Abstract

Penelitian ini bertujuan untuk menganalisis fungsi perencanaan sebagai satu siklus dalam fungsi manajemen di BUMDes di Kabupaten Cianjur. Dengan menggunakan pendekatan kuantitativ, penelitian ini menggunakan metode pengumpulan data berupa survei. Metode random sampling digunakan untuk memilih sampel. Hasil penelitian menunjukkan bahwa fungsi perencanaan sudah dilaksanakan oleh sebagian besar BUMDes yang ditandai dengan adanya dokumen rencana strategis, adanya visi dan misi organisasi, adanya formulasi strategi, dan penyusunan perencanaan anggaran. Adanya fungsi perencanaan yang telah dilaksanakan oleh sebagian BUMDes menunjukkan bahwa BUMDes telah memiliki modal awal dalam fungsi manajemen. Namun demikian, masih adanya BUMDes yang belum memiliki dokumen rencana menunjukkan hal ini menjadi salah satu faktor yang menyebabkan berbagai fungsi manajemen yang belum berjalan. Untuk itu, penelitian lanjutan tentang fungsi manajemen diperlukan serta perlu adanya langkah untuk menyelesaikan permasalahan tersebut melalui penyusunan tata cara penyusunan rencana kerja yang dapat melibatkan Pemeirntah Daerah atau BUMDes lainnya.

Abstract

Public service quality is the reflection of the government performance, particularly in the disaster and conflict-affected regions. In the post-conflict area, the government has difficulty to increase government performance because conflict affect public service delivery. Moreover, the disaster-affected region needs a quick response to stabilize public service delivery. Aceh is one of conflict and natural disaster affected area in Indonesia which suffered in all aspect include in the public service delivery. In these circumstances, a reconstruction process to revitalize service delivery is an important aspect. Therefore, this review paper aims to analyze public service delivery during conflict and tsunami hit Aceh. The result found that the lack of public service capability triggered the conflict. During conflict period, the resentment toward government manifested in the destruction of the public buildings. Conflict period in Aceh made many public buildings were destroyed or inactive which eventually impede public service. The phenomenon of the tsunami, in one hand, ended the conflict, but on the other hand, increased the damage of the public service system in Aceh. Therefore, the reconstruction process in Aceh which comes from state and national or international non-state play crucial role to build public service delivery.

Abstract

This paper aims to analyze the perception of involved actors toward collaboration and investigate conditions that motivate actors to collaborate in delivering public services. This study uses pragmatic philosophy that utilizes qualitative data collection. Despite the government as the leading service provider, non-state actors' involved in planning, organizing, and evaluating service delivery. By conducting a focus group discussion, providing an open question survey, and analyzing relevant news, this research emphasizes that public service providers and communities involved in public service delivery perceived collaboration as working with others or cooperating and achieving common goals. The actors’ belief that achieving common goals is the driver to collaboration. The result also found that developing policies and legal framework to strengthen collaboration is essential to sustain the collaboration.

Abstract

This study aims to highlight the phenomenon of transition from structural to functional positions in government bureaucracy in Indonesia. Since in this modern era, an environmental change strongly influences public organizations which encourage public organizations like bureaucracy must be adaptive. In line with the issuance of Law No. 5/2014 on State Civil Apparatus (ASN), public organizations such as bureaucracy have undergone reform to be structurally lean and functionally rich. Consequently, there is a gradual change that government institutions change from structural to functional positions. The methodology applied is post-positivism. The concept of job analysis in the structure of public organizations is deductively downgraded into its indicators and then used as guidance in qualitative data collection. The result found that, firstly, job analysis is still applied and relevant to determine Administrative and Functional Positions in both government institutions, yet it is not carried out systematically and optimally. Secondly, the trend in the tendency of transition from structural to functional positions in both government institutions is due to the misperception of the employees towards Functional Positions.

Abstract

This study aims to analyze the perception of the targeted group to the smoke-free policy as part of university community service. Several studies have supported that smoke-free policy is a useful tool to reduce the smoke prevalence and minimize risk factor of the cigarette consumption. Depok City in West Java, Indonesia, is a city that has started the implementation of smoke-free policy since 2015 but this city still deals with critiques about the weakness of the process. This study is a qualitative research. This perception of the targeted group will become a baseline for the further step of the collaborative governance research. This study conducted one focus group discussion which involved 28 community members as informants. The result found that majority of the informants already know about the harmful impact of smoking, but some of them do not understand the existence of the smoke-free policy. Smoke-free policy in Depok City gives the essential duty to the citizen to conduct monitoring and evaluation of the implementation stage. However, this study found that the informants do not well informed about this role and difficult to identify available channels for monitoring. Therefore, this study proposes to Depok City government to build information and communication platform to send and receive message from and to the people related to the monitoring and evaluation of the smoke-free policy. As technology develops, there are many mechanisms to share the information and communicate with people or organization which may increase the beneficial interaction between people and the government of Depok City. This communication channel is very significant to align the community perception or the people perspective with the policymaker's point of view.

