Abstract

Abstrak Demokrasi adalah bentuk pemerintahan di mana semua warga negaranya memiliki hak yang sama untuk pengambilan keputusan yang dapat mengubah hidup mereka. Setiap negara memiliki persamaan dan perbedaan sistem pemerintahan negara. Artikel ini akan membahas mengenai persamaan dan perbedaan sistem demorasi di negara Indonesia dengan negara lain. Penelitian ini mengunakan metode kualitatif dengan menerapkan pendekatan literatur. Adapun teknik pengumpulan data yang digunakan pada penelitian adalah menggunakan metode dokumentasi, dimana sumber kajian yang digunakan berupa jurnal dan artikel ilmiah dan buku yang mendukung untuk mendapatkan berbagai informasi yang diperlukan. Indonesia, Amerika Serikat dan India memiliki kesamaan yaitu sama sama Negara yang menganut sistem demokrasi dan terdapat beberapa persamaan dan perbedaan dalam system demokrasinya. Persamaan system demorasi Indonesia dengan Amerika Serikat yaitu sama sama menerapkan system demorasi modern dan system demokrasi presidensial. Persamaan system demokrasi Indonesia dengan India yaitu pemilihan presiden melibatkan partai politik. Perbedaan yang terdapat dari system demokrasi Indonesia dangan Amerika Serikat adalah masyarakat Indonesia secara langsung memilih presidennya dengan adanya pemilu sedangkan masyarakat Amerika Serikat tidak memilih langsung presidennya, mereka hanya memilih perwakilan yang disebut sistem Electoral College untuk mewakili mereka dalam memilih presiden. Selain itu di Indonesia pemilihan anggota parlemen di isi oleh orang orang partai tanpa melihat keahlian mereka sedangakan di Amerika Serikat pemilihan anggota parlemen ditentukan oleh partai yang diambil dari kalangan ahli. Perbedaan dengan Negara India adalah Indonesia menganut sistem demokrasi Pancasila sedangkan India menganut sistem demokarsi liberal. Kata Kunci: Demokrasi, Sistem Demorasi Abstract This article will discuss the similarities and differences between the democratization system in Indonesia and other countries. This study uses a qualitative method by applying a literature approach. The data collection technique used in this research is using the documentation method, where the sources of the studies used are journals and scientific articles and books that support getting the various information needed. Democracy is a form of government in which all citizens have the same right to make decisions that can change their lives. Every country has similarities and differences in the system of state government. Indonesia, the United States and India have in common that they are both countries that adhere to a democratic system and there are several similarities and differences in their democratic systems. The similarity of Indonesia's democracy system with the United States is that both implement a modern democratic system and a presidential democratic system. The similarity of the Indonesian democratic system with India is that the presidential election involves political parties. The difference between Indonesia's democratic system and that of the United States is that the Indonesian people directly elect their president with elections, while the people of the United States do not directly elect their president, they only elect representatives called the Electoral College system to represent them in electing the president. Apart from that, in Indonesia the election for members of parliament is filled by party people regardless of their expertise, while in the United States the election for members of parliament is determined by the party taken from among experts. The difference with India is that Indonesia adheres to the Pancasila democratic system while India adheres to a liberal democratic system. Keywords: Democracy, Democracy System

Abstract

Occupational safety in oil refineries is a critical concern due to the high-risk environment involving physical, chemical, mechanical, ergonomic, and psychosocial hazards. This study aims to analyze the impact of implementing the HIRARC method (Hazard Identification, Risk Assessment, and Risk Control) on improving workplace safety in refinery operations. A descriptive qualitative approach was employed using secondary data from various previous studies. The hazard identification process revealed 56 potential hazards, which were classified and assessed based on risk levels using a risk matrix. Risks were categorized from low to extreme, with control efforts focused on high and extreme levels. Control strategies included elimination, substitution, engineering controls, administrative controls, and the use of personal protective equipment (PPE). The systematic application of HIRARC proved effective in reducing accident rates and strengthening safety culture. Furthermore, integrating the Lean Safety approach with HIRARC was found to significantly lower overall risk levels. These findings indicate that optimal HIRARC implementation can serve as a strategic solution to mitigate occupational accident risks in the oil and gas industry.
