Abstract

Garbage is a complex problem that every big city has. The waste problem is acommon problem that requires efforts and efforts from the community, privatesector actors and the government to handle it. Therefore, one of the efforts of the Makassar City Government in handling waste is the establishment of a WasteBank in each region with a Central Waste Bank under the Makassar CityEnvironmental Service. Collaborative Governance was born due to limitedresources and government finances in the continuity of the management of theWaste Bank which is now in every District of Makassar City. One of them is theManggala Sector Waste Bank under the leadership of the Manggala DistrictGovernment which is now collaborating with PT. Pegadaian since 2019. Theinscription of cooperation between Manggala District and PT. Pegadaian wasinaugurated in 2019 and inaugurated by the deputy mayor of Makassar with thetheme “The Gade Clean & Gold Waste Sorting Program Saving Gold PT.Pawnshops and Manggala District". In the ongoing collaboration process,indicators are met in building communication which is reflected by weighingwaste involving community participation, building commitments that have thehopes and desires of the collaborating parties to play a role in sorting waste sothat the volume of waste entering the landfill can be controlled, building trustfrom parties involved. collaborating is the main supporter in achievingconsistency in collaborative performance, and understanding in achievingresults includes the creation of a clean environment and public understandingthat waste can be of value. The research was conducted using qualitativemethods, namely interviews and field observations.

Abstract

Pemerintah berbasis E-Government lekat dengan Hubungan masyarakat (Humas) yang berfungsi sebagai manajemen membangun dan mempertahankan hubungan yang baik dan bermanfaat untuk kedua belah pihak, hubungan atau interaksi ini mempengaruhi kesuksesan atau kegagalan organisasi tersebut. Olehnya itu, Pemerintah Daerah dituntut untuk menjalin hubungan dengan masyarakatnya melalui pemanfaatan website sebagai jalur komunikasi lain antara pemerintah dan masyarakat dengan menjalankan prinsip-prinsip humas. Kabupaten Bone merupakan salah satu daerah yang mengacu pada aturan perundang undangan pemerintah daerah dalam rangka mewujudkan E-Government. Teknik triangulasi data kemudian digunakan dalam penelitian ini, yaitu dangan menggabungkan 3 teknik pengumpulan data (observasi, wawancara dan dokumentasi) terhadap strategi dan efektivitas Diskominfo dalam mengelola website. Strategi yang dijalankan berdasarkan penetapan tujuan dan program serta sosialisasi mengenai manfaat website ke setiap SKPD dan masyarakat yang dilakukan Dinas Komunikasi Informatika dan Persandian Kabupaten Bone masih rendah. Masih banyaknya kecamatan dan desa yang belum terjangkau jaringan internet terutama wilayah pedalaman menjadikan efektivitas dari pengelolaan website belum terealisasi dengan baik. Oleh karena itu, sosialisasi dan penyebaran informasi kepada masyarakat dan peningkatan SDM perlu dilakukan sehingga kebutuhan informasi masyarakat bias terpenuhi dan melalui website ini akan terjalin seutuhnya hubungan antara masyarakat dan pemerintah E-Government-based government is attached to public relations (PUBLIC RELATIONS), which serves as manager to build and maintain good relationships and benefit both parties. These relationships or interactions affect the success or failure of the organization. Therefore, the Local Government is required to establish relations with its people through the use of the website as another line of communication between the government and the community by carrying out the principles of public relations. Bone Regency is one of the regions that refers to the laws and regulations of local governments in order to realize E-Government. Searches of websites belonging to the Bone Regency Local Government can be accessed through www.bone.go.id. Data triangulation techniques were then used in this study, which combines 3 data collection techniques (observation, interview, and documentation) against the strategy and effectiveness of Diskominfo in managing websites. The strategy carried out based on the determination of goals and programs and socialization about the benefits of the website to each SKPD and the community carried out by the Information Communication Office, and Persandian Bone Regency is still low. There are still many sub-districts and villages that have not been reached by internet networks, especially inland areas, making the effectiveness of website management not realized properly. Therefore, socialization and dissemination of information to the community and the improvement of human resources need to be done so that the information needs of the community can be met, and through this website will be fully established the relationship between the community and the government.

