Abstract

Tujuan peneltian ini membahas tentang implementasi Peraturan Menteri Desa nomor 4 tahun 2015 tentang Pendirian, Pengurusan, dan Pengelolaan dan Pembubaran BUMDes. Dalam penelian ini, peneliti menggunakan metode deskriptif dengan pendekatan kualitatif, yakni mengambarkan beberapa kajian kebijakan publik tentang BUMDes Desa Naru. Pemerintah desa mengeluarkan peraturan yang membahas tentang pendirian, pengurusan, pengelolaan dan pembubaran BUMDes, yang tertuang dalam Permendes PDTT RI Nomor 4 Tahun 2015 tentang pendirian, pengurusan, dan pengelolaan, dan pembubaran BUMDes. Dalam sejumlah desa di Indonesia masih banyak yang gagal menerapkan Permendes PDTT, salah satunya Desa Naru. Dalam sejumlah programnya, BUMDes di Desa Naru belum memberikan kontribusi yang besar terhadap perekonomian masyarakat Desa Naru dilihat dari keterlibatan dan dampaknya terhadap masyarakat. Minimnya sosialisasi atau proses pengenalan BUMDes kepada masyarakat luas menjadi penyebab utama dalam kemajuannya serta struktur organisasi yang belum tertata dengan baik. sehingga hasil yang diharapkan tidak sesuai dengan keinginan organisasi (BUMDes)

Abstract

For controlling the negative impact of Covid-19 outbreak, the Indonesia government instructs the citizen to work from home (WFH). Unfortunately, the WFH productivity is still questioned. This study is an attempt to elaborate work productivity and the effect of digital skill as individual driver, digital collaboration as group driver, and perceived organizational support or POS as organizational driver. For supporting the arguments, this article has conducted a quantitative study which involved 824 working citizens as the respondents from all over Indonesia. The respondents are mostly the first timers of working from home. They were working for governmental institution or business organizations from various industries in Indonesia. Collected data was structured and calculated by PLS structural equation modelling) and SmartPLS application version 3. This study concludes that digital skill and POS affect directly on work productivity, but digital collaboration impacts indirectly. Digital skill becomes a mediator in linkage between digital collaboration and work productivity

Abstract

This article explores the implementation of public policies regarding Micro, Small, and Medium Enterprises (MSMEs) with a focus on government collaboration with MSME stakeholders, mentoring programs, poverty alleviation, implementation effectiveness, and policy recommendations. The analysis encompasses several related studies that highlight government efforts to enhance community welfare through MSME development. Collaboration and synergy between the government and MSME stakeholders form the foundation of policies, emphasizing the significance of this collaboration in improving the economic conditions of MSME stakeholders. Additionally, MSME mentoring programs by the government become crucial elements to ensure sustainable development, although further improvements are needed. Efforts to alleviate poverty through MSME empowerment underscore the need for careful consideration of the strengths and strategies of actors involved in policy implementation. Evaluates the effectiveness and suitability of policy implementation, highlighting the importance of effective communication and optimal coordination in policy execution. Policy recommendations involve consistent budget allocation for MSMEs, bureaucracy acceleration, and broader collaboration with the private sector. This analysis demonstrates the complexity of public policy implementation for MSMEs and emphasizes the need for concrete steps to enhance its effectiveness.

Abstract

Waste services in Bima City, West Nusa Tenggara. It is an important aspect in maintaining environmental cleanliness and health. This research aims to examine the refitalization of waste management quality based on community awareness. To realize that, it is necessary to transform services using 5 (five) dimensions of public service quality, namely (tangible), reliability, responsiveness, assurance, and empathy. This research uses a descriptive qualitative approach with data collection techniques through observation, documentation studies, and in-depth interviews with informants. The conclusions drawn are as follows, waste management in Bima City mostly already has indicators of service quality dimensions. But there are still some indicators that have not been fulfilled, so that they become obstacles in the Waste Management Service process. Among other things, inadequate facilities and infrastructure, human resources officers in handling waste, and lack of public awareness in terms of waste. Thus, it is necessary to add supporting infrastructure, additional human resources officers and educational programs for the community related to waste problems in order to achieve quality services in Bima City by the Environmental Service.

