Abstract

Penelitian ini bertujuan untuk mengetahui keberhasilan implementasi kebijakan faktor yang mempengaruhi program pembelajaran sistem daring di masa pandemi Covid-19 pada siswa SMA Negeri 12 Makassar. Data dikumpulkan dengan melakukan observasi, wawancara, serta analisis dokumen melalui penelitian di kantor Dinas Pendidikan Provinsi Sulawesi Selatan dan SMA Negeri 12 Makassar. Model analisis yang digunakan yaitu teknik analisis menurut Miles dan Huberman yang terdiri daru tiga alur kegiatan yang terjadi secara bersamaan, antara lain reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menjukkan bahwa: (1) keberhasilan implementasi kebijakan dalam penerapannya siswa mempunyai inisiatif untuk tetap mendukung kegiatan belajar daring, namun cukup berat untuk menyesuikan aturan daring ini, dikarenakan proses belajar secara daring muncul rasa malas terhadap dirinya. Dapat di generalisasi kalau ada efek yang membuat menurunnya pembelajaran siswa bukan dikarenakan sistem belajar daring akan tetapi lebih kepada perangkat pendukung pengaplikasian sistem belajar daring mulai dari, jaringan internet, smart android bagi guru dan siswa serta juknis penggunaan aplikasi belajar online yang sedikit saja yang paham; (2) faktor yang mempengaruhi implementasi kebijakan program pembelajaran sistem daring, ditunjukkan konsistensi disdik sulsel dalam mendukung pelaksanaan sistem belajar daring serta para guru dan siswa SMA Negeri 12 Makassar. Responsivitas atau daya tanggap terhadap implementasi kebijakan penerapan proses pembelajaran sistem daring di masa pandemi Covid-19, terlihat pada kepedulian pemerintah terhadap kebutuhan dan kepentingan masyarakat dalam menyesuaikan arahan dari pemerintah pusat.  Kemudian SMA Negeri 12 Makasssar dalam pengeimplementasiannya tidak terlepas dari aturan pusat namun tetap mempertimbangkan antara regulasi-regulasi yang ada dan tingkat ekonomi peserta didik. This study aims to determine the success of the policy implementation of factors that affect the online system learning program during the Covid-19 pandemic for students of SMA Negeri 12 Makassar. Data were collected by conducting observations, interviews, and document analysis through research at the South Sulawesi Provincial Education Office and SMA Negeri 12 Makassar. The analytical model used is the analytical technique according to Miles and Huberman which consists of three flow of activities that occur simultaneously, including data reduction, data presentation, as well as drawing conclusions and verification. The results of the study show that: (1) the successful implementation of the policy in its application, students have the initiative to continue to support online learning activities, but it is quite difficult to adjust these online rules, because the online learning process appears lazy towards themselves. It can be generalized if there is an effect that makes student learning decline not due to the online learning system but rather to supporting devices for the application of online learning systems ranging from internet networks, smart androids for teachers and students as well as technical guidelines for the use of online learning applications that few understand; (2) the factors that influence the implementation of the online system learning program policy, shown by the consistency of the South Sulawesi Education Office in supporting the implementation of the online learning system as well as the teachers and students of SMA Negeri 12 Makassar. Responsiveness or responsiveness to the implementation of policies on the application of the online system learning process during the Covid-19 pandemic, can be seen in the government's concern for the needs and interests of the community in adjusting the directions from the central government. Then SMA Negeri 12 Makasssar in its implementation cannot be separated from the central rules but still considers the existing regulations and the economic level of students.
