Abstract

This study explores the use of the State Civil Apparatus Information System, known as Sistem Informasi Aparatur Sipil Negara (SIASN) in Bangli Regency and examines various factors that affect its implementation. Researchers use qualitative descriptive research methods with an empirical approach. Data collection is done through interviews, observations, and document studies. The findings show that the implementation of e-Government and SIASN in Bangli Regency is very successful, especially in the field of personnel services such as Needs Planning, Data Rejuvenation, Promotion, Employment Status, Agency Mutation, and Dismissal of Civil Servants. SIASN also offers excellent accessibility, transparency, effectiveness, and service efficiency. However, there is a need to increase the availability of computers to improve SIASN implementation. The success of e-government in Bangli Regency is supported by effective communication, adequate human resources and technology, commitment from implementers, and a well-organized bureaucratic system. On the other hand, inhibiting factors include limited computer availability, budget constraints, system repairs, and meeting needs. Overall, the implementation of e-Government and SIASN has had a positive impact on the quality of services provided to the State Civil Apparatus in Bangli Regency, thereby increasing accessibility, transparency, effectiveness, and efficiency of servicesgb777

Abstract

This study aims to explore the role of information technology, particularly the application of e-government, in the recruitment process for General Elections Commission (KPU) members, focusing on administrative reform in Bali. It emphasizes the optimization of administrative reform through an e-government-based recruitment system. Utilizing a qualitative research framework, this study employed a descriptive approach with a post-positivist perspective. Data were collected through interviews, observations, and document analysis, followed by systematic stages of data reduction, presentation, and conclusion drawing. Both qualitative and quantitative data were collected from primary and secondary sources and validated through source triangulation and determination. Informants were purposively selected based on several criteria, including expertise, involvement, and familiarity with the Information System for KPU Members and Adhoc Bodies (SIAKBA). Bali was chosen as the study site due to its status as a democratic benchmark in Indonesia and a globally recognized tourism appeal despite low public participation in elections. The findings indicate that SIAKBA supports administrative reform across five dimensions: information, transparency, participation, collaboration, and information technology in the provincial-level recruitment process. The study concludes that the administrative reform implemented through the recruitment system at KPU of Bali aligns with the principles of e-information, e-commerce, and e-democracy. This study recommends that e-democracy be further optimized in recruitment processes, considering the growing interest of individuals in joining KPU and contributing as democratic actors. Theoretical findings suggest that e-government has emerged as a standard for achieving administrative transformation.

