Abstract

The Covid-19 epidemic has caused problems, especially in the economic field, which has an impact on the increasing number of residents at the local, national, and even global levels. It is also a health catastrophe throughout 2020. Long-term social distancing laws and restrictions on human movement and activities have rendered economic centers inoperable. Unusual events such as pandemics and reported weak economic growth cannot slow or even limit the rate at which companies acquire community land. According to the community, PSBB means complying with the government's request for restraint and creating a conducive environment by severely limiting mobility and activities outside the home. Meanwhile, Large-Scale Social Restrictions have become a driving force for the widespread appropriation of agrarian resources for large groups of companies with agrarian roots. Obviously, when the pandemic crisis is most severe and Large-Scale Social Restrictions are applied intensively, agrarian conflicts increase. Therefore, during the COVID-19 outbreak, agrarian disputes in Indonesia are very important to watch out for.

Abstract

Medan has enormous potential for expanding urban agriculture for achieving food security. The primary issues in achieving the urban agricultural movement are consistency and cooperation. The goal of this essay is to show how the city of Medan's agricultural policies can boost food independence while also improving the economy. This study employs a qualitative descriptive research method with a literature review approach. Data analysis techniques include data reduction, data visualization, and making conclusions. The findings indicate that urban agriculture plays an important role in community empowerment through the food self-sufficiency movement. The advantages can lead to new work prospects. It is critical to increasing cooperation between local governments and the community through policy protection and aid for the development of plant management expertise and harvest marketing distribution.

Abstract

Pentingnya inovasi teknologi hasil pertanian di Sumatera Utara merupakan suatu keharusan dalam mendukung peningkatan produktivitas pertanian. Eksplorasi teknologi pertanian teknologi pertanian, sebagai upaya pemerintah dalam meningkatkan efektivitas produk pertanian. Namun, penerapannya memiliki tantangan yang mendorong keterlibatan antar pemangku kepentingan. Metode penelitian yang digunakan adalah deskriptif kualitatif yang bertujuan untuk membuat deskripsi, gambaran, atau lukisan mengenai fenomena yang diamati. Hasil penelitian menunjukkan. Teknologi pertanian presisi dinilai dapat menjadi solusi dalam menghadirkan pertanian di Sumatera Utara dalam meningkatkan kualitas produk pertanian dan keberlanjutan pertanian. Pengembangan pertanian presisi yang membutuhkan biaya investasi, dukungan infrastruktur dan ketersediaan sumber daya manusia yang memiliki keahlian khusus menjadi tantangan tersendiri bagi pemerintah dalam menentukan kebijakan penerapan teknologi ini. Meskipun penerapan teknologi pertanian presisi membantu petani dalam meningkatkan produktivitas, namun dibutuhkan komitmen dan kebijakan pemerintah agar penerapannya dapat berjalan secara luas.

Abstract

This study examines film The Interview to determine hegemonic process of political power relations in American films. North Korea is known as a closed country that strongly opposes western domination, especially America. Foreign media always describe North Korean government as a dictator, meaning absolute power of leader. In contrast, film The Interview depicts a humorous figure of North Korean leader by showing figure of Kim Jong Un who enjoys American culture. The plot of Twits in this film depicts uprising that took place to make North Korea a democracy. Qualitative descriptive research method is used in analyzing film through approach of Gramsci hegemony theory about how hegemony process in the film The Interview. Data collection techniques through literature examination include books, journals, documents, and films. Data reduction, data visualization, and drawing conclusions are data analysis activities. The results of study show that dominant group tries to exert influence with concepts of mastery in a persuasive manner by presenting reality from a different point of view. The dominant people here are Americans who are trying to change mindset audience by seeing North Korea as an oppressed people. Leaders who have been known to be assertive, such as Kim Jong Un, who is feared by people, are portrayed as humorous figures with a love for American culture, which is a clear fact in their development that they often experience political tensions.

Abstract

This study aims to determine the implementation of the Non-Cash Food Assistance Program in Limau Manis Village, Tanjung Morawa District, Deli Serdang Regency. The analysis method used is descriptive qualitative with data collection techniques in the form of observation, interviews, and documentation. Data analysis was conducted based on four indicators from Smith's (2001) policy implementation theory, namely idealized policies, target groups, implementing organizations, and environmental factors. Translated with DeepL.com (free version)The results of this study show that the idealized policy has been implemented in accordance with the objectives of the BPNT Program. The target group of the BPNT program in Limau Manis Village has not been optimally served due to inaccurate data on participants. This causes the distribution of assistance to be often constrained, so that the program's goal of improving community welfare has not been achieved optimally. The competence of the personnel of the implementing organization, the Deli Serdang Regency Social Service already understands the BPNT Program and on environmental factors there is still a lack of socialization carried out for direct visits to KPM homes. The Deli Serdang District Social Service has conducted an evaluation in the sub-district through the Sub-district Performance Evaluation (EKK) activity to ensure that the implementation of the BPNT Program can run better in the future.

