Abstract

This study aims to assess the country’s legal framework for taxing digital transactions. Specifically, the extensiveness of which the provisions of the legal framework can implement the value of digital transactions to taxpayers. This study employs a qualitative method by reviewing and further analyzing relevant case studies, recent gap analysis, policies, and literature on taxing digital transactions, and conducting interviews with policy experts from the Bureau of Internal Revenue (BIR). Recent study recommends enhanced policy measures based on the findings on new digital technology and its possible interactions with both current and proposed tax policies, three (3) policies were recommended. First, optimizing existing authority to tax over online platforms. Second, to have a digital-ready tax administration. Finally, to have an expanded and continued investigation for enhancement and liability regarding these digital transactions. Findings include that the BIR doesn’t have enough systems to capture all revenue-generated digital service providers and is unable to track all revenue-generating digital platforms. The Philippines should continue improving taxing rights and administration pursuant to modern times. This study concluded that digital platforms can be designated as withholding agents, improve communication channels with these digital platforms and tie them up with BIR exclusively for data access, and finally, a centralized BIR portal where all digital service providers will be registered and monitored. This will be the tax platform for online transactions that is convenient and accessible for taxpayers and is deemed a highly resilient revenue generation and imposition of tax administration as time changes.

Abstract

Road safety is a matter of paramount concern on a global scale, given the substantial loss of life and injury resulting from road accidents every year. This comprehensive study is dedicated to a meticulous examination of road safety awareness and responsible conduct among drivers and motorists in Zamboanga Peninsula, situated in the Philippines. The central aim of this research is to conduct a detailed evaluation of the current status of road safety awareness and the responsible behaviors of drivers and motorists within Zamboanga Peninsula. Our intention is to identify the pivotal factors that influence road safety awareness and to recognize the barriers obstructing the translation of this awareness into responsible road behavior. To accomplish this aim, the researchers have employed quantitative techniques. A meticulously structured questionnaire survey was administered to a diverse cohort of drivers and motorists, which facilitated the collection of multifaceted data encompassing demographics, the level of awareness regarding road safety regulations, and the determinants impacting their on-road conduct. The quantitative dataset underwent rigorous analysis employing an array of statistical methods, with the mean scores and ranking system employed to dissect the collected data. The outcomes of this comprehensive research endeavor unveil a myriad of critical insights. Foremost, a conspicuous gender disparity is evident among road users in Zamboanga Peninsula, with males constituting the majority. Abstract

Mental health awareness and support have become increasingly important worldwide, including in the Philippines. In this context, religious institutions play a crucial role in shaping societal beliefs, attitudes, and approaches to mental illness. This study investigates the knowledge and beliefs about mental illness among church leaders in the Philippines, with a focus on five religious’ denominations: Jehovah’s Witnesses, Baptist, Born Again, Iglesia Ni Cristo, and Roman Catholic. One of the primary objectives of this research was to assess the level of knowledge church leaders possess regarding mental health. The findings indicate that church leaders in the Philippines have a moderate level of knowledge about mental health issues. The mean knowledge score, computed from their responses to a set of Likert-scale questions, falls into the category of "A little." While this level of knowledge may not be extensive, it is a positive starting point for discussions surrounding mental health within religious communities. In terms of beliefs, the respondents exhibited a somewhat agreeable perspective. In conclusion, this study sheds light on the knowledge and beliefs of church leaders in the Philippines regarding mental illness. While they possess a moderate level of knowledge and hold diverse beliefs about the causes and remedies for mental health challenges, their perspectives reflect a nuanced understanding of the complex interplay between religion and mental health. These findings have significant implications for mental health care and support within religious communities and provide a foundation for future research and intervention programs.

