Abstract

The aim of this research is to determine the services for handling traffic accident cases for minors in terms of conflict management and the factors that hinder Bima City Police services in handling traffic accident cases for minors in terms of conflict management. The police as a public service institution need to carry out one of their duties related to traffic. The results of the research show that the Bima City Police service in handling traffic accident cases involving minors has been carried out well through the criminal mediation that can be offered, where the police act as a mediator between the perpetrator and the victim/victim's family members. The inhibiting factors in resolving cases of children who are perpetrators of traffic accident crimes consist of two things, namely internal obstacles in the form of uniting thoughts between the victim and the child (perpetrator) in order to reach an agreement, and human resources (HR) of the police specifically for children in handling cases. child. Next are external obstacles in the form of limited adequate facilities and infrastructure in the diversion process, different understandings in handling children in conflict with the law among law enforcement officials, community understanding regarding diversion and regulations regarding supervision of the implementation of the results of diversion agreements.

Abstract

Penelitian ini berjudul Pengawasan Kepatuhan Izin Pelaku Usaha oleh Dinas Lingkungan Hidup Kabupaten Buton Tengah, bertujuan untuk menganalisis kepatuhan pelaku usaha dalam menjalankan perizinan lingkungan hidup sesuai ketentuan yang berlaku. Pendekatan kualitatif dengan metode deskriptif digunakan untuk memahami peran pengawasan yang dilaksanakan oleh Dinas Lingkungan Hidup (DLH) dalam memantau dan memastikan kepatuhan pelaku usaha terhadap persyaratan izin, termasuk AMDAL, UKL, dan UPL. Hasil penelitian menunjukkan bahwa kepatuhan terhadap izin lingkungan menjadi bagian penting dalam menjaga standar lingkungan dan mendukung pembangunan berkelanjutan di Kabupaten Buton Tengah. DLH memainkan peran utama dalam pengawasan ini dengan dukungan dari nilai-nilai sosial budaya lokal, regulasi yang jelas, serta pemanfaatan sumber daya dan teknologi yang memadai. Meskipun demikian, penelitian ini juga menemukan kendala ekonomi yang dihadapi pelaku usaha dalam memenuhi persyaratan izin, yang terkadang dianggap memberatkan. Secara keseluruhan, pengawasan DLH tidak hanya berfokus pada penegakan aturan, tetapi juga pada edukasi dan pembinaan, yang diharapkan dapat meningkatkan kepatuhan dan kesadaran pelaku usaha terhadap pengelolaan lingkungan. Rekomendasi mencakup peningkatan kolaborasi dan dukungan ekonomi untuk memfasilitasi kepatuhan yang lebih optimal.

Abstract

The effectiveness of recruitment of honorary workers at the Civil Service Police Unit can improve the service performance of the Wilayatul Hisbah of Gayo Lues Regency. The purpose of writing this scientific paper is to analyze and recommend how to implement the recruitment of Honorary Workers at the Civil Service Police Unit and Wilayatul Hisbah of Gayo Lues Regency, Aceh Province. Subjects of the study The data sources in this study were the Assistant for Government and Social Welfare of Gayo Lues Regency, Head of Civil Service Police Unit and WH of Gayo Lues Regency, Head of BKPSDM Gayo Lues, Head of Public Order and Public Security Division of Civil Service Police Unit and WH Gayo Lues, Head of Human Resources Division of Apparatus and Community Protection Unit, Head of General and Personnel Sub-Division of Civil Service Police Unit and WH Gayo Lues and Head of Human Resources Section. The data collection technique for this study was conducting in-depth interviews in general, which is a process of obtaining information in research objectives and observation is part of one of the data collection techniques for qualitative research, where comprehensive researcher insight is needed to find field phenomena and symptoms that may occur in a study. The results of the study are: the effectiveness of recruitment of honorary personnel in the Civil Service Police Unit and Wilayatul Hisbah of Gayo Lues Regency is studied considering the priority of its main tasks and functions as enforcers of regional regulations or district qanuns, regional regulations (perda), especially in the field of public order, security and protection of the community which is the authority of the region so that it requires the apparatus of the Civil Service Police Unit and WH Gayo Lues to have a reliable and quality attitude and management. Carrying out matters of public order, security, protection of the community, the field of policy enforcement carrying out coordination, administrative and technical services for the preparation of planning, management, legislation, correspondence and archiving, public relations, households, performance reports, documentation, finance and assets, reporting and evaluation and affairs of the State Civil Apparatus within the Region, Islamic Law, Human Resources and Community Protection.
