis in this research is based on success measurement theory collaborative governance according to DeSeve in Sudarmo, (2011). The results of the research findings show that collaboration between pentahelix actors, namely government, academics, community, business and media has gone quite well, but there are still several things that are problems, such as limitations in resource utilization. There are limited human resources in exploring potential in the tourism sector and the marketing methods used in developing tourist villages are still less than optimal. The recommendations that can be given are from government actors who are expected to further intensify pentahelix collaboration to continue increasing human resource potential. There is a need for synergy in developing promotion-related innovations to improve sustainable marketing of the Taro Tourism Village. Striving for the sustainability of tourist villages by strengthening and representing them tagline Taro Tourism Village is "An Eco-Spiritual Destination” in every tourism village program. Abstrak Penelitian ini bertujuan guna mengetahui sejauh mana pelaksanaan Collaborative Governance Berbasis Pentahelix dalam Pengembangan Desa Wisata Berkelanjutan (Studi Kasus: Desa Wisata Taro, Kecamatan Tegallalang, Kabupaten Gianyar). Dalam penelitian ini, penulis menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Analisis pada penelitian ini berdasarkan teori ukuran keberhasilan collaborative governance menurut DeSeve dalam Sudarmo, (2011). Hasil temuan penelitian menunjukan bahwa kolaborasi antar aktor pentahelix yakni pemerintah, akademisi, komunitas, bisnis dan media sudah berjalan sukup baik, namun masih terdapat beberapa hal yang menjadi permasalahan seperti masih adanya keterbatasan akan pemanfaatan sumber daya. Adanya keterbatasan sumber daya manusia dalam menggali potensi dalam pada bidang pariwisata serta masih kurang optimalnya metode pemasaran yang dilakukan dalam pengembangan desa wisata. Adapun rekomendasi yang dapat diberikan yakni dari aktor pemerintah diharapkan lebih mengencarkan kembali kolaborasi pentahelix untuk tetap meningkatkan potensi sumber daya manusia. Diperlukan adanya sinergitas dalam membangun inovasi terkait promosi guna meningkatkan kembali pemasaran Desa Wisata Taro yang berkelanjutan. Mengupayakan keberlanjutan desa wisata dengan memperkuat dan merepresentasikan tagline Desa Wisata Taro yakni “An Eco-Spiritual Destination” dalam setiap program-program desa wisata. Abstract

This study aims to determine the implementation of Collaborative Governance in addressing violence against women and children in Denpasar City. The research method used is a qualitative descriptive method where data is collected directly through direct observation, interviews, and documentation. The findings are analyzed using Ansell and Gash's theory. The findings indicate that the collaboration has been implemented well. This can be seen from the meetings or face-to-face dialogues among stakeholders to discuss, the mutual trust among stakeholders in handling cases, the commitment and concern for each other, the same understanding and alignment among stakeholders, and this collaboration has been successful in handling cases and producing positive impacts for the victims. However, there is still a need for improvement and optimization in the institutional design and shared understanding indicators. There is a need to establish MoU in implementing the collaboration and to disseminate information widely to the public. Abstrak Penelitian ini bertujuan untuk mengetahui penerapan Collaborative Governance dalam menangulangi kekerasan Perempuan dan Anak di Kota Denpasar. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dimana data diambil langsung melalui kegiatan observasi langsung, wawancara dan dokumentasi. Analisis temuan menggunakan teori Ansell and Gash. Hasil temuan menunjukan bahwa penerapan kolaborasi sudah terlaksana dengan baik. Hal ini dapat dilihat dari telah dilakukannya pertemuan atau dialog tatap muka antar stakeholder untuk melakukan diskusi, adanya rasa saling percaya antar stakeholder dalam menangani kasus, adanya komitmen dan rasa kepedulian satu sama lain, terdapat pemahaman yang sama dan selaras anatar stakeholder dan kolaborasi ini telah berhasil dalam menangani kasuu dan menghasilkan dampak yang positif bagi para korban namun masih perlu adanya peningkatan dan pengoptimalan  pada indikator institusional design dan share understanding. Maka dari itu perlu adanya pembuatan MoU dalam melaksanakan kolaborasi tersebut, perlu penyebaran informasi secara masif kepada masyarakat serta mengadakan lebih bnayak pelatihan kepada aktivis dan masyarakat Kata kunci : Collaborative Governance, Kekerasan dan Perempuan dan Anak.
