Abstract

The purpose of this study was to analyze the relationship of government policy to the variables of perceived convenience, perceived usefulness, and confirmation and to analyze the effect of government policy on technology continuance intention. The research approach uses quantitative and research instruments by distributing 120 questionnaires to users of digital applications (e-commerce and fintech). Data processing using the SEM-Amos analysis tool. The results indicate that government policy exhibits strong correlations with a perceived ease of use estimate of 0.648, a perceived usefulness estimate of 0.261, and a confirmation estimate of 0.640. Moreover, the study reveals that government policy significantly influences technology continuance intention estimate: 0.349, (p-value estimate: 0.027 < cut-off p-value of 0.050, critical ratio value: 2.204 > cut-off critical ratio value of 1.690). These findings underscore the crucial role of government policy in fostering the growth of the digital industry in Indonesia. The study demonstrates that government involvement in the digital industry is of utmost importance and significantly impacts technology continuance intention in the future.

Abstract

Tujuan penelitian ini untuk mengeksplorasi dinamika tata kelola kolaboratif dalam literasi data kesejahteraan di Kabupaten Sleman menggunakan Model Collaborative Governance Rezime (CGR) dari Emerson. Penelitian ini menggunakan metode kualitatif dan wawancara mendalam dengan analis kebijakan pemerintah daerah, studi ini mengidentifikasi tiga komponen inti: principled engagement, shared motivation, and capacity for joint action. Hasil penelitian ini mengungkapkan bahwa sudah terbangun infrastruktur literasi statistik dan kemitraan antar pemangku kepentingan, namun ada keterbatasan kelembagaan dan sumber daya manusia dalam integrasi data sektoral dan koordinasi lintas lembaga. Penelitian ini memberikan kontribusi kebaruan kontekstual dengan menyoroti bagaimana kolaborasi berbasis kepercayaan dari tingkat nasional hingga lokal dapat mendorong kebijakan publik berbasis data. Dari hasil penelitian dapat disimpulkan merekomendasikan penguatan kapasitas teknis dan kelembagaan, partisipasi pemangku kepentingan yang inklusif, dan platform data terintegrasi untuk meningkatkan tata kelola kesejahteraan berbasis bukti. Abstract

This study aims to analyze the institutional capacity of a regional leadership administration bureau in implementing protocol policy and to identify the factors influencing such capacity. A qualitative case study approach was employed. Data were collected through in-depth interviews, observations, and document analysis involving ten informants representing internal administrative staff, related government agencies, local government officials, and regional leaders. Data were analyzed using the Five Core Capabilities framework, encompassing the capabilities to act and commit, deliver functions, build relationships and secure support, adapt and renew, and achieve coherence. The findings indicate that protocol policy implementation has generally supported the effective execution of leadership activities; however, institutional capacity has not yet been fully institutionalized. Key strengths include staff commitment, operational flexibility, collaborative networks, and adaptive responses to dynamic leadership agendas. Nevertheless, institutional weaknesses remain evident in the absence of detailed internal standard operating procedures, limited organizational learning mechanisms, and system coherence that relies heavily on informal communication and individual experience. These findings imply the need to strengthen internal protocol procedures, institutionalize continuous capacity development and documented post-activity evaluations, and establish formal inter-organizational coordination mechanisms to enhance sustainable institutional capacity.