Abstract

The provision of public services in various regions in Indonesia began to be integrated into the public service mall (PSM) or Mall Pelayanan Publik (MPP), an expansion of the Office of Investment and One-Stop Integrated Services (DPMPTSP). The evaluation of public services showed a significant increase in the public service achievement index (Kemenpan RB, 2021). However, this evaluation was based on the perspective of the public as service users, whilst other crucial perspectives, namely internal processes, employee learning, and growth, and finance, are yet to be considered. For the comprehensive performance evaluation, a Balanced Scorecard (BSC) was employed in this study. This study aims to measure the performances of 11 MPP using the scorecard, in which the scores can be used as a basis for improvement and reinforcement of MPP in the future. By using a mix method approach, the results found that two aspects, finance and employee learning and growth, experience the lowest score. Meanwhile, two other dimensions (service quality and internal processes) obtained optimum results. These findings bring a main recommendation to revisit the nomenclature of MPP: expected to adopt data and authority integration, improve management clarity, and enhance organization capacity and capability.

Abstract

Tobacco control for public health improvement has been mandated as a part of the Indonesian National Medium-Term Development Plan (RPJMN) 2020 – 2024, as Indonesia currently sits among the countries with the highest smoking prevalence. On the other hand, Indonesia's position as one of the largest tobacco producers requires proper mitigation strategies for specific communities directly exposed to the tobacco industry. Hence, solid and adequate intra-sectoral collaboration strategies need to be identified. A formal intra-sectoral collaboration creates a win-win solution for both public health and economic sectors, as witnessed by other countries with appropriate government collaboration formulation. This study aims to identify a suitable collaborative governance model for providing mitigation strategies for tobacco farmers and tobacco industry workers. This research investigates the feasibility and environment scanning through a qualitative approach. The data collection was conducted through four series of semi-structured focused group discussions with key policymakers, complemented with secondary data analysis. The Task Force model is the most suitable mitigation initiative for tobacco farmers and cigarette industry workers. It is also more manageable in terms of regulation since it needs minimum regulatory requirements. The task force model also enables more substantial synergies between the central and local governments. However, strong coordination, between-sectoral sentiments, and the need for strong political will remain challenges for the task force implementation.

Abstract

This study explores the strategy of the Government of Indonesia in conducting face-to-face learning in the second year of the COVID-19 pandemic and investigates its effectiveness. The government finally implemented a face-to-face learning policy for elementary to high school students in 2021 in response to the decline of the COVID-19 confirmed cases in the country. Still, this policy has implications for the emergence of a new COVID-19 cluster that threatens children, as happened in the increasing number of children affected by COVID-19 from 13% in July 2021 to 15% in August 2021 children were infected. This research conducts a desk review and content analysis of policies related to face-to-face learning strategies. The result finds that the government has made policy transitions since the COVID-19 pandemic emerged from online learning policies to gradual face-to-face learning involving various national and local actors playing a crucial role in the implementation of face-to-face learning. The policy implementations face several obstacles, such as the lack of readiness of school infrastructure and the disparity of the community literacy toward COVID-19 pandemic include students and parents. This study concludes that the government adapts to the COVID-19 pandemic development in developing education sector strategies but still requires necessary improvements. This study reveals that face-to-face learning strategies are required to create a new strategy that applies to all students and schools, improve existing school health infrastructure, and conduct socialization activities related to face-to-face learning.

Abstract

This study aims to analyze the access of women as head of the family in poor households in national health insurance (JKN KIS) in Indonesia. Currently, there are still many problems related to JKN KIS effectiveness due to many cases show that many obstacles and difficulties occurred in the implementation stage. This problem increases the vulnerability of the poor household especially household with women as the head of the family. Therefore, this study conduct survey in Kapuk Village, Cengkareng Sub District, Jakarta Barat District, Jakarta Province as Jakarta is the barometer of public service access in Indonesia as developing country; this village has the highest number of women as head of the family; and Jakarta Barat District is the second highest poverty level in the province.This study uses the quantitative approach with mix method data collection using in-depth interviews and survey. This study uses “five-dimensional access theory” which includes availability, accessibility, affordability, adequacy, and acceptability.The result of the study found that all accessibility dimension are fulfilled except the affordability dimension. The affordability dimension proves that even though national health insurance gives financial assistance for the poor households to get health care through JKN KIS, poor families have difficulty in fulfilling additional financial losses due to public services such as the cost for transportation cost and time loss. Keywords: Health Care Access; National Health Insurance Program; Women; Poor Households
