<![CDATA[Community participation in the use of voting rights becomes the most important indicator of the success of regional elections. However, the recapitulation result of PILGUBSU year 2018 shows the participation rate of the city of Medan as big 55.80%, so not achieved target of KPU Medan City for 78% and community participation of Medan Maimun subdistrict only 48.12% which makes the participation lowest of the 21 subdistricts in the city of Medan. This research aims to analyze the political participation of the city of Medan in PILGUBSU in 2018 (case study: community of subdistricts Medan Maimun. The research method used is a qualitative descriptive. Analysis of data used refers to the opinion of Milles and Huberman among others: data reduction, display data and draw conclusions. The results showed first, the hierarchy of political participation of the subdistricts community. Medan Maimun is dominated by participation in the giving of votes and apathy total. Secondly, the factors influencing community participation in PILGUBSU year 2018 are: Political consciousness, belief in government, social status and economic status, political affiliation of parents and organizational experience. ]]>

<![CDATA[Revolusi industri 4.0 menandai babak baru terhadap perubahan masyarakat dari sisi sosial, politik, ekonomi dan budaya. Oleh sebab itu, revolusi industri 4.0 berdampak pada semua elemen masyarakat tanpa terkecuali juga bagi penyandang disabilitas. Penelitian ini bertujuan untuk menggambarkan optimalisasi pendidikan politik melalui literasi digital bagi penyandang disabilitas dalam era revolusi industri 4.0 di Indonesia. Penelitian ini menggunakan metode kualitatif deksriptif. Teknik pengumpulan data dilakukan dengan studi literatur melalui buku, jurnal, media cetak dan berita elektronik. Teknik analisa data merujuk model Miles dan Huberman yang meliputi reduksi data, display data dan penarikan kesimpulan. Hasil penelitian menunjukkan optimalisasi pendidikan politik sangat mempengaruhi penyandang disabilitas untuk berpartisipasi dalam melaksanakan hak dan kewajibannya. Selain itu, literasi digital bagi penyandang disabilitas dapat meningkatkan pengetahuan untuk menghadapi revolusi industri 4.0. Dengan demikian, kebijakan yang sudah ditetapkan harus adanya monitoring dan evaluasi pemerintah dalam mengimplementasikan persamaan hak dan kewajiban bagi penyandang disabilitas terhadap pelayanan publik, pekerjaan, aksesibilitas dan lain-lain.]]>

<![CDATA[Updating voter data is one of the most important indicators of the success of the Pilkada in Indonesia. However, the accuracy of voter data in the city of Medan is still a problem that affects the level of public participation in the Pilkada. This phenomenon, has an impact on the constitutional rights of the people, determines the number of polling stations, the availability of ballots and budget formulation. This study aims to analyze voter data problems and the role of the Medan KPU in updating voter data. Edwards' theory about policy implementation is used as an analytical tool for public participation in the 2018 Pilkada in Medan City. This research uses descriptive qualitative method. Data collection techniques through documentation and in-depth interviews. Data analysis using Miles and Huberman's techniques, among others: data reduction, data display and drawing conclusions. The problem of 2018 Pilkada in Medan was influenced by multi factors, including the accuracy of the DPT, the HR of Voter Data Updating Officers and regulations which tended to be consistent regardless of other factors, such as the removal of a very large number of DPT. Therefore, it requires mutual attention, synergy, and commitment to all related parties to carry out their duties and functions in Pilkada activities. The urgency of the Pilkada as a means of community sovereignty must be protected collectively in terms of quantity and quality.]]>

<![CDATA[Pemerintahan desa merupakan bagian dari pemerintahan terendah didalam negara kesatuan Republik Indonesia. Peraturan desa yang terdapat dalam UU No. 6 tahun 2014, menjadi landasan yuridis bagi pemerintahan desa untuk mengurus rumah tangganya.oleh sebab itu, Pemerintahan Desa Bandar Khalipah dalam Mewujudkan Kewenangan Desa harus mampu menghasilkan peraturan desa yang menjadi landasan maupun pedoman dalam penyelenggara pemerintahan Desa Bandar Khalipah. Penelitian ini mencoba untuk menguraikan faktor–faktor apa saja yang membuat pemerintahan desa tidak berdaya dalam membuat Peraturan desa, menganalisis mengapa faktor tersebut berpengaruh dalam membuat peraturan desa dan usaha – usaha apa saja yang dilakukan pemerintah tingkat atas dalam memberdayakan pemerintah desa untuk membuat peraturan desa. Metode yang digunakan pada penelitian ini ialah deskriptif kualitatif. Teknik pengumpulan data diperoleh dari observasi, wawancara, buku, jurnal dan media online. Analisis data penelitian ini menggunakan reduksi data, display data dan menarik kesimpulan. Terdapat temuan penting terhadap faktor yang mempengaruhi Pemerintah desa tidak berdaya dalam membuat peraturan desa yaitu : Pertama, SDM, waktu dan dana. <![CDATA[The Covid-19 pandemic caused some countries in the world to become restless, because the virus is still very new and various parties still do not understand how to handle it. The problem of Covid-19 is often caused by a lack of awareness of the community's environment to health protocols. Therefore, education related to clean and healthy living behaviors should be really socialized to the community. One of the areas in Medan that is the target of this busker is Padang Bulan Village. As for the results of socialization activities showed, First socialization material that has been presented by the dedication team is very easy to understand the participants of the activity. Second, the participants realized that the problem of the Covid-19 pandemic was a joint responsibility. Third, the participants are willing to form a team of volunteers in each padang bulan environment to socialize to other communities on clean and healthy living behaviors.]]>