Abstract

Despite the availability of dental services and educational programs, as well as, established national health system responses, and oral health interventions and procedures, oral health problems (dental caries, gum diseases and unmet dental needs) persist in the Philippines. The aim of this study was to investigate the socioeconomic factors in terms of sex, age, marital status, educational attainment, occupation, and monthly income and their effect on the oral health awareness in terms of benefit and practices. A total of 100 patients from a selected government hospital were surveyed. The respondents were asked to answer a standardized questionnaire about their socioeconomic status, awareness on the benefits of oral health care, and awareness on the practices for oral health care. Chi-Square Test for Independence was used to identify which demographic and socioeconomic indicators determined the level of awareness of the respondents on the benefits of and practices for good oral health. The Chi-Square Test showed that only sex had a significant relationship with the awareness on the benefits of good oral health (p-value = 0.05). All the other indicators had insignificant effects; Age group (p-value = 0.435), Civil Status (p-value = 0.443), Education (p-value = 0.244), Employment status (p-value = 0.722), Income (p-value = 0.986). For the awareness on good oral practice, both sex and civil status showed a significant relationship (p-values 0.028 and 0.01). For the other indicators, null hypothesis was accepted; Age group (p-value = 0.61), education (p-value = 0.914), employment status (p-value = 0.334), income (p-value = 0.64). The results of this study are in line with the Andersen Healthcare Utilization Model, which holds that people's use of healthcare services is influenced by several predisposing, enabling, and need-related factors. The knowledge of, and observance of, good oral health is essential in determining the need for oral healthcare. Moreover, a variety of socioeconomic and personal factors (enabling and predisposing) are crucial in facilitating or impeding people's ability to access and make use of oral healthcare services. Addressing these issues and promoting education and knowledge about the value of excellent oral health practices are crucial for good oral health.

Abstract

The Department of Social Welfare and Development (DSWD) launched the Walang Gutom (No Hunger) Program to address involuntary hunger among vulnerable populations in the Philippines. This study evaluates the pilot implementation of the program in Tondo, Manila, focusing on its impact on hunger and the lives of beneficiaries. The program com-bines direct financial assistance through an Electronic Benefit Transfer (EBT) system with social interventions like job training, nutritional workshops, and community engagement. While the program shows promise in addressing hunger and empowering beneficiaries, challenges such as eligibility criteria, limited funding, and digital literacy barriers need to be addressed. The study recommends strategies to enhance the program's effectiveness and sustainability, including strengthening out-reach efforts, improving digital literacy, and expanding the program's reach to more vulnerable communities. Evaluations of effectiveness have yielded favorable results, with notable improvements in food security observed among beneficiaries. The progress in food security for house-hold beneficiaries is encouraging, and focused interventions can further enhance these positive outcomes. Ongoing assessments allow the pro-gram to adjust to the evolving needs of participants, ensuring sustained effectiveness. Beneficiary feedback emphasizes the program’s respon-siveness and the high quality of services, indicating overall success in achieving its goals.

Abstract

This study assesses the impact of ISO 9001:2015 implementation on service delivery and operational efficiency at the National Irriga-tion Administration (NIA) Regional Office VIII. A descriptive research design was employed, utilizing both quantitative and qualitative methods. Data were collected from 312 internal and external stakeholders through stratified sampling. Descriptive Statistics, and Analysis of Variance (ANOVA) evaluated operational efficiency and stakeholder satisfaction. Key findings show that 65% of respondents reported improvements in operational efficiency, particularly through standardized processes that streamlined workflows. However, 48% indicated that additional documentation requirements slowed down operations. In terms of service delivery, 35% of respondents observed greater consistency and reliability, while 31% experi-enced delays due to the time-consuming nature of compliance procedures. Despite these gains, challenges such as resource con-straints and resistance to change limited full adoption, particularly among senior management. The study highlights that while ISO 9001:2015 enhanced both op-erational efficiency and service delivery, the increased documentation burden and procedural complexity introduced operational slow-downs. These findings offer valuable insights into the dual impact of ISO 9001:2015 in public sector organizations, illustrating its potential for improving service delivery while underscoring the challenges of maintaining efficiency amid compliance demands.
