Abstract

Housing development and community empowerment are two crucial pillars in enhancing social welfare in Indonesia. The Certified Internship and Independent Study Program (MSIB), launched by the Ministry of Education, Culture, Research, and Technology, aims to provide real-world work experience for students. In the Ministry of Public Works and Public Housing (PUPR) in North Sumatra Province, the MSIB program offers Social Welfare (Kessos) students the opportunity to engage in the BSPS (Self-Help Housing Assistance) program for five months. This study uses a descriptive qualitative approach to evaluate the capacity building of Kessos students through the MSIB program. The findings indicate that students acquire technical skills such as project management and social analysis, as well as non-technical skills like work ethics, effective communication, and teamwork. The Community Organization and Community Development (COCD) method used during the internship helps students understand the importance of a participatory approach in working with communities. The MSIB program not only enhances the individual capacities of students but also contributes to curriculum updates at universities and improvements in social welfare in Indonesia. Thus, this program prepares Kessos students to become professional and effective social workers.

Abstract

Penelitian ini bertujuan untuk mengevaluasi sistem manajemen penanggulangan bencana banjir di Perumahan Flamboyan, Kecamatan Sunggal, Sumatera Utara. Menggunakan pendekatan kualitatif dan metode studi kasus, penelitian ini menyelidiki fenomena banjir yang sering terjadi akibat kedekatan kawasan dengan aliran sungai besar. Data dikumpulkan melalui wawancara dengan aparat pemerintah dan warga setempat, observasi langsung terhadap kondisi lingkungan, serta dokumentasi terkait. Hasil evaluasi menunjukkan bahwa meskipun terdapat upaya dari pemerintah dan lembaga terkait dalam perbaikan infrastruktur, tantangan besar masih ada, termasuk rendahnya partisipasi masyarakat dalam mitigasi bencana dan efektivitas sistem peringatan dini yang kurang memadai. Penelitian ini merekomendasikan perlunya peningkatan kolaborasi antara pemerintah dan masyarakat, penguatan infrastruktur yang lebih tahan terhadap bencana, serta penggunaan teknologi modern untuk meningkatkan komunikasi dan respons terhadap situasi darurat. Dengan pendekatan yang lebih komprehensif dan berkelanjutan, diharapkan dapat mengurangi risiko banjir dan meningkatkan ketahanan masyarakat di Perumahan Flamboyan.

Abstract

Empowerment has a very important role in improving the quality of life and social welfare, especially for marginalized groups such as deaf and speech-impaired women and the elderly. This research aims to explore women's empowerment through salon training carried out at the UPT Social Services for the Deaf, Speech and Elderly Pematang Siantar, North Sumatra Province Social Service. This salon training is designed to provide practical skills that can help deaf-mute and elderly women increase their economic independence and improve their standard of living. The method used is a qualitative approach with observation and interviews as data collection techniques. The research results show that salon training not only provides technical skills but also increases participants' self-confidence, expands their social networks, and opens up job opportunities. Overall, this program contributes to women's empowerment by creating opportunities for them to become economically and socially independent. This research provides recommendations for the development of similar training programs in the future to expand the positive impact on communities of women in need.