<![CDATA[Permasalahan sektor pertanian di Indonesia memiliki berbagai persoalan. Mulai dari persoalan kesejahteraan petani, dan konflik agraria yang berlangsung lama. Akibatnya kedaulatan pangan menjadi terancam. Momentum hari pertanian menjadi salah satu kesempatan melihat permasalahan sektor pertanian. Penelitian ini bertujuan untuk memahami pola distribusi dan menemukan pemain kunci dalam distribusi percakapan hari tani di media sosial. Metode menggunakan Social Network Analysis (SNA). Hasil menunjukkan jaringan yang terbentuk memiliki keterikatan antar aktor yang kuat. Isu pertanian menarik perhatian aktor untuk terlibat dalam percakapan, sehingga memunculkan aktor dominan. <![CDATA[Penelitian ini bertujuan menganalisis kebijakan pangan nasional dalam program food estate yang dilakukan pemerintah di wilayah Kabupaten Humbang Hasundutan. Penelitian kualtitatif ini menggunakan pendekatan studi literatur yang berfokus pada perkembangan food estate di Kabupaten Humbang Hasundutan, Teknik pengumpulan data melalui studi pustaka. Hasil penelitian menunjukkan program food estate di Kabupaten Humbang Hasundutan dinilai memiliki kemajuan dalam pandangan pemerintah yang terlihat dari hasil panen dilokasi food estate. Namun kondisi ini menimbulkan berbagai persoalan. Persoalan keberagaman hasil pertanian, infrastruktur pendukung yang belum sepenuhnya selesai, dan persoalan pengelolahan mulai dari keuntungan dan distribusi hasil pertanian. Kondisi lain food estate dinilai bertentangan dengan kedaulatan petani atas lahan. Petani ditempatkan sebagai bagian dari produksi untuk menghasilkan komoditas yang telah ditentukan. Kondisi ini membatasi petani dalam proses pengambilan keputusan. <![CDATA[This study examines film The Interview to determine hegemonic process of political power relations in American films. North Korea is known as a closed country that strongly opposes western domination, especially America. Foreign media always describe North Korean government as a dictator, meaning absolute power of leader. In contrast, film The Interview depicts a humorous figure of North Korean leader by showing figure of Kim Jong Un who enjoys American culture. The plot of Twits in this film depicts uprising that took place to make North Korea a democracy. Qualitative descriptive research method is used in analyzing film through approach of Gramsci hegemony theory about how hegemony process in the film The Interview. Data collection techniques through literature examination include books, journals, documents, and films. Data reduction, data visualization, and drawing conclusions are data analysis activities. The results of study show that dominant group tries to exert influence with concepts of mastery in a persuasive manner by presenting reality from a different point of view. The dominant people here are Americans who are trying to change mindset audience by seeing North Korea as an oppressed people. Leaders who have been known to be assertive, such as Kim Jong Un, who is feared by people, are portrayed as humorous figures with a love for American culture, which is a clear fact in their development that they often experience political tensions.]]>

<![CDATA[Every General Election, the citizens of Medan City face quite a challenge in exercising their right to vote. Lack of political understanding may be the cause of the low voter participation among the citizens of Medan City. Passive activities in political education and political socialization contributed to the low level of involvement in Medan City. Therefore, the purpose of this service is to inform youth groups about digital-based political education through digital content development training. Participatory Learning and Action methods through learning procedures that combine lecture techniques and participatory discussions to group learning are carried out in this activity. Service activities carried out for Youth Karang Taruna, Medan Johor Subdistrict, include: First, learning about political education. Second, improve digital literacy competence and digital content creation. Third, training to become a content creator. The results of the service recommend activity participants improve their skills in creating digital content. Further development and training are needed to be skilled in honing the ability to produce digital content. For the sake of knowledge that is implemented in the form of digital-based political education, continuous guidance and assistance are needed for Youth Karang Taruna, Medan Johor District.]]>