Abstract

Public policy reform in Indonesia has emerged as a critical area of study over the past few decades, necessitating a comprehensive examination of its underlying instruments and models. This research aims to identify essential components and develop strategic frameworks for the effective reform and reformulation of public policy within the Indonesian government. Through an extensive thematic analysis of previous policy reforms, this study highlights recurring themes and successful patterns that inform best practices. Findings underscore the urgent need for reforms in the public service and agribusiness sectors, as well as the broader governance framework, to enhance policy effectiveness and societal outcomes. While political stability remains a vital prerequisite for successful public policy implementation, it is insufficient in isolation. The integration of Multi-Level Governance (MLG), active stakeholder engagement in policy development, and the incorporation of technological advancements are pivotal for facilitating meaningful reforms. Furthermore, political and governance reforms are essential to address emerging challenges. The adoption of data and system analytics within government agencies has shown promise in enhancing policy initiatives; however, it raises critical concerns about privacy and accountability. In the context of Indonesia's dynamic and diverse landscape, this research advocates for a strategic dissemination of substantial data to various stakeholders to foster informed decision-making and effective public policy reform. Reformasi kebijakan publik di Indonesia telah muncul sebagai area studi yang kritis selama beberapa dekade terakhir, yang memerlukan pemeriksaan menyeluruh terhadap instrumen dan model yang mendasarinya. Penelitian ini bertujuan untuk mengidentifikasi komponen penting dan mengembangkan kerangka strategis untuk reformasi dan reformulasi kebijakan publik yang efektif dalam pemerintahan Indonesia. Melalui analisis tematik yang komprehensif terhadap reformasi kebijakan sebelumnya, penelitian ini menyoroti tema-tema yang berulang dan pola sukses yang dapat menginformasikan praktik terbaik. Temuan menunjukkan kebutuhan mendesak akan reformasi di sektor pelayanan publik dan agribisnis, serta kerangka tata kelola yang lebih luas, untuk meningkatkan efektivitas kebijakan dan hasil sosial. Meskipun stabilitas politik tetap menjadi prasyarat vital untuk pelaksanaan kebijakan publik yang sukses, hal ini tidak cukup jika berdiri sendiri. Integrasi Multi Level Governance (MLG), keterlibatan aktif pemangku kepentingan dalam pengembangan kebijakan, dan penggabungan kemajuan teknologi merupakan hal yang penting untuk memfasilitasi reformasi yang bermakna. Selain itu, reformasi politik dan tata kelola diperlukan untuk mengatasi tantangan yang muncul. Adopsi data dan analitik sistem dalam lembaga pemerintah menunjukkan janji dalam meningkatkan inisiatif kebijakan; namun, ini menimbulkan kekhawatiran kritis mengenai privasi dan akuntabilitas. Dalam konteks lanskap Indonesia yang dinamis dan beragam, penelitian ini menganjurkan untuk penyebaran data substansial secara strategis kepada berbagai pemangku kepentingan guna mendorong pengambilan keputusan yang terinformasi dan reformasi kebijakan publik yang efektif.

Abstract

The rapid growth of digital marketing activities encourages the growth of e-commerce in line with the increase in internet users. The increase in the growth of E-Commerce is in line with the increasing number of cybercrime cases that occur. The phenomenon obtained in this study is that trust in brands encourages consumers' intentions to make purchases online even though it is accompanied by an increase in cybercrime cases. Therefore, this study aims to determine the phenomenon that occurs by examining the factors of cybercrime and brand trust toward customer purchase intention. The targeted respondents are e-commerce users with an age range of 18-35 years who live in Bali. The instrument used to obtain data in this study was the distribution of questionnaires conducted online with a five-point Likert scale. From the results of distributing the questionnaire, the researcher used 100 data to describe the population. Through the analysis data of PLS-SEM using SmartPLS 3.0 software, the results were obtained to state that all variables have a positive and significant effect.

Abstract

This study aims to analyze the quality of public services during the administration of the 2024 Bali Regional Head Election, as well as their implications for public political participation and the effectiveness of public institutions in fulfilling citizens’ political rights. Based on data from the Bali Provincial Election Commission (KPU), voter turnout decreased from 77.22% in 2018 to 71.92% in 2024, with striking variations between rural areas (Gianyar and Tabanan) and urban areas (Denpasar and Buleleng). This study employs a descriptive-analytical qualitative approach, drawing on KPU reports, in-depth interviews with key informants, and a review of Scopus-indexed literature on public service quality and electoral governance. The results indicate that the quality of public services in elections is influenced by four main factors: institutional capacity; the socio-cultural context of indigenous communities; the digital divide and literacy; and support from local stakeholders. Delays in logistics distribution and uneven outreach efforts negatively impact voter participation. This study contributes a context-sensitive analysis of the quality of electoral public services in provincial democracies in Indonesia, uniquely bridging the SERVQUAL framework (Parasuraman et al., 1988), the three-function model of electoral governance (Mozaffar & Schedler, 2002), and the socio-cultural capital embedded in the traditional community structures of Bali—a dimension underrepresented in the international literature on electoral management bodies. In conclusion, the quality of KPU public services needs to be improved through logistical coordination, information transparency, and collaboration to strengthen institutional capacity and to digitalize public election services that are inclusive, adaptive, and fair.
