Abstract

Sumber daya manusia memiliki peran sentral dalam suatu organisasi, terutama dalam memenuhi kebutuhan dan menjalankan operasinya. Terbatasnya tenaga kerja sering kali disebabkan oleh kekurangan perencanaan strategis dalam menjaga kelangsungan organisasi dan kurangnya analisis SWOT. Penelitian ini bertujuan untuk mendapatkan temuan deskriptif kualitatif mengenai (1) kekuatan, kelemahan, peluang, dan ancaman (SWOT); (2) formulasi manajemen sumber daya manusia strategis; (3) implementasi manajemen sumber daya manusia strategis; serta (4) evaluasi dan pengendalian kinerja manajemen sumber daya manusia strategis di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Solok. Jenis penelitian ini adalah deskriptif kualitatif. Metode pengumpulan data melibatkan teknik pencatatan dokumen, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa (1) analisis SWOT dilakukan dengan cukup baik, mempertimbangkan lingkungan internal, namun perlu lebih memperhatikan lingkungan eksternal organisasi; (2) formulasi manajemen sumber daya manusia strategis telah sangat baik, termasuk visi, misi, tujuan, sasaran, dan arah kebijakan untuk menjadikan Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Solok mandiri, tangguh, dan profesional; (3) implementasi kinerja manajemen sumber daya manusia strategis sudah sangat baik, sesuai dengan program, kegiatan, indikator kinerja, target kinerja, dan anggaran yang telah ditetapkan; dan (4) evaluasi dan pengendalian kinerja manajemen sumber daya manusia strategis di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Solok menunjukkan kinerja yang baik, namun terdapat 2 kegiatan yang belum tercapai.

Abstract

Strategic Management plays an important role in improving the quality of personnel services at the Solok City Education Office. The aim of this research is to explore information regarding the implementation of strategic management, especially in the context of personnel services, as well as its impact on the quality of personnel services at the Solok City Education Office. This research uses a qualitative method with a case study approach, and data analysis is carried out using the Miles and Huberman Interactive analysis model. Research findings show that the Solok City Education Office implements strategic management in personnel services by referring to the Provincial RPJP and Solok City RPJMD. This process involves the stages of strategic planning, strategy implementation, and strategy evaluation. The quality of personnel services at the Solok City Education Office has experienced a significant increase after the implementation of strategic management, which can be proven by the fulfillment of the five main dimensions of service quality.

Abstract

The goal to be achieved is to find out the relationship between the implementation of the tax amnesty policy and taxpayer compliance and to find problems implementing the tax amnesty policy and find the right solution so that the expected goals can be implemented properly. The method used is a quantitative and qualitative method that seeks to link the existing facts with various applicable regulations so that an overview of taxpayer compliance will be obtained. The data taken is secondary data which is processed in the form of the number of registered taxpayers, the number of taxpayers who are required to report tax returns (SPT) and the realization of SPT reporting.The method used is a quantitative and qualitative method that seeks to link the existing facts with various applicable regulations so that an overview of taxpayer compliance will be obtained. The data taken is secondary data that is processed in the form of the number of registered taxpayers, the number of taxpayers who are required to report the Tax Return (SPT) and the realization of SPT reporting.The results show that the tax amnesty policy has a significant effect on compliance in general shortly after the policy is enacted. However, if it is detailed on corporate taxpayer compliance, non-employee individuals and employee individuals in general have no significant effect. Suggestions to be conveyed from this research are 1) the Directorate General of Taxes must continue to strive to improve services, supervision and guidance to taxpayers 2) The Directorate General of Taxes must continue to improve itself through tax reform 3) The government must be firm in implementing regulations governing sanctions for taxpayers who do not participate in the tax amnesty program.