Abstract

With the presence of Law No. 14/2008 on Public Information Disclosure, this law has provided a legal basis for everyone's right to obtain public information, because every public agency has an obligation to provide and serve requests for public information in a fast, timely, low-cost and simple method. Puskesmas Sape still has patients or the public who are confused about services at Puskesmas Sape due to the ignorance of patients or the public about the procedures and flow of services at Puskesmas Sape. The factor that is the ignorance of the community is due to information that has not been conveyed directly to patients or the community and the lack of information dissemination so that the community still does not fully know the flow and procedure of services at the Sape Health Center. Because public service is one of the government's efforts to fulfill the rights of every citizen, if public services are not fully fulfilled by public organizers, public services can be said to have failed. This study aims to determine how public information disclosure in providing health services at the Sape Health Center and the supporting and inhibiting factors of public information disclosure in health services at the Sape Health Center. The method that researchers use is a descriptive method with a qualitative approach. The implication of the research shows that the implementation of openness in the provision of health services at the Sape Health Center.

Abstract

This study aims to analyse the impact of corruption on the effectiveness of public services in Indonesia from the perspective of public administration ethics. Corruption in the public sector not only harms state finances, but also reduces service quality and erodes public trust in government. The results show that corruption directly impacts the decline in efficiency, accessibility, and quality of public services. This causes dissatisfaction among the public who feel that services are not up to the expected standards. This research utilises the literature review method by examining previous studies on the impact of corruption on public services and how corruption reflects a failure to apply ethical values such as integrity, accountability and responsibility in public administration. Based on the findings, this study recommends strategic measures to combat corruption, including reform of the law enforcement system to reduce the level of corruption, increased transparency, and active involvement of the public in overseeing public services. These efforts are expected to realise better governance, improve the quality of public services, and restore public trust in government institutions.

Abstract

The primary objective of this study is to examine the ethical implications of incorporating Artificial Intelligence (AI) into public policy decision-making processes. The research underscores the critical importance of ethical considerations in the development and implemntation of AI technologies to addres potential risks whitin social contexts. Employing a qualitative analysis approach, the study draws on a comprehensive review of literature and data from various sources to explore the ethical dimension od AI in decision-making. The findings hinglight the necessity of integrating ethical frameworks into AI systems to ensure their responsible and effective use in public policy. The results also demonstrate how AI can enhance decision-making processes while simultaneously addressing ethical challenges. The study concludes by emphasizing the importance of establishing robust ethical guidelines to govern AI applications in public policy, ensuring that these technologies are developed and utilized in ways that are socially responsible and beneficial for society.

Abstract

Etika dalam pengambilan keputusan publik berperan penting dalam menciptakan tata kelola pemerintahan yang baik (good governance). Penerapan prinsip etis memperkuat transparansi, akuntabilitas, dan keadilan dalam kebijakan publik, serta meningkatkan kepercayaan masyarakat terhadap pemerintah. Namun, implementasi etika menghadapi berbagai tantangan, seperti konflik kepentingan, tekanan politik, dan rendahnya literasi etika. Pejabat publik sering terjebak dalam situasi di mana kepentingan pribadi atau kelompok mengalahkan kepentingan umum, yang berpotensi mengurangi efektivitas dan legitimasi kebijakan. Berbagai langkah strategis diperlukan untuk mengatasi hambatan tersebut. Penguatan regulasi dan pendidikan etika menjadi kunci dalam meningkatkan pemahaman dan kapasitas pejabat publik. Partisipasi masyarakat dalam proses pengambilan keputusan juga perlu diperkuat untuk memastikan kebijakan lebih inklusif dan representatif. Selain itu, transparansi dan keterbukaan akses informasi sangat penting untuk menciptakan akuntabilitas dan menghindari penyalahgunaan wewenang. Implementasi etika yang konsisten akan memitigasi risiko korupsi dan memperbaiki kualitas pelayanan publik, sehingga mewujudkan pemerintahan yang lebih efektif dan berintegritas. Secara keseluruhan, etika bukan sekadar norma tambahan, tetapi fondasi bagi terciptanya tata kelola pemerintahan yang berkelanjutan dan stabil. Sinergi antara pemerintah, lembaga, dan masyarakat sangat diperlukan agar prinsip-prinsip etika dapat diinternalisasi dalam setiap aspek kebijakan publik. Dengan demikian, penerapan etika akan memperkuat legitimasi pemerintah, meningkatkan kepercayaan publik, dan mewujudkan pemerintahan yang transparan, berkeadilan, dan responsif.

