Abstract

Early childhood is a group of children who experience a development process that has unique characteristics, including aspects of physical growth and development, intelligence, communication and social-emotional abilities. In general, each stage of a child's development has the same development pattern, but with different developmental achievements. Education for early childhood is very important to support children's development during the golden age. Apart from that, the large number of parents who are busy working is also the main reason why the existence of child care centers is important as a solution for providing temporary care to children when they are entrusted. West Denpasar is one of the sub-districts in Denpasar City which has a high population growth rate in early childhood but with inadequate distribution of educational and day care facilities. Therefore, it is necessary to have educational facilities that are directly integrated with child care, making it easier for parents to entrust their children. By using an approach that is related to user behavior, the building design will pay more attention to the safety and comfort of users, especially children as the main users in this Children's Center.

Abstract

Pura Puncak Puun merupakan salah satu pura kahyangan jagat yang terletak di Desa Soka Kecamatan Penebel, Kabupaten Tabanan, Bali. Pura ini berada dipuncak bukit, untuk menuju lokasi perjalanan melalui hutan yang tidak bisa diakses kendaraan bermotor, sehingga perlu berjalan kaki kurang lebih menempuh waktu 2 jam perjalanan. Dikarennakan perjalanan yang lumayan jauh dan akses yang sulit, Masyarakat ingin membuat pura pesimpangan yang berada ditengah-tengah antara Pura Batu Lumbung dan Pura Puncak Puun. Lokasi yang ditentukan oleh krama desa cukup mudah diakses dan terdapat pohon bering yang disucikan yang biasa digunakan sebagai patokan dalam pembangunan Pura Pesimpangan Puncak Bukit Puun. Berdasarkan kondisi yang dialami Bendesa Adat Soka meminta bantuan Tim PkM Universitas Warmadewa untuk dibuatkan gambar perancangan Pura Pesimpangan Pura Puncak Bukit Puun. Tim PkM merespon kondisi yang disampaikan oleh Bendesa Adat Soka, dengan melakukan penjajakan awal untuk melihat kondisi site yang rencananya dijadikan lokasi Pura Pesimpangan Puncak Bukit Puun. Berdasarkan hasil penjajakan awal yang dilakukan Tim PkM, Pura Pesimpangan Puncak Bukit Puun membutuhkan Masterplan yang berisikan data dokumentasi kondisi eksisting kawasan yang dijadikan lokasi rencana pembangunan, data topografi site dan gambar perencanaan Pura Pesimpangan Puncak Bukit Puun baik itu gambar 2D maupun 3D. Pengabdian ini terlaksana atas kerjasama pihak Desa Soka Penebel Tabanan, Ikatan Arsitek Indonesia Cabang Bali dan Juga Universitas Warmadewa. Diharap kedepannya Tim PkM Universitas Warmadewa dapat membantu terselenggaranya Pembangunan Pura Pesimpangan Puncak Bukit Puun sesuai dengan yang akan direncanakan pada tahap ini.

Abstract

This community service activity was carried out as an academic contribution to support the enhancement of development planning capacity at the village level. The program aimed to assist Desa Adat Sibetan, located in Bebandem District, Karangasem Regency, in preparing a Cost Budget Plan and a funding proposal for the construction of a Retaining Wall in the traditional cemetery area, which has a high risk of landslides. The main problems faced by the community partners were the limited technical capacity of village officials in preparing systematic planning documents and the lack of understanding of funding proposal mechanisms in accordance with government standards. The implementation method consisted of several structured stages, including initial coordination and need assessment with village officials, field observations and surveys, preparation of work item lists and volume calculations, material unit price surveys in the Karangasem region, and unit price analysis based on construction technical standards. These stages were followed by technical assistance and Focus Group Discussions (FGDs) to help village officials understand the principles of budget planning and the procedures for preparing funding proposals independently. A participatory approach was applied throughout the process to ensure effective knowledge transfer, capacity building, and active community involvement in decision-making. The results showed that the total cost estimation for the construction of the Retaining Wall at the Setra of Desa Adat Sibetan reached IDR 3,567,984,223.00. The cost estimation was prepared based on actual field survey data and the latest material price adjustments in Karangasem Regency, resulting in an accurate and accountable cost estimate that can serve as a valid basis for submitting funding proposals to local government agencies and development support institutions. Overall, this program successfully produced practical outputs in the form of an applicable RAB document and a complete proposal, while also enhancing the technical and administrative planning capacity of the Sibetan village officials in managing infrastructure development. Furthermore, this activity contributed to strengthening participatory-based governance, promoting transparency and accountability in village financial management, and aligning with the Sustainable Development Goals (SDGs), particularly in the areas of resilient infrastructure, sustainable development, and community empowerment partnerships.
