Abstract

Congestion is a problem that often occurs in big cities. Malang City, as one of the cities with the second most populous population in East Java, is not free from this traffic jam problem. In dealing with traffic jams, the government has implemented policies such as procuring school buses, traffic engineering, and arranging parking lots. This research focuses on how the Malang city government's policies deal with traffic jams from a Sound Governance perspective by prioritizing five related dimensions, namely process, structure, organization and institutions, policy, and international. This research uses descriptive qualitative methods, so the results found are that the policy for reducing congestion in the city of Malang has not fully prioritized the concept of sound governance. Of the five dimensions, there is an international dimension that has not been fulfilled, so further collaboration is needed from various sectors to get results that meet expectations.

Abstract

The village development paradigm changed along with the implementation of Law number. 6 of 2014 brings villages as subjects and objects of development simultaneously. This condition means that villages need clear goals in their development, along with this problem the Village SDGs provide direction for achieving sustainable development. Landungsari Village as a village that is categorized as an independent village with an IDM of 0.8879/1.0000 has a Village SDGs achievement of 40.53/100.00 leaving a question about what village policies are in sustainable development of the village. This research aims to explain the development policies launched in Landungsari Village, as the Village SDGs are the direction of village development. This research uses a descriptive qualitative method with a focus on development policies in Landungsari Village, where the data analysis process uses the data triangulation method. Primary data was taken through interviews, observation and analysis of village government documents, and secondary data came from scientific papers relevant to the research. In this research, it was found that village development policies have led to the fulfillment of Village SDGs, but village development policies are not yet fully sustainable, this is because there is no serious policy in environmental conservation to create sustainability into the future.

Abstract

A major social issue in Pasuruan Regency, particularly in Tutur District, is child marriage. Even after the issuance of Pasuruan Regent Regulation No. 12 of 2019 concerning the Development of Child-Friendly Districts, the number of child marriages remains a problem that needs to be addressed. The purpose of this study is to examine how Regent Regulation No. 12 of 2019 of the Pasuruan Regency Government prohibiting child marriage is implemented in Tutur District and to identify both supporting and inhibiting factors. Based on the theory of George C. Edward III, this study uses a descriptive qualitative approach, focusing on aspects of communication, resources, disposition, and bureaucratic structure. Data were collected through semi-structured interviews, observation, and documentation of purposefully selected informants. The interactive model of Miles, Huberman, and Saldana was then used for analysis. The results show how successfully the policy has been implemented. Cross-sector collaboration and various outreach activities have been used to implement the communication component. In terms of resources, implementers have sufficient strength and knowledge, but they are still limited by financial constraints and the scope of the extension program. Although not yet fully defined, the bureaucratic structure is supported by clear processes, and the disposition of implementers demonstrates a high level of commitment. Cross-sector collaboration, long-term prevention initiatives, and the participation of religious and community leaders are essential supporting elements. A tolerant society toward child marriage, low public awareness and education, and limited program funding are barriers. Therefore, to maximize child marriage prevention, collaboration must be strengthened, implementer capacity must be increased, and a community-based approach must be employed.
