Abstract

The Lapindo Mud Disaster has the potential to be developed into a dark tourism destination. This study aims to provide information and evidence for the formulation of policies and models to support the development of Lapindo as a dark tourism site. The analysis employs Creswell and Poth’s spiral analysis. The findings indicate that external factor components—competition, government policy, leadership, and finance—remain weak. Additionally, supply factor components, particularly the development of Lapindo as a dark tourism area, have not been addressed due to the absence of a specific dark tourism policy. Field evidence suggests that Lapindo has the potential to become a dark tourism destination, as it attracts many visitors, yet its sustainability remains uncertain. Therefore, an evidence-based policy must be formulated through a bottom-up, collaborative stakeholder approach. This study utilizes the Gunn & Var model to analyze field data, revealing that existing policies are still broad, top-down in nature, and fail to address the specific needs of dark tourism development. The proposed model enhances the Gunn & Var framework by incorporating a stakeholder synergy indicator, which emphasizes collaboration among five key actors in the formulation, implementation, and evaluation of policies, all under the leadership of regional authorities.

Abstract

Village profile updates have strategic functions for development, planing, and utilization of village potential. This is the result of implementation on regional policy authentications that authorize the village to conduct the collaboration, planning, and management of the village independently in order to be optimal and maximized to the community or its citizens. Specific data about a village can be beneficial to determine what potential has opportunities to develop. In addition, specific data will cause facts about village infrastructure, village areas, and socioeconomic conditions and budata in each village. Therefore this article is prepared using qualitative method with descriptive type to be easily understood by the community. Results and discussions in this article indicate that the application of specific data collection as conducted by the village of Gondang can optimize the potential of the village, both in the exclusion, social cultural, and security of the village community supported by the Suprthive Village Institution.

Abstract

Democracy is a system where the government should prioritize the people’s aspiration in implementing the policies because the people are a source of the power itself. A good Election system is a key of a good democracy system. This article is a research result of the citizenship validation in a government election. In fact, the citizenship validation mechanism is still not available in Indonesia as some violation cases happened during the Regent Election 2020 in Sabu Raijua. This research uses qualitative method and reference study analysist approach to deeply analyze the implementation of the citizenship validation during the general election in Indonesia. In addition, the theory of system and the concept of the democracy will be also used as an analysist so that it can give some descriptions and considerations to improve the quality of the next general election in Indonesia. The citizenship validation process also can be applied in other government administration affairs to support a better democracy implementation in the future.

Abstract

Penelitian ini bertujuan untuk menganalisis peran sistem kontrol kampanye yang dilakukan oleh Komisi Pemilihan Umum (KPU) sebagai penyelenggara pemilihan Gubernur Jawa Timur tahun 2024 sesuai dengan Undang – Undang Nomor. 7 Tahun 2017 tentang Pemilihan Umum dan berbagai faktor yang mempengaruhinya. Tipe penelitian yang digunakan adalah tipe penelitian empiris yang dilakukan di Komisi Pemilihan Umum (KPU) Provinsi Jawa Timur. Hasil penelitian ini menyimpulkan bahwa sistem control Komisi Pemilihan Umum dalam menciptakan pemilihan Gubernur dan Wakil Gubernur yang demokratis pada tahun 2024 yaitu kurang efektif. Meskipun tingkat partisipasi masyarakat mencapai 82% namun pada saat bersamaan surat suara yang tidak sah mencapai 8%. Adapun berbagai faktor yang mempengaruhi efekivitas fungsi Komisi Pemilihan Umum Provinsi Jawa Timur Yaitu faktor eksternal dan internal baik dari beberapa lokasi yang sulit dijangkau secara langsung dan tidak langsung, SDM yang berkualitas dari jajawan KPU Provinsi Jawa Timur dan pengetahuan masyarakat terhadap pemilu pada umumnya. Rekomendasi dari penelitian ini adalah sebaiknya KPU Provinsi Jawa Timur tetap meningkatkan sinergi dari berbagai pihak, lebih meningkatkan kualitas SDM, sarana dan prasarana yang masih terkendala, sosialisasi serta pendidikan pemilih agar KPU Provinsi Jawa Timur mampu menciptakan pemilu yang demokratis kedepannya tanpa ada kendala.