Abstract

This research aims to determine the strategy of Waste Bank Unit Asoka V Makassar to manage waste in Makassar City. The research used a qualitative study through observation, interviews, and documentation. The informants and primary data sources of this study are representatives of the Waste Bank Asoka V Makassar managers and the community selected based on purposive sampling techniques. In contrast, secondary data are obtained from documentation studies and various previous studies relevant to the topic of this study—the data is analyzed with three stages of descriptive analysis; data reduction, data presentation, and conclusions. The results of this study indicate that Waste Bank Asoka V Makassar's waste management is running well and innovatively. Some strategies carried out by Waste Bank  Asoka V Makassar in waste management are: conducting massive socialization and collaborating with PT. Pegadaian, introducing waste management innovations and optimizing services. Practically, the results of this study indicate that effective waste management can be achieved through various strategies that involve the community and innovation, as well as the importance of collaboration between the government, fund providers, and the local community. Penelitian ini bertujuan untuk mengetahui strategi Bank Sampah Unit (BSU) Asoka V Makassar dalam pengelolaan sampah di Kota Makassar. Studi ini merupakan penelitian kualitatif dengan menggunkan metode pengumpulan melalui observasi, wawancara dan dokumentasi. Adapun yang menjadi informan sekaligus sumber data primer penelitian ini adalah keterwakilan dari pengelola BSU Asoka V Makassar dan masyarakat yang dipilih berdasarkan teknik porposive sampling, sedangkan data sekunder diperoleh dari studi dokumentasi dan pelbagai penelitian terdahulu yang relevan dengan topik penelitian ini. Data tersebut selanjutnya dianalisis dengan tiga tahapan analisis deskriptif; reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa penegelolan sampah oleh Bank Sampah Asoka V makassar berjalan dengan baik dan inovatif. Adapun  beberapa strategi yang dilakukan Bank Sampah Asoka V Makassar dalam pengelolaan sampah yaitu: melakukan sosialisasi secara massive, bekerjasama dengan PT. Pegadaian, mengenalkan inovasi pengelolaan sampah dan mengoptimalkan pelayanan. Secara praktis, hasil penelitian ini menunjukkan bahwa pengelolaan sampah yang efektif dapat dicapai melalui berbagai strategi yang melibatkan masyarakat dan inovasi, serta pentingnya kolaborasi antara pihak pemerintah, penyalur dana dan masyarakat setempat.

Abstract

This study discusses the form of the initial emergence of social movements carried out by the community in order to reject mining activities in the Konawe Islands region. The community carried out various forms of action as a form of rejection of government policies that were considered detrimental. Through the unification of forces in an organization called the Southeast Sulawesi People's Front Bela Wawonii (FRSBW), the community has a forum to voice their aspirations and concerns about the potential negative impacts of the presence of mining companies. This study uses social movement analysis according to Macionis, which groups social movements into three stages: the initial stage (emergence), the consolidation stage (coalescence), and the goal achievement stage. The research approach used is qualitative, with data collection techniques through field observations of community resistance actions against the entry of mining activities on Wawonii Island. Data analysis is conducted qualitatively through the stages of data reduction, data presentation, and conclusion drawing. The research findings indicate that the emergence of this movement is born from the public's concerns and various issues circulating regarding the threats posed by mining activities, especially since Wawonii Island is categorized as a small island that is vulnerable to the dangers of mining impacts.

Abstract

Pengabdian ini bertujuan untuk menganalisis peran organisasi ekstra kampus Himpunan Mahasiswa Islam (HMI) dalam membentuk karakter kepemimpinan mahasiswa yang berlandaskan nilai-nilai Pancasila menjadi salah satu aspek penting yang perlu dikembangkan dalam dunia Pendidikan, khususnya pada mahasiswa yang terlibat dalam organisasi kemahasiswaan. Penelitian ini menggunakan pendekatan deskriptif dengan metode kualitatif untuk menggambarkan peran HMI dalam proses pembentukan karakter tersebut. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi pada anggota aktif HMI di Universitas Musamus. Hasil penelitian menunjukkan bahwa HMI berperan signifikan dalam menanamkan nilai-nilai seperti tanggung jawab, berjiwa keadilan, dan demokrasi yang berlandaskan Pancasila. Selain itu, kegiatan-kegiatan HMI, seperti diskusi rapat kerja, kajian rutin, dan pelatihan kaderisasi kepemimpinan, secara efektif membantu mengembangkan jiwa kepemimpinan yang beretika serta berorientasi pada kepentingan masyarakat luas. Berdasarkan analisis yang dapat disimpulkan bahwa HMI berfungsi sebagai wadah strategis dalam membentuk karakter kepemimpinan mahasiswa yang tidak hanya berkompeten secara akademis. Akan tetapi, berintegritas dan berlandaskan nilai-nilai Pancasila. Dan oleh karena itu, peran organisasi ekstra kampus seperti HMI perlu terus didukung dan dikembangkan untuk mencetak pemimpin masa depan yang berkarakter.

Abstract

The waste problem in Makassar City is increasingly complex, especially due to the increasing volume of waste that accumulates at the Antang Final Disposal Site (TPA). This condition requires a more effective waste management strategy, one of which is through optimizing the role of the Waste Bank. This study aims to analyze the strengths, weaknesses, opportunities, and threats (SWOT analysis) of the Asoka V Unit Waste Bank as one of the best waste banks in Makassar City. The research uses a descriptive qualitative method with data collection techniques through in-depth interviews, observations, and documentation. The results of the study show that the Asoka V Unit Waste Bank has strengths in the form of adequate facilities and continuous collaboration with private parties such as Pegadaian, while the weakness lies in the decline in the support of the village government. The opportunities are obtained from the support of the Environment Agency and increasing public awareness of waste management, while the threat comes from the increasing volume of waste and the lack of active participation of some residents. This research emphasizes that multistakeholder synergy is the key in strengthening the role of Waste Banks as an alternative solution in reducing the burden of waste at the Antang Landfill.