Abstract

Era disrupsi yang ditandai dengan perkembangan teknologi pesat dan perubahan sosial yang dinamis menimbulkan berbagai dilema moral dalam administrasi publik. Dalam konteks ini, etika berperan sebagai landasan krusial bagi pengambilan keputusan yang adil, transparan, dan bertanggung jawab oleh pemangku kebijakan. Penerapan etika membantu mengatasi konflik kepentingan, menjaga kepercayaan masyarakat, dan mendorong kolaborasi yang lebih transparan antara sektor publik dan swasta. Etika juga penting dalam pengelolaan data, yang kerap menghadapi dilema antara perlindungan privasi individu dan kebutuhan efisiensi layanan publik. Dengan berpegang pada prinsip-prinsip etika, pengambil kebijakan dapat memastikan bahwa setiap kebijakan tidak hanya berorientasi pada efisiensi jangka pendek tetapi juga mempertimbangkan dampak jangka panjang bagi kepentingan umum. Melalui pendidikan dan pelatihan etika, pegawai publik diharapkan dapat menghadapi tantangan era disrupsi dengan lebih bijaksana. Kesimpulannya, penerapan etika dalam administrasi publik di era disrupsi bukan hanya kewajiban moral, tetapi juga strategi penting untuk membangun tata kelola publik yang lebih baik, inklusif, dan berkelanjutan.

Abstract

Etika administrasi publik berperan penting dalam membangun kepercayaan publik terhadap instansi pemerintah. Penerapan nilai-nilai seperti transparansi, akuntabilitas, integritas, dan profesionalisme meningkatkan persepsi positif masyarakat terhadap tata kelola pemerintahan. Kepercayaan publik adalah aset penting bagi pemerintah karena menentukan legitimasi dan partisipasi warga dalam kebijakan dan program pembangunan. Transparansi memungkinkan masyarakat memantau kinerja pemerintah, sementara akuntabilitas memastikan setiap keputusan dapat dipertanggungjawabkan. Kepemimpinan berintegritas juga menjadi kunci dalam mendorong budaya etis di birokrasi, yang berdampak langsung pada reputasi pemerintah. Namun, berbagai tantangan seperti budaya birokrasi yang kaku dan intervensi politik dapat menghambat penerapan etika. Selain itu, korupsi dan penyalahgunaan wewenang berisiko merusak kepercayaan masyarakat dan menurunkan legitimasi pemerintah. Partisipasi publik dalam pengawasan dan pengambilan keputusan dapat memperkuat penerapan etika dan mendorong keterlibatan aktif warga. Dengan penerapan etika yang baik, pemerintah tidak hanya memperkuat hubungan dengan masyarakat tetapi juga meningkatkan efektivitas kebijakan. Literasi etika di kalangan pejabat dan masyarakat sangat diperlukan agar prinsip-prinsip ini dapat diinternalisasi dan diterapkan dalam kehidupan sehari-hari. Hubungan yang harmonis antara pemerintah dan publik akan terwujud melalui tata kelola yang beretika, sehingga menciptakan pemerintahan yang inklusif, stabil, dan berkelanjutan.
