Abstract

Maabulugo Village, Buton District, Kapontori District, Southeast Sulawesi Province, experienced a division of the village so a new village was formed, namely Wakalambe. The expansion attracted transmigrants from Bali to enter and settle in the Maabulugo Village area. The arrival of transmigrants certainly brings about several changes in society in an area, including sosial adaptation. Balinese transmigrants need to adapt to the character of the lokal population of Maabulugo, reconciling the idiosyncratic differences found in the lokal inhibitants and the transmigrants. The Balinese life pattern differs from that of the lokal population due to ethnic distinctions. For example, the Balinese usually take a shower without their clothes on (naked) and men and women are allowed to bathe together, while lokal residents do the opposite, bathing in clothes and not allowing women and men to bathe together. This study describes the pattern of sosial adaptation of Balinese transmigrants to the lokal residents of Maabulugo and explores the factors that influence this pattern of sosial adaptation. This study used a descriptive qualitative method with primary and secondary data as sources of data. The selection of informants was determined by the snowball sampling technique and data collection was carried out through observation, interviews, and documentation. The results of this study show that the two ethnic groups very much need the sosial adaptation pattern of Balinese transmigrants and the lokal Maabulugo population by prioritizing togetherness in supporting development in the village. Meanwhile, the factor that influences the pattern of sosial adaptation between Balinese transmigrants and lokal residents is a shared desire to live in peace with each other which is realized by mutual respect and mutual understanding of the idiosyncratic differences between the two parties. Keywords: Balinese Transmigrant, Sosial Adaptation Patterns, Lokal Residents. AbstrakWilayah Propinsi Sulawesi Tenggara Kabupaten Buton Kecamatan Kapontori Desa Maabulugo pemekaran desa Wakalambe sehingga dengan adanya pemekaran tersebut transmigran dari Bali masuk dan bermukim diwilayah Desa Maabulugo. Kedatangan transmigran tentunya mendatangkan beberapa perubahan dalam bermasyarakat di suatu wilayah, diantaranya adanya adaptasi fungsional yang tentunya membutuhkan sikap dan karakter transmigran Bali untuk menyesuaikan diri dengan karakter penduduk lokal Maabulugo baik kebiasaan kehidupan mereka dan kebiasaan hidup penduduk lokal. Pola kehidupan orang Bali pasti berbeda dengan pola kehidupan penduduk lokal karena perbedaan budaya kedua etnik, misalnya orang Bali jika mandi biasa melepas pakaian dibadan dan bisa mandi bergabung dengan laki-laki, sementara penduduk  lokal tidak demikian tetap mandi dengan pakaian dan tidak boleh gabung dengan lelaki. Tujuan penelitian ini untuk mendeskripsikan pola adaptasi fungsional transmigran Bali dengan penduduk lokal Maabulugo serta mendeskripsikan faktor yang memengaruhi pola adaptasi fungsional transmigran Bali dan penduduk lokal Maabulugo. Penelitian ini menggunakan metode kualitatif deskriptif dengan sumber data berupa data primer dan data sekunder dengan penentuan informan ditentukan dengan teknik snowball sampling dan pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukan pola adaptasi fungsional transmigran Bali dengan penduduk lokal Maabulugo sangat dibutuhkan kedua etnis tersebut dengan mengedepankan kebersamaan dalam menopang pembangunan desa tersebut. Sedangkan faktor yang memengaruhi pola adaptasi fungsional antara transmigran Bali dan penduduk lokal merupakan keinginan bersama untuk hidup damai satu sama lain, dengan cara saling menghargai, saling menghormati, dan saling memakulmi perbedaan kebiasaan dengan demikian tercipta kehidupan bersama yang saling damai dan menguntungkan antara transmigran Bali dan penduduk lokal Kata Kunci: Pola Adaptasi Sosial, Transmigran Bali, Penduduk Lokal.

Abstract

This research describes organizational behavior in disaster management in South Buton Regency. The study employs a qualitative method with data collection techniques using triangulation (interview, observation, and documentation). Data substance reduction is then presented for analysis. The analysis in this research utilizes Robins & Judge’s organizational behavior model with three levels of analysis. The findings of research include, among others, at the individual level, the South Buton Regency’s Disaster Management Agency (BPBD) exhibits diverse attitude, perception sensitive to disaster mitigation, and motivation requiring effective management. To achieve optimal performance in disaster management, there is a need for management strategies that understand the uniqueness of each individual, create a supportive organizational culture, and motivate employees with clear guidance. At the group level, effective leadership, structured communication, and proper conflict resolution are essential for achieving goals and optimal performance in BPBD South Buton Regency. At the organizational level, organizational structure, organizational culture, and human resource management in BPBD South Buton Regency have been formed and operated effectively. This structure aims to establish formal task distribution, create unity, and enable effective coordination and collaboration in achieving organizational goals.
