Abstract

Administration is an important part of doing business for both small and large businesses, including export and import business. CV. Donya Drop Daruet is one of the exporters and importers in Banda Aceh. The routine of this company experienced challenges during the Covid-19 Pandemic. This research uses qualitative research with observation data collection methods, interviews and supported by secondary data. The administrative pattern did not change significantly. However, there were changes to the technical implementation. The findings of this study have occurred that since the pandemic era, there have been technical changes in the implementation of export and import activities which were previously implemented in Aceh Province through Sultan Iskandar Muda Airport and export-import doers acting for and on their own behalf, but since the pandemic era, consolidator services and implementation processes were needed must be done through the Port of Belawan, North Sumatra. The changes in administrative patterns and the impact of the Covid-19 pandemic can be minimized if Aceh Government can maximize export-import services at loading ports in Aceh Province

Abstract

Banda Aceh is the provincial capital of Aceh and has been declared as an economic mobility and education center. This period was marked by the establishment of several public and private schools, as well as public and private universities. Education is a process of learning that aims to develop a generation to be more reliable and capable. Facilities and infrastructure are critical components of education. An essential educational facility for both students and educators is the library. As a public institution, the library must comply with applicable rules and regulations namely UU No. 25 of 2009. The purpose of this study is to establish public services at the UIN Ar-Raniry and USK libraries. This research employs a qualitative approach. The findings indicated that the two libraries were extremely capable of providing services to these public institutions. Numerous supporting aspects contribute to the creation of satisfactory service. Additionally, there are various obstacles to the implementation of public services. Minor errors that occur in each institution are a constant source of progress that must be developed over time. This study concludes that public services provided to UIN Ar-Raniry and USK libraries have begun to show results in compliance with UU No. 25 of 2009. However, further efforts are required on the side of the library's internal and external stakeholders to ensure that the implementation of future services sincerely achieves the law's standardization

Abstract

Tujuan dari penelitian ini untuk mengkaji dampak impelementasi kebijakan mengenai Lembaga Keuangan Syariah di Aceh terhadap pelaku bisnis ekspor dan impor. Metodologi yang digunakan pada penelitian ini adalah jenis penelitian kualitatif dengan metode fenomenologi dengan desain penelitian studi kasus deskriptif. Penelitian ini menggunakan sumber data primer melalui observasi dan wawancara kepada para pelaku ekspor dan impor, pengusaha forwarder kapal serta penanggungjawab perdagangan luar negeri dari Dinas Perindustrian dan Perdagangan Provinsi Aceh. Sumber data sekunder yang digunakan adalah buku-buku referensi dan jurnal nasional maupun internasional yang sesuai dengan fokus penelitian. Hasil dari penelitian ini menjelaskan bahwa perlu adanya tindakan yang jelas dan terukur dari Pemerintah untuk mengantisipasi berbagai keterbatasan yang terjadi sebagai dampak dari penerapan Qanun ini, terutama dalam hal sarana dan fasilitas yang mendukung penerapan hukum. Keterbatasan ini juga disebabkan oleh adanya kebijakan merger tiga Bank Syariah di Indonesia (BNI Syariah, BSM dan BRI Syariah) menjadi Bank Syariah Indonesia. Keterbatasan dalam hal layanan transfer antar negara, pencairan L/C untuk kegiatan ekspor impor serta layanan perbankan berupa fasilitas pinjaman juga dibicarakan. Berbagai kendala yang terjadi ini disebabkan ketentuan hukum yang ingin diterapkan tidak sesuai dengan sistem hukum nasional, sehingga Pemerintah Pusat harus menambah keluasan otonomi secara khusus bagi Aceh serta memenuhi sarana dan fasilitas yang dibutuhkan untuk pemberlakuan wajib bank syariah agar menjadi lebih efektif, dan dapat meningkatkan kesejahteraan masyarakat secara luas.
