Abstract

Research funding through the Education Endowment Fund managed by LPDP is a strategic instrument in encouraging the development of national science and innovation. In Indonesia, there is inequality between regions regarding research funding projects. The purpose of this study is to determine and analyze the implementation of the endowment fund policy in the field of education in LPDP research funding in Banten Province. This study uses a qualitative approach through observations of research funding activities, interviews with policy makers, program implementers and universities that receive research funding, as well as documentation of existing regulations. Data analysis techniques use data reduction, data presentation, conclusions or verification checks, while the validity of this data uses triangulation techniques. The results of this study are expected to be a reference for the government in formulating research funding policies that are more inclusive, adaptive, and oriented towards strengthening the regional research ecosystem. The findings of the research suggest that, in theory, the implementation of the LPDP’s research funding policy has proceeded smoothly and is merit-based; however, it has not yet fully produced an equitable impact at the regional level, particularly in Banten Province. This situation calls for serious attention from the central government and the policy-implementing bodies, particularly the LPDP and BRIN, to focus not only on competitive selection mechanisms, but also on strengthening the capacity of researchers and institutions in the regions. More intensive mentoring strategies, the strengthening of research collaboration networks, and institutional support from universities and local governments are required to increase the participation of regional researchers
