Abstract

This study is entitled “Transparency and Accountability of Financial Management of The National Awakening Party Financial Year 2019-2022.” The research problem was that the Central Board of The National Awakening Party (DPP PKB) had not fulfilled the statutory law on transparency of financial management, and there was a tendency to increase the amount of Political Party Financial Assistance year after year. However, this fund increase has not been accompanied by efforts to administer the National Awakening Party's finances in an accountable manner. This research explores the implementation of transparency and accountability indicators for FY 2019-2022. For the research, the transparency indicator was taken from the theory of transparency by Krina L (2003), while the accountability indicator was taken from the theory of Elwood (cited in Mardiasmo, 2008). Of the five indicators, only one indicator, accountability in preventing waste, leakage, and corruption, has been effectively implemented. According to the idea of Nambo and Puluhulawa (2005), this is due to the interests of political organizations that still prioritize group interests in government, where these interest groups tend to desire to maintain their political power solely. This research recommends that a political party establish a paradigm regarding the need for a balance between party and public interests, recruit competent digital operators, coordinate well with authorized institutions in publishing annual reports, and appoint a responsive person in charge of managing financial governance reports and complaints. The person must be competent in digital recording, reporting, and distribution for DPP PKB to optimally implement the remaining four indicators of transparency and accountability practices.

Abstract

The emergence of hoaxes in the digital era ahead of the 2024 elections which will be held simultaneously cannot be avoided. The dominance of hoaxes in elections causes polarization and distrust of the election process, especially for novice voters. This is because novice voters have a strategic role and are vulnerable to misinformation and perceptions. Therefore, it is necessary to educate novice voters regarding hoaxes as a threat to democratic and quality elections. This Community Service activity was given to students and teachers at SMA IT AL-FITYAN, Kubu Raya Regency as an effort to provide knowledge about hoaxes, raise awareness to be able to prevent and detect hoaxes and increase the political participation of novice voters in elections. This activity uses socialization methods and active participation through discussion/sharing. The result of this activity is an increase in the understanding of Al-Fityan High School students about hoaxes ahead of the 2024 election where 80% of students show a very good understanding of the hoax issue. It involves novice voters as young voters who are rational and contribute to influencing the future of the country.

Abstract

Urgensi penelitian ini untuk memastikan akuntabilitas pengelolaan dana publik, mencegah penyimpangan, dan meningkatkan efektivitas pemerintahan daerah sesuai Perwali No. 30 Tahun 2023. Tujuan dari penelitian ini untuk mengidentifikasi permasalahan yang menyebabkan penyelesaian TLHP Inspektorat Daerah Kota Singkawang belum optimal. Penelitian dilaksanakan pada bulan Desember 2024 sampai dengan bulan Maret 2025. Penelitian ini menggunakan metode kualitatif deskriptif. Data dianalisis dengan menggunakan Teori Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Subjek dipilih secara purposive. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi penyelesaian TLHP Inspektorat Daerah Kota Singkawang Tahun 2023 belum optimal. Proses analisis data dijalankan secara sistematis melalui tahapan-tahapan utama, yaitu pengumpulan data yang menyeluruh, reduksi data untuk menyaring informasi yang penting, penyajian data secara terstruktur agar memudahkan pemahaman, serta penarikan kesimpulan. Hal ini disebabkan beberapa faktor diantaranya komunikasi yang tidak efektif, keterbatasan SDM dan anggaran, lemahnya komitmen pimpinan obrik, SOP tidak melibatkan tim pemeriksa dan fragmentasi birokrasi, regulasi yang tidak memuat sanksi, sistem informasi yang masih manual serta faktor kepemimpinan yang mempengaruhi optimalnya implementasi penyelesaian TLHP Inspektorat Daerah Kota Singkawang. Saran untuk penelitian ini adalah peningkatan komunikasi yang efektif, optimalisasi sumber daya, penguatan disposisi (komitmen), perbaikan struktur birokrasi, penguatan regulasi dan penggunaan sistem digitalisasi serta membentuk tim khusus dan menyusun rencana aksi penyelesaian TLHP.

Abstract

Public policy implementation is a crucial aspect in realizing the goals of effective and efficient governance. This study examines the implementation of Pontianak Mayor Regulation Number 25 of 2019 concerning the Pontianak Smart City Masterplan 2019–2028. The objective of this policy is to enhance technology-based city governance to improve public services and bureaucratic efficiency. This study uses Edward III's policy implementation theory, which emphasizes four main factors: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of this policy still faces several challenges, such as a lack of inter-agency coordination, limited human and financial resources, and suboptimal technological infrastructure. One concrete example is the implementation of the Jendela Pontianak Integrasi(JEPIN) application, which still experiences obstacles in updating data and minimal public participation in its use. This study recommends increasing inter-agency synergy, more adequate budget allocation, and strengthening human resource capacity so that smart city policies can be implemented optimally.
