Abstract

This study is entitled “Transparency and Accountability of Financial Management of The National Awakening Party Financial Year 2019-2022.” The research problem was that the Central Board of The National Awakening Party (DPP PKB) had not fulfilled the statutory law on transparency of financial management, and there was a tendency to increase the amount of Political Party Financial Assistance year after year. However, this fund increase has not been accompanied by efforts to administer the National Awakening Party's finances in an accountable manner. This research explores the implementation of transparency and accountability indicators for FY 2019-2022. For the research, the transparency indicator was taken from the theory of transparency by Krina L (2003), while the accountability indicator was taken from the theory of Elwood (cited in Mardiasmo, 2008). Of the five indicators, only one indicator, accountability in preventing waste, leakage, and corruption, has been effectively implemented. According to the idea of Nambo and Puluhulawa (2005), this is due to the interests of political organizations that still prioritize group interests in government, where these interest groups tend to desire to maintain their political power solely. This research recommends that a political party establish a paradigm regarding the need for a balance between party and public interests, recruit competent digital operators, coordinate well with authorized institutions in publishing annual reports, and appoint a responsive person in charge of managing financial governance reports and complaints. The person must be competent in digital recording, reporting, and distribution for DPP PKB to optimally implement the remaining four indicators of transparency and accountability practices.

Abstract

This study aims to analyze the implementation of the malaria elimination policy in Sintang Regency, specifically in Emparu Baru Village, Dedai District, and to identify factors influencing its success and obstacles. The research method used was a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation with parties directly involved in the malaria elimination program. Data were then analyzed using George C. Edward III's policy implementation theoretical framework, which encompasses aspects of communication, resources, disposition, and bureaucratic structure. The results indicate that policy communication has been implemented through face-to-face socialization, the provision of information media, and guidebooks. However, the role of the Village Malaria Post (Posmaldes) has not been optimal due to limited assistance and operational costs. In terms of resources, the Emparu Community Health Center in Dedai District still lacks health workers with backgrounds in health promotion and environmental health, and there are limited supporting facilities such as the availability of medicines and diagnostic tools. Furthermore, despite support from stakeholders, the implementation of Clean and Healthy Living Behaviors (PHBS) in the community has not been optimal, potentially increasing the risk of malaria transmission. The conclusions of this study indicate that the implementation of the malaria elimination policy in Emparu Baru Village has not been optimal. Therefore, strengthening resources, increasing the role of the Village Health Post (Posmaldes), improving public health behaviors, and developing clear Standard Operating Procedures (SOPs) at the village level are needed to support the achievement of the malaria elimination target.   Keywords: Policy Implementation, Malaria Elimination, Resources, PHBS

Abstract

This research aims to describe and analyze the governance of the Village-Owned Enterprise (BUMDes) Surya Sarana Mandiri in Nanga Kiungkang Village, Nanga Taman District, Sekadau Regency. The research focus is directed at the application of Good Corporate Governance (GCG) principles, which include Transparency, Accountability, Responsibility, Independence, and Fairness. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The results show that the management of BUMDes Surya Sarana Mandiri has not fully met the principles of good governance. Transparency in budget management is still low, marked by minimal information provided to the community. The Accountability of the management is not yet optimal, evidenced by the absence of structured financial reports and the lack of a tangible contribution to the Village's Original Income (PAD). Responsibility in business management is also not yet effective because the business units have not developed according to local potential. However, the Independence of BUMDes Surya Sarana Mandiri has been able to maintain its institutional autonomy in carrying out economic functions at the village level. There is no pressure or intervention from the village government, community leaders, or other interest groups. Furthermore, regarding the aspect of Fairness, BUMDes Surya Sarana Mandiri has implemented the principle of participation in practice. The research recommends the need for an increase in the BUMDes management's managerial capacity, the strengthening of regulations and supervision, and the active involvement of the community in decision-making. Consistent implementation of GCG principles is believed to be able to enhance the performance of BUMDes and promote sustainable village economic development.