Abstract

This study aims to describe the implementation of Collaborative Governance in the revitalization of Cadika Park to realize public open space in Medan City. The revitalization of Cadika Park is a strategic effort that involves collaboration between the government, the private sector, and the community to enhance the quality of public open space that serves as a venue for social interaction and recreation. According to the data, this revitalization is funded through the Corporate Social Responsibility (CSR) of PT Tor Ganda, with a total budget of IDR 22.6 billion. This research refers to three indicators of successful Collaborative Governance according to Emerson, Nabatchi, and Balogh (2012), namely: collaboration dynamics, collaborative actions, and impact and adaptation. The results indicate that the collaboration between the Youth and Sports Office, Bappeda, and PT Tor Ganda has been effective, although challenges remain in terms of oversight and community participation. Community involvement in maintaining and caring for the upgraded facilities is key to the success of this revitalization. The method used in this research is descriptive with a qualitative approach, which describes the situation, conditions, and collaborative processes involving various stakeholders. The findings show that although the revitalization of Cadika Park has had positive impacts, such as an increase in visitor numbers and environmental quality, challenges regarding community awareness and compliance with regulations still need to be addressed to ensure the sustainability of the park as a beneficial public open space.

Abstract

The increase in the number of motor vehicles in Medan City has led to traffic congestion and higher carbon emissions, contributing to worsening air pollution. According to data from the Medan Environmental Agency, carbon emissions from the transportation sector increased from 1,575 tons in 2020 to 2,154 tons in 2022. In addition, data from Kumparan Tech (2019) showed that Medan recorded an Air Quality Index (AQI) score of 78, placing it among the five cities with the highest levels of air pollution in Indonesia. To address this issue, the Medan City Government implemented green transportation through an electric-based Bus Rapid Transit (BRT) system as part of its sustainable development efforts. However, its implementation has not been optimal due to limited bus stop facilities, insufficient fleets and infrastructure, a decline in passenger numbers caused by the digital payment system, and a lack of coordination among stakeholders. This research employed a descriptive method with a qualitative approach. Data were collected through interviews, observation, and documentation. The theory used in this study is Litman’s (2015) green transportation theory, which includes the indicators of safety, environmental impact, comfort, and land use. The findings indicate that the implementation of green transportation through the Bus Rapid Transit system in Medan City has not been optimal, as facilities do not yet meet green transportation standards, public outreach remains limited, and there is no full coordination among stakeholders. This study recommends strengthening regulations, enhancing coordination among stakeholders, and improving service quality as strategic efforts to support the vision of Medan City as a green and sustainable city.

Abstract

This research analyzes the implementation of the Small Micro and Medium Enterprises (MSMEs) Development Program in the Corporate Social Responsibility (CSR) of PT Perkebunan Nusantara IV (PTPN IV) Regional 1 Medan. Using descriptive qualitative method, this research examines the effectiveness of the program through Matland's theory of implementation model, which is measured by four main indicators: policy accuracy, implementation, target, and environment. The research informants were selected by purposive sampling, including the Assistant of CSR MSME Funding, the Assistant of the CSR Sub-Division, the CSR Sub-Division Staff, and MSME actors. Data were collected through interviews, observation, and documentation. The results showed that the accuracy of PTPN IV's policy was considered strong, aligned with MSME issues and the company's mandate. In terms of implementation accuracy, the transfer of loan management to BRI is very effective, but the training program is still constrained by short duration and lack of assistance. In the aspect of target accuracy, the program succeeded in reaching MSMEs around the operational area, although challenges were found in the internal readiness of MSMEs to be intervened. The transfer of loans to BRI is an appropriate policy reform. Finally, in terms of environmental accuracy, PTPN IV utilizes authority and effective networking, but there is input for grouping training based on business type. In summary, the implementation of PTPN IV's CSR MSME program shows commitment and adaptation. However, its effectiveness can be optimized through reviewing the internal readiness of MSMEs and adjusting training and mentoring methods
