Abstract

The Free Aceh Movement (GAM) is a group that demands that the central government be part of a democracy. The group moved freely and radically with the aim of separating itself from the rest of Indonesia. The focus of this paper is on analyzing GAM's transformation into the Aceh Party, which is different from other radical movements in Indonesia. The purpose of this research is to understand the transformation through Laclau and Mouffe's ideas on radical hegemony and democracy. Radical democracy is a form of struggle in achieving autonomous authority on the basis of equality and equality. The author will use qualitative methods with literature study data collection techniques to strengthen problem analysis. The research results show that GAM is considered radical as it is in line with Laclau and Mouffe's ideas. They form a group to demand certain interests so as to create a state of antagonism and hegemony struggle. The formation of the Aceh Party is inseparable from a long journey to fight for the demands of the community and as a form of building political power in accordance with the environmental conditions of society in Aceh. Currently, the Aceh Party no longer implements radical democracy as it used to do with GAM.

Abstract

Secularism is an ideology that seeks to maintain a clear separation between religion and the state. France is a prominent example of a country adhering to this ideology, reinforced by the laïcité policy, which forms the foundation of French secularism. This article employs a qualitative research method, specifically a literature review of various secondary data sources, to critically examine the role of secularism in France and its contribution to the emergence of Islamophobia in public life. The findings indicate that the implementation of the laïcité policy, particularly as a counter-terrorism measure following the September 11, 2001, attacks on the World Trade Center (WTC) in the United States, has fostered an excessive concern over Muslims, who are frequently associated with terrorism. Consequently, Islamophobia has manifested in France through various forms of discrimination, physical and verbal violence, and hate speech, all of which pose significant threats to the security of Muslim communities in the country. Therefore, while secularism is intended to guarantee freedom for individuals to practice their religion without state interference, the situation in France reveals that secularism has, in fact, imposed restrictions on the practice of Islam.

Abstract

Penerapan desentralisasi di tingkat Desa Serang, Blitar, merupakan upaya mewujudkan tatakelola pemerintahan yang baik dan demokratis. Demokratisasi tercermin melalui partisipasimasyarakat yang berperan penting dalam membangun kesejahteraan desa denganmemanfaatkan sumber daya lokal. Penelitian ini bertujuan menggali upaya maksimalisasiimplementasi desentralisasi terhadap demokratisasi di Desa Serang. Dengan pendekatankualitatif dan metode studi literatur, penelitian menunjukkan bahwa Desa Serang memilikiwewenang mengatur desanya sesuai kepentingan masyarakat. Implementasi desentralisasiterlihat dalam peran perangkat desa yang membentuk lembaga-lembaga desa,menyelenggarakan pembangunan, serta mengelola keuangan desa dengan akuntabilitas tinggi.Partisipasi aktif masyarakat menjadi kunci utama dalam demokratisasi. Keharmonisan antarapemerintah desa dan masyarakat telah membawa Desa Serang masuk dalam 50 besar DesaWisata Terbaik di Indonesia. Kesuksesan desentralisasi dan demokratisasi di tingkat desasangat bergantung pada kolaborasi yang baik antara pemerintah desa dan masyarakat untukmencapai kesejahteraan desa.

Abstract

Voter participation is a key element in the implementation of elections and is a benchmark for ideal democracy. However, fluctuating voter participation rates demand effective strategies from election organizers. This study aims to analyze and describe the strategies implemented by the South Jakarta City General Elections Commission (KPU) to increase voter participation in the 2024 Election. The research method used is descriptive qualitative, utilizing primary data sources from field research (interviews and observations) and secondary data in the form of a literature review. Data analysis uses Peter Schroder's theory of political strategy, which divides them into offensive and defensive strategies. The results of this study indicate that the offensive and defensive strategies implemented by the South Jakarta City KPU are effective in increasing voter participation, particularly through education-based communication strategies and digital media. The offensive strategy is realized through face-to-face socialization, the use of social media, and the dissemination of information through various media. Meanwhile, defensive strategies are implemented through cross-institutional coordination and collaboration, including educational and government institutions to maintain public trust. The synergy of these two strategies has succeeded in making South Jakarta the highest voter participation rate in DKI Jakarta Province. The South Jakarta City KPU has succeeded not only in increasing participation quantitatively but also creating a participatory and sustainable democratic system.
