Abstract

This legal research aims to examine the legal consequences of debt agreements with the transfer of land rights as repayment of default debtors. This research is a normative legal research with a prescriptive and applied nature. The approach used in this research is a case study. The legal materials used are primary legal materials and secondary legal materials. The legal material collection technique used is library research. The legal material analysis technique used is the syllogism method. The results of this study indicate that collateral for debts in the form of land may not be transferred in the event of default, this is because it conflicts with Supreme Court Jurisprudence No. 2877 K/Pdt/1996, Law on Mortgage and Basic Agrarian Law. Therefore, debt agreements that make collateral as debt repayment by transferring rights in the event of default are null and void.

Abstract

The increasing volume of waste generated in urban areas poses significant challenges to environmental sustainability. This study aims to evaluate the effectiveness of a community-based waste management education program implemented in Kebakkramat District. The primary objective is to enhance environmental awareness among residents, thereby fostering responsible waste management practices. A mixed-methods approach was employed, combining quantitative surveys and qualitative interviews to assess community engagement and knowledge retention. Data collected from 200 households indicated a 40% increase in awareness about waste segregation and recycling practices post-implementation. Additionally, qualitative feedback highlighted a shift in community attitudes towards waste management as a shared responsibility. The findings suggest that community involvement is crucial for the success of environmental initiatives. This research contributes to the growing body of evidence supporting education as a vital tool for enhancing environmental awareness and promoting sustainable practices at the community level.

Abstract

Waste management in semi-urban areas faces serious challenges, including increasing waste accumulation. Meanwhile, low community participation in supporting government programs poses a significant obstacle. Waste management laws and presidential regulations emphasize the importance of community-based waste management. This study aims to analyze the normative effectiveness of community-based waste management policies and formulate strategies to enhance their effectiveness in semi-urban areas. This study used a normative legal methodology and a descriptive-analytical approach through a literature review, applying Van Meter and Van Horn’s policy implementation model. The results show that community-based waste management policies have been implemented, but their effectiveness varies across implementation indicators. In these waste management policies, the community should be the primary element treated as the subject, not merely the object, of the policy. Therefore, in efforts to improve the effectiveness of community-based waste management policies, policy communication and public education play a key role. This study concludes that improving the effectiveness of waste management policies requires resource support, support from relevant institutions, capacity building for local governments, and collaboration among stakeholders. Keywords: Effectiveness, Community participation, Waste management.
