Abstract

Abstract Cyber threats are becoming more widespread due to the increasing digitalization in all sectors and entities which include individuals, businesses, and government. To maintain stability, economic growth, and national sovereignty, it is essential for country to have a comprehensive and effective cyber threat prevention and management system. In 2023, Lemhanas proposed a strategy to develop cyber forces as a new branch in the Indonesian national army structure to face the dynamics of the strategic environment. However, the current limitations in digital talent, ICT infrastructure, management systems, and funding pose challenges in implementing this strategy. This research aims to find a middle-way option to strengthen cyber resiliencies within Indonesia’s existing limitations by studying existing literature. The analysis recommends transforming the cyber defense system using the existing organizational posture with BSSN as the main axis. This step can act as a short-term milestone towards developing cyber forces in the medium and/or long term. Abstract

The intensifying geopolitical competition amid the current multipolar global order has elevated the risk of interstate armed conflicts, exemplified by the Russia-Ukraine war in 2022. This conflict has triggered significant food and energy inflation worldwide, resulting in approximately 70 million people losing access to electricity. Understanding the interplay between geopolitical events and the energy crisis is essential for nations to develop effective anticipation, coping, and adaptation strategies aimed at preserving national energy security, particularly concerning petroleum commodities. This study explores critical energy security strategies focusing on supply-side measures such as energy diversification, energy transition, diversification of import sources, and the enhancement of strategic reserves. Additionally, the research examines the role of targeted subsidies as a fiscal tool to stabilize consumer purchasing power and maintain demand within the constraints of national fiscal capacity. Employing a qualitative approach through literature review and policy analysis, this study synthesizes existing frameworks and practices to propose comprehensive strategies for energy resilience in the face of geopolitical risks. The findings highlight the necessity of a multifaceted approach that integrates supply diversification with fiscal policies to ensure energy security. The implications underscore the importance for policymakers to strengthen energy systems' adaptability and fiscal mechanisms to mitigate the impacts of global geopolitical disruptions.

Abstract

Elections are a crucial part of the political process that allows for the peaceful and orderly transfer of power. They involve interactions between prospective members of parliament, political parties, and voters who compete for representative mandates based on the interests and identity of each electoral district. However, in recent times, political contention has become increasingly divisive with candidates promoting identity rather than substantive ideas for improvement. Popularity and capital seem to be the driving forces behind the strategies of candidates heading to parliament. This noisy election process and the low quality of elected parliamentarians are accompanied by a weak accountability system, as there is no direct connection between voters and elected parliamentarians. This means that people from various social communities do not have a clear channel to put forward important issues in parliament. As a result, taking to the streets becomes a common medium for political expression. To improve the quality of people's representatives, politics, and democracy, the author suggests a combination of two models of democracy: representative and participatory. The combination would involve electing representatives as usual and selecting candidates proposed by community/group organizations (such as professional, religious, and other social communities) through internal organizational elections. This would ensure that the representatives truly represent the interests and identity of the people they serve.
