Abstract

Japan is an island nation prone to floods and tsunamis. The mountains that dominate Japan form short rivers with steep slopes. The rivers transport sediment to the plains, creating medium-sized floodplains. Japan's rivers are prone to flash floods due to their steep basin slopes and relatively short lengths. The ratio of peak discharge to watershed area is relatively large, ranging from 10 to 100 times that of major rivers in other countries. The water level rises and falls very quickly. This research aims to find out the Japanese Government's Efforts in Flood Disaster Risk Reduction. The method used in this research is descriptive qualitative research using purposive sampling technique on the activities of the Overseas Work Lecture (KKLN). Informants appointed as samples are Dr. Aulia Fabianda Anwar Tinumbang from Asisstant Professor. Graduate School of Engineering Kyoto University. KKLN activities are organized by the Defense University Disaster Management Study Program online through the Zoom application. KKDN activities were attended by all 26 Disaster Management Study Program students and also attended by the Head of the Disaster Management Study Program and Disaster Management study program staff. The results showed that the Japanese Government's efforts to reduce flood disaster risk and increase national security.

Abstract

Abstrak Bencana alam sering menyebabkan kerusakan fisik, korban jiwa, dan trauma psikologis bagi masyarakat. Dalam kondisi tersebut, komunikasi persuasif sangat penting untuk membangun kepercayaan publik dan mendukung proses rekonstruksi pasca bencana. Penelitian ini bertujuan menganalisis tantangan dan peluang dalam penggunaan komunikasi persuasif untuk mendukung rekonstruksi. Metode yang digunakan adalah penelitian kualitatif dengan studi dokumentasi kepustakaan, mengumpulkan data dari buku, jurnal, artikel, dan dokumen terkait. Hasil penelitian menunjukkan tantangan utama dalam komunikasi persuasif adalah masalah kredibilitas sumber, resistensi terhadap informasi, dan kondisi psikologis masyarakat yang terganggu akibat bencana. Untuk mengatasi ini, diperlukan strategi komunikasi yang efektif, seperti memastikan kredibilitas komunikator dan penggunaan bahasa yang jelas. Penelitian juga menemukan bahwa komunikasi persuasif memiliki peluang besar dalam mendukung rekonstruksi melalui media sosial, teknologi informasi, dan konten visual. Kata Kunci: Bencana Alam, Komunikasi Persuasif, Kepercayaan Publik, Rekonstruksi, Tantangan, Peluang Abstract Natural disasters often cause physical damage, loss of life, and psychological trauma to communities. Under these conditions, persuasive communication is essential to build public trust and support the post-disaster reconstruction process. This research aims to analyze the challenges and opportunities in using persuasive communication to support reconstruction. The method used is qualitative research with a literature documentation study, collecting data from books, journals, articles, and related documents. The results show that the main challenges in persuasive communication are issues of source credibility, resistance to information, and the psychological condition of people who are disturbed by disasters. To overcome this, effective communication strategies are needed, such as ensuring the credibility of the communicator and the use of clear language. The research also found that persuasive communication has great opportunities to support reconstruction through social media, information technology, and visual content.
