Abstract

Watu gilesan jagung (the corn grinding stone) is a historical relic that had an important use in its time, namely for grinding corn kernels into corn rice or smaller grains. As technology develops, watu gilesan jagung are becoming obsolete. Some were even damaged or thrown away. In fact, watu gilesan jagung has symbolic values that are relevant for education. This research aims to describe, reveal the existence, outline symbolic values that are relevant for education and recommend conservation policies. The research approach used is qualitative. Data was collected using observation, interviews, FGD and document collection techniques. Data analysis uses interactive models and the validity of the data is tested using triangulation. The research results show several important things. First, watu gilesan jagung has a unique description/profile and is different from other relics. Second, the existence of watu gilesan jagung is considered threatened, because many are thrown away, damaged or removed because they are considered unusable. Third, watu gilesan jagung has values that are relevant to education, namely the value of religiosity, social values and the value of struggle. Apart from that, there is also learning potential that can be applied, namely appropriate technology and character education. Fourth, for conservation policy recommendations, we suggest that watu gilesan jagung can be registered as a cultural heritage object. However, if this recommendation is not acceptable, we propose another conservation policy recommendation, namely an integrated approach, including integration with education, tourism, community and social media.

Abstract

There are several roles undertaken by the Inter-Village Cooperation Agency (BKAD) after the decommissioning of the National Community Empowerment Program (PNPM) by the central government and the emergence of Bupati Regulation Number 20 Year 2015, relating to the Protection, Management and Preservation of PNPM Implementation. Overall protection, management and conservation companies are efforts made to provide legal guarantees, maintain sustainability, and expand the results of participatory development carried out by PNPM in the form of SPP (savings and loans for women) and distribution of facilities. The problem faced by BKAD is the ongoing arrears that are ongoing from the SPP group in Jombang. This research takes issue by investigating the role of BKAD in protecting, managing and preserving the results of PNPM implementation in Jombang. Qualitative descriptive was chosen to examine the problem being investigated. Research data were collected by in-depth interviews, observation, and documentation. Determination of informants was done by purposive sampling and snowball sampling. Data was validated through consistent participation, observation, member checking, and triangulation. Data were analyzed qualitatively, which consisted of data collection, data reduction, data presentation, and data verification. Research findings cover four problems. First, BKAD made protective efforts aimed at inventory of SPP assets and property through discussion. Secondly, BKAD conducts a management program by restructuring client loans, in collaboration with all teams involved in PNPM. Third, conservation efforts undertaken by BKAD produce sustainable SPP. Some difficulties were seen in the management phase, related to SPP arrears.

Abstract

This study explores the practice of digital waste governance in Jember Regency, Indonesia, through a Foucauldian lens of governmentality. Using the J-Sampah Juang application as a case study, the research examines how digital technologies are employed by local governments not merely to manage waste, but to shape citizen behavior and environmental subjectivity. Drawing on Michel Foucault's concept of governmentality, which encompasses the art of governing beyond the state through rationalities, techniques, and technologies, this study examines how the J-Sampah Juang app functions as an instrument of subtle control, promoting self-discipline, environmental responsibility, and citizen participation. This research employs a qualitative case study approach to investigate how the J-Sampah Juang application functions as a tool of digital governmentality in the context of local waste governance in Jember Regency, Indonesia. The case study method is employed to gain an in-depth understanding of the social, political, and technological dynamics underlying the application's implementation. Data collection was conducted through in-depth interviews, participant observation, and document analysis. The data were analyzed using a thematic analysis guided by Foucauldian concepts, including governmentality, technologies of the self, discipline, and subjectification. The findings suggest that the application functions as a form of technological governance, embedding mechanisms of surveillance, rewards, and behavioral nudging. These features reconfigure the relationship between state and citizen, shifting from command-based governance to conduct-based regulation, where individuals become active agents in managing themselves and their communities. While the platform improves administrative efficiency and public participation, it also raises critical questions about inclusion, equity, and the hidden dimensions of power in digital governance.  Keywords:  Governmentality;  waste; digital platform; digital inclusion; J-Sampah Juang
